Following a brief meeting of the Eagan ARC, the Mendota Heights Airport Relations Commission will be arriving for a joint meeting with the Eagan Commission at 7:30 p.m. In order that we have a quorum present, please contact Mary Swenson at 651-675-5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. ORGANIZATIONAL BUSINESS A. Commission Appointments — At the May 2, 2006 Eagan City Council meeting, the Council was pleased to appoint 5 Commissioners to the Airport Relations Commission. Those appointed to 3 -year terms on the ARC are Curt Aljets, Jack Prentice, and Bret Walsh. Justin Countryman was appointed to a 1 -year term and Steve Beseke was appointed to the 1 -year alternate term. Both existing and new Commissioners are invited to introduce themselves for the benefit of both the Commission and the viewing audience. This week, the City learned that Dan Flanagan is resigning from the Commission because he has just purchased a home in Lakeville. B. Appointment of ChairNice Chair — Since the Airport Relations Commission operates using Roberts Rules of Order, the Commission is asked to discuss nominations for the positions of Chair and Vice Chair of the Airport Relations Commission. In the past, the persons selected to be the Chair and Vice Chair of the Commission have had previous experience on the Airport Relations Commission and/or have experience with airport issues within the community. It would be appropriate for the Commission to discuss nominations for the two positions and vote on each appointment separately. III. APPROVAL OF MINUTES The minutes of the February 13, 2006 ARC Workshoand the minutes of the April 11, 2006 ARC meeting are enclosed on pages � through 4 . These minutes, as presented or modified, are in order for adoption by the Commission. As a clarification, the February ARC Workshop minutes are enclosed for consideration due to the lack of a quorum at the April ARC meeting. IV. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of public meetings to permit visitors to address items of interest that are not scheduled on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. V. OLD BUSINESS A. MAC Monthly Report — Eagan/Mendota Heights Corridor Analysis/Technical Advisory Report/17-35 Departure Analysis Report — Enclosed on pages � t ough is the March 2006 Eagan/Mendota Heights Corridor Analysis. Enclosed on pageZ through �is the March 2006 Technical Advisory Report. Enclosed on pages through 9_ is the March 2006 Runway 17 Departure Analysis Report. The March reports are the most current reports available on the MAC website. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analysis. These reports are also included to assist the Commission in discussions with the Mendota Heights Airport Relations Commission. VI. STAFF / COMMISSION REPORT A. Update Re: Phase II of the. Eagan Noise Study — At the recommendation of the Eagan Airport Relations Commission, the City Council at their April 18, 2006 meeting directed staff to proceed with the hiring of a consulting firm to assist the City of Eagan with Phase II of the Eagan Noise Study. Since the April 11 ARC meeting, the City learned that Wyle Laboratories would be unable to complete Phase II of the study due to the fact that they have joined a consulting team that represents the Metropolitan Airports Commission and, thus, felt it would be a conflict of interest to represent the City of Eagan. Staff has been in contact with other acoustical firms and is recommending that Orfield Laboratories be utilized to conduct Phase II of the study. At the recommendation of the Commission and per the director of the City Council, Orfield Labs has agreed to utilize the same measurement and monitoring equipment that Wyle Labs used in the first phase of the study. Orfield Labs is prepared to conduct a second phase of the study during the week of June 12 —19 in order that the time of year is comparable to that of the first phase. B. Realtor Survey / Analysis with Assistance from the Southern Twin Cities Association of Realtors — Assistant to the City Administrator Miller met with Christine Berger of the Southern Twin Cities Association of Realtors (STCAR) regarding the Commission and Council's recommendation to conduct a survey of realtors with regard to the impact of aircraft noise on the real estate market. Likewise, it was discussed at the meeting that a study could be done to evaluate home sales and market value trends since the opening of Runway 17-35 in October of 2005. Ms. Berger suggested that the survey of realtors be conducted in late June or early July