The Agenda for the upcoming June 12 meeting will address a number of committee reports consisting of resale of existing public owned fiber and how to sale or lease government owned fiber. Another interest on the part of the Dark Fiber Sub -committee at the April 24 meeting, was to pursue media stories and awards to recognize county- wide permitting as another HiPP success story. Finally, a report by Butch McConnell. A copy of the minutes from the April 24, 2012 meeting is attached for review. NOTES HIPP DARK FIBER SUBCOMMITTEE MEETING Tuesday, April 24, 2012 A meeting of the HiPP Dark Fiber subcommittee was held in the Eagan Room, Eagan City Hall on Tuesday, April 24, 2012 at 2:00 p.m. Present was co-chair persons Mary Hammond Rowan, Mayor of Apple Valley, Tom Hedges, Eagan City Administrator; also members Dan Cook -City of Eagan, Adam Kienberger-City of Lakeville, Maggie Dykes -City of Apple Valley, Anita Scott - Dakota County, Kim Lindquist -City of Rosemount and Butch McConnell -Dakota County. The agenda for the Dark Fiber subcommittee was reviewed by Co-chair Hammond -Rowan stating that the purpose is to hear committee reports and review further development of a mission statement. Conduit Permitting Committee U date Butch McConnell reported on the status of the county -wide permitting stating there is consensus by most cities in Dakota County to implement the county -wide permitting and that training is scheduled for cities that are ready to go on April 26. Co -chairperson Hammond - Rowan complimented the committee for the great work stressing how county -wide permitting is another example of a success story on county -wide collaboration. Committee members discussed a desire to submit county -wide permitting to one of several governance bodies to acknowledge success of the county and consortium of cities excelling in this collaborative outcome. After further discussion a committee consisting of Tom Garrison, Maggie Dykes, Anita Scott, Kim Lindquist and Mayor Mary Hammond -Rowan will meet at 11:00 a.m. on Thursday, May 3, 2012 at the Apple Valley City Hall to discuss both some media release as well as seeking recognition for either an LMC Award, Humphrey Leadership, EDAM, NLC or some other form of recognition for this example of collaboration of governance. Committee Update For Resale of Dark Fiber Maggie Dykes shared maps from the City of Apple Valley that provide an inventory of both dark and light fiber for conduit that provides conductivity for public buildings in that city. Dan Cook stated that similar maps exist in the City of Eagan in a graphic format that also identifies conduit conductivity for all public buildings. Anita Scott stated that the county map has inventory of all dark fiber conduit for cities, however, information from each community is helpful to the county to define which fiber is lit. It is agreed by the committee that all cities in Dakota County should send data to Anita Scott at Dakota County, as specifies which conduit and dark fiber is lit. This information will be helpful in providing a county -wide map that identifies all lit fiber. Vision Update There was discussion regarding the draft Vision Statement "Dakota County will be the county of choice for expanded broadband opportunities for residents and businesses supported by public/private partnerships and fiber assets to encourage economic growth in job creation", stating that legal authority to establish a county -wide consortium to enhance Dark Fiber opportunities appears to be the next step. Butch McConnell spoke to some of the issues that exist in communities regarding the amount of fiber and conduit that is being installed in public right -a -ways. After a lengthy discussion it was agreed that Mr. McConnell would contact Tom Grundhoefer at the.League of Minnesota Cities to discuss legal authority for the county through the HIPP collaborative having authority to establish a county -wide consortium to expand broadband opportunities for residents and businesses. Co-chair person Hammond -Rowan thanked community members for their attendance and participation, it was agreed that the next meeting of the Dark Fiber subcommittee would be held at 2:00 p.m., Tuesday, June 12, 2012, at the Eagan City Hall. Co-chair Hammond -Rowan also stated that along with Co-chair Hedges they would provide an update to the HIPP Steering Committee at their next meeting scheduled for Friday, May 11. Meeting was adjourned at 3:30 p.m.
