In order that we have a quorum present, please contact Mary Swenson at 651-675-5005 if you are unable to attend this meeting. I. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, is in order for adoption by the Commission. II. APPROVAL OF MINUTES The min tes of the December 13, 2005 Airport Relations Commission meeting are enclosed on pages through(These minutes, as presented or modified, are in order for adoption by the Commission. III. VISITORS TO BE HEARD The Eagan City Council and its Commissions set aside up to ten minutes at public meetings to permit visitors to address items of interest that are not scheduled on the regular agenda. Items that will take more than ten minutes or that require specific action can be scheduled for a future agenda. IV. OLD BUSINESS A. Communication Subcommittees — Given the priority the City Council and Commission have placed on communicating airport issues to the Eagan community, the ARC has established 3 communication subcommittees for the following subjects: Eagan newsletter (Experience Eagan), the ARC notebook, and Cable TV initiatives. Below is a listing of the current Commissioners that serve on each of the subcommittees. a. Newsletter Articles — Commissioners Thorkildson, Flanagan and Mencel b. ARC Notebook — Commissioners Krahn, Dosland and Aljets C. Cable TV — Conunissioners Nierengarten., Haehricl, Bonnett and Prentice Per the direction of the Commission, a story is being run on the City's cable television station regarding the January 19th new runway open house at the Community Center. An article was also included in the January/February 2006 newsletter regarding both the January 19 open house, as well as commonly asked questions about the new runway. Also per the direction of the Commission, local newspaper reporters have been made aware of the January 19th open house. B. MAC Monthly Reports — Eagan/Mendota Heights Corridor Analysis/Technical Advisory Report/1735 Operations Report — Enclosed on pages �_ through is the November 2005 Eagan/Mendota Heights Corridor Analysis. Enclosed on pages I through is the November 2005 Technical Advisory Report. Enclosed on pages LV through is the November 2005 Runway 17 Departure Analysis Report. The November reports are the most current reports available on the MAC website. It is the practice of the Commission to review the reports and discuss any significant deviations that may have occurred or any other noteworthy occurrences as reported in the analyses. The November 17 Departure Analysis Report was provided to the Commission at the December ARC meeting. The December Runway 17 Analysis report is expected to be completed by Friday, January 6. The report will be e-mailed to the ARC upon receipt, and hard copies will be provided at the ARC meeting. C. January 19, 2006 Open House — As a reminder to the Commission and the viewing audience, the City will be hosting a new runway open house on January 19, 2006 from 6:30 to 8:00 p.m. at the Eagan Community Center. The open house, per the direction of the Commission, is designed to be informal, with residents having the ability to come and go as they please. MAC staff will also be present and will have many of the same demonstrations and maps (boards) as they did at the September 2005 17-35 open house. Commissioners who are able to attend the January 19 open house are encouraged to inform City staff. V. NEW BUSINESS A. Discussion re: Appointment of MAC Commissioners — Per the request of the Commission at the December 13 ARC meeting, an agenda item has been added to allow Commissioners to discuss how the current MAC Commissioners are appointed and how the boundaries are determined. Enclosed on pages 5,5` throughS�o is a brief history about the formation of the Metropolitan Airports Commission. Also enclosed on pages, through too are the biographies of the 15 MAC Commissioners. Lastly, enclosed on page U_ is a map of the districts represented on the MAC. Under the current system, the Minnesota Governor appoints the MAC Chairperson and 12 Commissioners. The Mayors of Minneapolis and St. Paul each appoint a Commissioner of their own, bringing the total number of Commissioners to 15. Commissioners serve four-year terms. City staff was in contact with the MAC regarding the formation and updating of the district boundaries. The MAC Public Affair's office is preparing a response to the City, which will be provided to the ARC at the meeting on the 10th. The ARC is welcome to discuss the current manner in which MAC Commissioners are appointed. Any recommendations of the Commission would be forwarded to the City Council for their consideration. Y' VI. STAFF / COMMISSION REPORTS A. Correspondence — Metropolitan Airports Commission — Enclosed on page (OR is a letter from the Metropolitan Airports Commission (MAC) noting that based upon the Assessment of Environmental Effects (AOEE) prepared for the MAC"s 7 -year CIP, any potential for adverse effects resulting from the projects contained in the CIP have been adequately addressed. The Commission also concluded that the potentially significant environmental effects of the 2015 Terminal Expansion Project have been addressed and therefore the preparation of an Environmental Impact Statement (EIS) is not needed. As a reminder, the first phase of the 2015 