in order to see the effect of the new runway being used for departure operations in the spring and summer months. City staff will continue to work with the STCAR to complete the survey and home sale/value research. C. Noise Oversight Committee At -Large Representatives Appointed — On April 17, 2006, the at -large communities of the Noise Oversight Committee (NOC) met to elect the new primary and alternate at -large representatives to the NOC. Apple Valley City Councilmember John Bergman was selected as the primary at -large community representative and Tom Hanson, Burnsville Deputy City Manager, was selected as the alternate. Both of these appointments are for a period of two years per'the recently changed NOC bylaws. VII. JOINT MEETING WITH THE MENDOTA HEIGHTS AIRPORT RELATIONS COMMISSION It has been the practice of the cities of Eagan and Mendota Heights for their respective Airport Relations Commission to meet in a joint meeting every couple of years given the number of issues the two communities have in common with regard to the airport. Tonight's discussion is intended to be interactive and informal. Per the recommendation of the two Commissions, the following items were suggested as topics of discussion for tonight's joint meeting: 1.) Eagan/Mendota Heights Corridor 2.) Representation on the Metropolitan Airports Commission 3.) Night-time Operations 4.) The impact of Runway 17-35 At this time, the two Commissions are invited to discuss the four suggested topics of discussion, and any other items of interest related to the MSP Airport. VIII. ROUNDTABLE (Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future. agenda items.) IX. ADJOURNMENT Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. Assistant to the City Administrator 3 MEETING NOTES WORKSHOP OF THE EAGAN AIRPORT RELATIONS COMMISSION FEBRUARY 13, 2006 Conference Room 1A & 1B Present: Curtis Alj ets, Jason Bonnett, Tammy Mencel, Steve Nierengarten, Jack Prentice and Charles Thorkildson. Also present: Dianne Miller, Assistant to the City Administrator Absent: Valerie Dosland, Daniel Flanagan, Dean Haehnel and Nathan Krahn GOALS: 1. Receive Better Representation on the MAC by Pursuing Legislation to Change Eagan's Current Representation o Preference: Eagan receives permanent representation on the MAC in the same way Minneapolis and St. Paul currently have seats. o 2nd Choice: Eagan joins with the other communities in the 65 DNL contour (who do not currently have sole representation) to secure an at -large seat that would jointly represent the cities of Eagan, Bloomington, Richfield, and Mendota Heights. Work Plan to Achieve Goal: • Send correspondence to Eagan Legislative delegation to outline the changes the City is looking for with regard to MAC representation. Seek their opinions on the matter, and depending upon the response, inquire as to whether one of Eagan's State representatives or senators will introduce a bill to seek the change. • In late 2006, when MAC reappointments are being considered, participate in local cable show to discuss the issue of MAC representation and note Legislative support within Eagan. 2. Seek a New District H Representative on the MAC (in the event that the City is not successful in securing a seat of its own or an at -large seat) o Promote or recommend a resident or business person in the community who would represent the interests of the City (e.g. noise concerns, promoting the transportation/aviation businesses in the community, etc.). Must consider political party affiliation depending on who wins the Gubernatorial race in November. 4 2006 Goals/Work Plan Meeting February 13, 2006 Page 2 Work Plan to Achieve Goal: • Brainstorm list of possible replacements for Commissioner McKasy in early 2007. • Find out whether Commissioner McKasy is seeking another term on the MAC. 3. Seek an Eagan/Mendota Heights Corridor Compliance Percentage of 95% or Greater in 2006. Work Plan to Achieve Goal: • Monitor Corridor deviation monthly. • Approach the FAA when compliance drops under 95% to request an explanation of the deviations. • Maintain communications with the MAC and FAA so they are aware of the Commission's focus on Corridor deviations. Other ARC Proiects/Initiatives for 2006 • Provide the City Council with a summary of the ARC goals • Disband Communication Subcommittees o In light of the runway opening and the end to the City's significant pre -runway communications efforts, the ARC requested that a "Communication Update" be placed on the ARC's monthly agenda so that the Commission as a whole can address communication issues. 