terminal expansion project consists of 12 additional gates at the Humphrey Terminal. Phase two includes: 7 additional gates at the Humphrey Terminal, the addition of 2,450 parking ramp spaces at the Humphrey Terminal, demolition of NWA Maintenance Hanger B, elimination of 2 gates on Concourse G at the Lindberg Terminal, the construction of Concourse H with 18 additional gates at Lindberg, and the addition of 2 regional jet gates at Concourse C of the Lindberg Terminal. VII. ROUNDTABLE Per the request of the Commission, this agenda item has been added so that Commissioners have the opportunity to ask questions or make requests for future agenda items. VIII. ADJOURNMENT Per the request of the Commission, ARC meetings will go no later than 8:30 p.m. unless agreed upon by the Commission. Assistant to the City Administrator MINUTES OF THE EAGAN AIRPORT RELATIONS COMMISSION MEETING DECEMBER 13, 2005 A regular meeting of the Eagan Airport Relations Commission was held on Tuesday, December 13, 2005 at 7:00 p.m. Those present were Curtis Aljets, Jason Bonnett, Daniel Flanagan, Tammy Mencel, Steve Nierengarten, Jack Prentice and Charles Thorkildson. Absent were Valerie Dosland, Dean Haehnel and Nathan Krahn. Also present was Dianne Miller, Assistant to the City Administrator. AGENDA Upon motion by Nierengarten; seconded by Aljets, the agenda was approved as presented. All members voted in favor. APPROVAL OF MINUTES Aljets made a motion to approve the minutes of the November 7, 2005 regular meeting of the Airport Relations Commission; Mencel seconded the motion. All members voted in favor. VISITORS TO BE HEARD Mr. and Mrs. Purohit, Eagan residents of 6 years, were present and asked the Commission questions regarding the new runway. They voiced their concern regarding eastbound headings. Several questions they asked were: 1.) Why aren't aircraft operations following the flight tracks? 2.) Why don't flights depart off the east runway? 3.) Why can't cargo planes, i.e. UPS, fly out of the smaller reliever airports? 4.) Can't the airport or neighboring cities charge fees or have penalties for nighttime flights? 5.) Does the City of Eagan receive any compensation for noise pollution? 6.) Is there anything the City can do to reduce flights and noise? Chair Thorkildson addressed the Purohit's questions regarding headings and flight tracks. He explained factors on how weather/wind, pilots turning at the 2.5 nautical mile turn point, fanning and safety determine headings. He further noted the 15 degree separation and the domino affect it can have and stated the flight tracks are used as a guide. Thorkildson discussed the configuration of the runways, how the airport uses the runways and flight paths and its affect on the capacity of the airport. Miller addressed the Purohit's concerns regarding nighttime flights, fees and compensation, noting the 1990 Airport Noise and Capacity Act and stated the airports cannot charge for nighttime flights as such charges would be considered interference with interstate commerce. .The Commission discussed Northwest's flight mix, quieter planes, use of reliever airports, and summer vs. winter aircraft noise. COMMUNICATION SUBCOMMITTEES Miller introduced the item noting this item is placed monthly on the agenda for Commission members and subcommittees to discuss, comment, and make recommendations to the ARC and the Eagan City Council. 41 Airport Relations Commission Minutes December 13, 2005/2 Miller noted per the direction of the Commission at the November 7 ARC meeting, a story is being run on the City's cable television regarding the January 19, 2006 new runway open house that will take place at the Eagan Community Center from 6:30 to 8:00 p.m. She also stated preparations are underway for the January/February 2006 newsletter, which will arrive in homes the week of January 3 - 8, and that a notice regarding the open house will be included in. the newsletter along with a story highlighting the most commonly asked questions and responses relative to the new runway. Miller stated she has prepared the top 5 questions the City has been receiving, highlighting the 3 most common, along with responses to the questions. She further stated depending upon space, several of these questions may appear in the newsletter. EAGAN/MENDOTA HEIGHTS CORRIDOR ANALYSIS Miller introduced the item stating the enclosed October 2005 Eagan/Mendota Heights Corridor Analysis and October 2005 Technical Advisory Report are the most recent reports available on MAC's website and, further, stated these reports are included each month for the Commission to review and discuss any significant deviations or issues that have occurred. 