2008 Comprehensive Guide Plan Update—ARC to participate in updating of the Aviations Section Noise Study Part II o ARC to discuss whether to conduct Phase II of the Wyle Noise Study in March o Make recommendation to the City Council in April on whether to pursue Phase H of the Study. o If Council chooses to approve Phase II of the Noise Study, study should be conducted in June, 2006 to be consistent with the study time period in 2005. Property Value Study/Survey of Residents Moving Out of Eagan o Approach the Southern Twin Cities Association of Realtors (STCAR) to see if they are interested in doing a study on: 1.)How have home sale rates in areas most impacted by the new runway been impacted (number of homes on market)?; 2.) How have homes sold in these areas appreciated/depreciated in value since October 27, 2005?; and, 3.) Of the residents moving out of Eagan, how much of a factor was airport noise in their decision to move? ("exit survey")? 2006 Goals/Work Plan Meeting February 13, 2006 Page 3 o If the STCAR is not interested in doing such a study, ask for their recommendation on a college or university who may best be able to assist the City. Runway Use o Summer 2006: Review use on each of the runways to determine if runway usage predictions in the 2007 proposed Part 150 Plan are accurate. o Summer 2006: Review the use of the individual flight tracks off of Runway 17/35 to determine if the usage matches with the data used to prepare the proposed 2007 Part 150 Plan. MAC Lawsuit o Continue to monitor status of the City's lawsuit against the MAC regarding the noise mitigation program proposed in the 60-64 DNL contours. LJ MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING APRIL 11, 2006 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, April 11, 2006 at 7:00 p.m. Those present were Curtis Aljets, Jason Bonnett, Daniel Flanagan, and Charles Thorkildson. Absent were Valerie Dosland, Dean Haehnel, Nathan Krahn, Tammy Mencel and Jack Prentice. Also present was Dianne Miller, Assistant to the City Administrator. AGENDA There was no quorum to approve the agenda. APPROVAL OF MINUTES The minutes of the February 13, 2006 regular meeting of the Airport Relations Commission were not approved for lack of quorum. VISITORS TO BE HEARD There were no visitors to be heard. COMMUNICATION UPDATE Miller introduced the item stating at the February 13, 2006 ARC workshop, the decision was made to disband the 3 communication subcommittees noting Runway 17-35 is now operational. Miller stated that per the direction of the Commission, the item for the monthly agenda will now be titled "Communication Update" and any questions or recommendations regarding airport communications can be presented at that time. The Commission voiced no Communications recommendations at this time. MAC MONTHLY REPORTS — EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS/TECHNICAL ADVISORY REPORT/17-35 OPERATIONS REPORT Miller introduced the item stating the enclosed February 2006 Eagan/Mendota Heights Corridor Analysis, February 2006 Technical Advisory Report and the February Runway 17 Departure Analysis Report are the most current reports available on the MAC website. Miller stated these reports are included each month for the Commission to review and discuss any significant deviations or issues that have occurred. Miller called attention to the Technical Advisory Report noting a new feature, time above dB threshold for arrival and departure related noise events. The Commission discussed the time above dB threshold and also the number of complaints from the cities of Eagan and Apple Valley. Miller stated she has received more complaints in the past month regarding low frequency noise and departure operations. She further noted an untrue perception from residents of departure operations having to follow Cedar Avenue or the river. Miller stated she spoke with Cindy Green of the FAA regarding Corridor compliance and arrival operations outside of the Corridor. Miller added that Ms. Green stated that the new runway will not impact Corridor compliance. Airport Relations Commission Minutes April 11, 2006/2 Aljets noted a weekly prop aircraft that departs off of Runway 17/35 and then turns east over St. Paul. CONSIDER RECOMMENDATION TO CITY COUNCIL RE: PART II OF THE WYLE NOISE STUDY Miller introduced the item and noted at the completion of the Noise Study by Wyle Labs, a decision would be made in the spring of 2006 by the Commission and City Council to determine whether a follow- up study would be conducted to measure noise levels in the