17-35 OPERATIONS REPORT Miller introduced the item stating the November Runway 17 Departure Analysis Report is now available for its first complete month of operation. She reviewed the report with the Commission noting the departure overflight grid analysis showing the actual number of overflights in each grid, the RMT site location map, the analysis of aircraft noise levels — DNL for the month of November for each RMT, community vs. aircraft noise levels — DNL and a graph showing the top 15 Runway 17 departure destination report, stating Denver is the number one destination. JANUARY 19, 2006 OPEN HOUSE Miller introduced the item noting it was the consensus of the Commission to host the City's open house on January 19, 2006 from 6:30 to 8:00 p.m. at the Eagan Community Center banquet room. Miller noted her conversation with Chad Leqve and Melissa Skovronski of the Metropolitan Airports Commission and their concurrence with the Commission to hold an informal open house, similar to the open house in September, and will have a computer kiosk available, similar maps and demonstrations. She also stated a list of commonly asked questions and responses will be available for residents at the open house. EAGAN'S COMPREHENSIVE GUIDE PLAN / AIRPORTS AND AVIATION SECTION Miller stated, per the direction of the Commission at the November 7, 2005 ARC meeting, she has enclosed the Aviation section of the City's Comprehensive Guide Plan which was last updated on February 22, 2001 for their review. She stated an update is underway and will be completed in 2008. Miller stated many changes will need to be made to the Airports and Aviation Section and that the Commission will have a role in the update. MAC LAWSUIT / MOTION TO DISMISS Miller introduced the item noting on November 30, 2005 Judge Stephen Aldrich of the Hennepin County District Court issued an order denying a motion made by the Metropolitan Airports Commission to Airport Relations Commission Minutes December 13, 2005/3 dismiss the cities' claims. She further stated the motion being denied will allow the lawsuit filed by Richfield, Eagan and Minneapolis to proceed ahead. FOURTH QUARTER 2005 MAC PUBLIC INPUT MEETING COMMENTS / RESPONSES TO QUESTIONS RAISED AT THE NOC Miller introduced the item noting comments by residents at the Fourth Quarter 2005 Public Input Meeting of November 10, 2005 and the November Noise Oversight Committee Meeting. Miller stated Cindy Green, FAA Air Traffic Control Tower Operations Support Manager, was present and responded to the majority of the comments/questions. Miller stated these questions will be available on Eagan's website. She stated Apple Valley has requested a seat/formal representation on the NOC. Miller noted that permanent seats and representation are currently held by cities that have a 60 DNL or greater; however, the City of Apple Valley plans to meet with the NOC co-chair to further discuss their representation on the NOC. The Commission discussed several of the comments by residents attending the 4ffi Quarter 2005 MAC Public Input Meeting held on November 10, 2005. ROUNDTABLE Thorkildson suggested discussing representation to the Metropolitan Airports Commission as an agenda item for the January 2006 ARC meeting. It was suggested that Miller include background information to the process and when the boundaries were established in the January packet. ADJOURNMENT Upon motion by Aljets, seconded by Mencel, the Commission members adjourned the meeting at 8:12 p.m. All members voted in favor. Over the years, MSP has earned a reputation as one of the safest, most convenient and efficiently run airports in the world. Many milestones and innovations have contributed to MSP's reputation. History In 1914, Snelling Speedway sat where MSP currently operates. The auto -racing venue was unsuccessful, and the Minneapolis Aero Club acquired the property for loftier purposes. The first hangar, a wooden structure, was constructed in 1920 to accommodate airmail service, and the 160 -acre property became known as Speedway Field. In 1923, the airport was renamed Wold -Chamberlain Field in honor of two local pilots, Ernest Wold and Cyrus Chamberlain, who lost their lives in combat during World War I. The airport soon became home to Northwest Airways, which in 1926 won the government's airmail contract and acquired the airport's only hangar. _ '""— ' , Q In its 80 -year history, MSP has undergone numerous changes, from the first landing strip in 1920, to its first passenger service in 1929 and massive reconstruction efforts in the early 1960s, including construction of the Lindbergh Terminal, a maintenance base and Northwest Airlines' world headquarters. Perhaps the most influential and innovative change came in 1943, when state.lawmakers ,jI c created the Metropolitan Airports Commission (MAC) to promote airport transportation and ,y,.• ,c+f commerce in a seven -county region. In the middle of WWII, lawmakers recognized airplanes represented the future of transportation and wanted to make the Twin Cities the aviation leader ---^`Ii" for the Upper Midwest. Also, they wanted to discourage costly competition for air service between Minneapolis and St. Paul and instead to take a regional approach to air service development. The MAC serves the region by providing and promoting safe, convenient, environmentally sound, cost -competitive aviation services. In this role, the MAC helps make the region a strong force in the global economy. (4? A public corporation, the MAC was the first metropolitan agency created by the Legislature. The Minnesota governor appoints a chair and 12 commissioners. The mayors of Minneapolis and St. Paul each appoint another, bringing the total commission body to 15. Commissioners serve four-year terms. +.