community following the opening and operation of Runway 17-35. It was unanimous amongst Commissioners present, noting a quorum was not present, to recommend to the City Council to conduct Part H of the Noise Study in June of 2006. The Commissioners discussed the merits of the study and stated the data can be used to analyze the impact of the new runway. NOC WORK PROGRAM / PRIORITIZATION OF PART 150 NOISE COMPATIBILITY PROGRAM NOISE MITIGATION MEASURES Miller introduced the item noting the memo from Chad Leqve, Manager for the Aviation Noise and Satellite Programs, to the MSP Noise Oversight Committee regarding prioritization of the Part 150 Noise Compatibility Program noise mitigation measures; stating this memo is included for the Commission's review. Miller also stated the Compatibility Program has not been approved by the FAA, but will be considered with the entire Part 150 document. The Commission discussed the next contour map which should begin to be prepared in 2007. They further discussed the Commission's role in the process of developing the new map. JOINT MEETING WITH THE MENDOTA HEIGHTS AIRPORT RELATIONS COMMISSION Miller introduced the item stating the City of Mendota Heights approached Eagan regarding a joint meeting between the Eagan and Mendota Heights Airport Relations Commissions. This meeting has been scheduled for Tuesday, May 9, at 7:30 p.m. Miller stated the regular monthly Eagan Airport Relations Commission meeting will be at 7:00 in order to take care of Organization Business items and the introduction of new members. Miller suggested several possible topics for discussion; corridor compliance, the impact of the new runway and responsiveness of the MAC. Miller asked the Commission to email her with suggestions they may have for additional discussion topics. CORRESPONDENCE TO EAGAN LEGISLATIVE DELEGATION RE: MAC REPRESENTATION Miller stated a letter dated March 16, 2006 was sent to all of Eagan's legislative delegation regarding current representation on the Metropolitan Airports Commission. She stated this letter was sent per the direction of the City Council and the ARC at the joint meeting held on March 14, 2006. Miller has not received a response to this letter, but will place follow-up phone calls to each legislator. 11 Airport Relations Commission Minutes April 11, 2006/3 AIRPORT RELATIONS COMMISSION 2006-2007 WORK PLAN Miller stated the 2006-2007 Airport Relations Commission Work Plan, as approved by the City Council at the March 14, 2006 Special City Council workshop, was included for the Commission's reference. Miller further stated she spoke with a representative of the Southern Twin Cities Association of Realtor and will be meeting to discuss a property value study/survey. NOISE OVERSIGHT COMMITTEE / CITY OF APPLE VALLEY Miller introduced the item noting that the Noise Oversight Committee unanimously approved the City of Apple Valley joining the at -large communities at the March 15, 2006 meeting. Miller stated the bylaw change provides for a single representative of the at -large cities to serve a 2 -year term and was suggested in order to increase continuity amongst the at -large seat. THANKS TO OUT -GOING COMMISSIONERS Miller thanked the Commissioners whose terms expire in April for their service on the Airport Relations Commission and stated that Commissioners Krahn and Nierengarten will not be re -applying because of other commitments. She also stated that Commissioner Dosland has resigned from the Commission because of a new job. Miller noted the City has 29 applicants who will be interviewed by the City Council for the Advisory Commission appointments. These appointments will be made at the May 2, 2006 regular City Council meeting. ROUNDTABLE Miller stated the City of Minneapolis has contacted Eagan and the communities surrounding the airport in regards to holding a one night seminar entitled "Airport 101" as an overview on noise and airport issues. She stated no date has been set, but will let Commissioners know when the City receives notification of the meeting time and location. Miller noted the first story in the most recent Airport Noise Repo is on the St. Petersburg/Clearwater International Airport, which has hired Wyle Labs to do a noise study out to the 50 DNL. Miller gave a brief update on the status of the lawsuit between the cities of Minneapolis, Eagan and Richfield and the Metropolitan Airports Commission regarding the noise mitigation program within the 60 to 65 DNL contours. Miller stated she will be attending a mediation next week regarding the lawsuit.