� With the arrival of international service, MSP underwent its final name change in 1948, becoming Minneapolis -St. Paul International Airport. In 1958, ground breaking ceremonies were held for the Lindbergh Terminal. The Lindbergh terminal opened to the public in 1962. It was designed to serve four million passengers a year by 1975. Passenger growth far exceeded projections, however, with more than 4.1 million people using the airport by 1967. Passenger growth continued to exceed expectations in the 1970s and 1980s. To address this growth, the Minnesota legislature passed the Metropolitan Airport Planning Act in 1989, establishing the Dual Track Airport Planning Process. Conducted by the Metropolitan Airports Commission and the Metropolitan Council, the seven-year planning process explored options for providing needed air service capacity and facilities for the region. Specifically, competing plans were developed to either expand MSP at its present site or build a new airport elsewhere. Upon completion of the study in 1996, the Minnesota Legislature directed the Metropolitan Airports Commission to implement the MSP 2010 Long -Term Comprehensive Plan, providing for $2.7 billion in airport improvements at the current site.' MSP ranks 9th in North America for the number of travelers serviced. The airport boasts the eighth busiest airfield in the world. MSP is expected to serve 55 million passengers annually by the year 2020, creating a need for further airport expansion. MSP's 3,400 acres arguably comprise the most valuable economic generator between the St. Croix River and Seattle, supporting more than 150,000 jobs, $10.7 billion in business revenue, $6 billion in personal income, $1.3 billion in local purchases and $626 million in state and local taxes. The International Air Transport Association's annual customer surveys and now their successor AETRA surveys have repeatedly ranked MSP among the best large airports in North America and the world for customer satisfaction. In 2005, Skytrax also named MSP the Best Airport in North America. The airport and its leadership have received various awards in numerous categories, including safety, fiscal management, labor relations, legal oversight, snow and ice control, concessions, airport design and development, and marketing and communications. Funding MAC funding comes from concessions revenues, lease agreements, airline fees, passenger facility charges, federal grants and bond sales. (dO Unlike other public organizations, the Metropolitan Airports Commission receives no operations funding from state or federal income, sales or property taxes. In 2005, about 40 percent of revenues come from airline rates and charges, 40 percent from parking and concessions, and 20 percent from other sources, such as building and ground rents and utilities. Noise Mitigation ,�;+ MSP operates one of the nation's most extensive airport noise mitigation programs. <.; Between 1992 and 2005, the commission insulated 7,693 homes at a cost of $227.95 million. Q Communities with insulated homes insulated through the 1996 Part 150 residential sound insulation program include: Minneapolis (6,582), Richfield (660), Eagan (196), Bloomington (158) and Mendota Heights (94). Eligible homes received new or reconditioned windows and doors, wall and attic insulation, central air, necessary venting or ductwork modifications, roof vents and attic baffling. (*)The MAC completed the 1996 noise mitigation program in 2004 and has submitted a plan for the next phase of noise mitigation, known as the 2007 Part 150 Program, to the Federal Aviation Administration. The 2007 Part 150 program would provide full insulation for 165 homes in the 65 DNL (day -night noise level) and greater. Also, 461 multi -family homes and Trinity School in Bloomington would be insulated. Some 3,600 homes that are located in the 2007 60-64 DNL noise contours and lack air conditioning would be eligible to receive it. Participating homeowners would pay a co -payment ranging from 10 percent in the 64 DNL to 50 percent in the 60 DNL. Low-interest loans are available to help participating homeowners with their co -payments. John Lanners Governor Appointment: 3/31/2003 - 1/1/2007 District F John Lanners is president and CEO of F.T.L. Corporation, which owns a number of MGM Wine & Spirits retail stores. In 1999, he founded LannCo, LLC, specializing in commercial real estate development, and he is also president of R. P. Royalties, Inc. Lanners serves on the Board of Directors of the Woodbury Chamber of Commerce and the Board of Directors and Executive Committee for the Minnesota Licensed Beverage Association and the affiliated Children's Fund Charity. He is also past president of both the New Richmond Jaycee's and the Woodbury Lion's Club. Representing MAC District F, Lanners currently resides in Woodbury with his wife, Norma Jean Lanners. He is a native of Saint Paul and attended Marquette University in Wisconsin. Tom Foley Governor Appointment: 2/1/2005 - 1/1/2009 District G Tom Foley, of St. Paul, is an attorney with Johnson, Hamilton, Quigley, Twait and Foley. He was the director of Governor Ventura's Washington, D.C. office in 2000, the Washington County attorney from 1998 to 1999 and the commissioner and vice chairman of the National Indian Gaming Commission in Washington, D.C. from 1995 to 1998. He has been the director for both the Ramsey County Bar Association and the Better Business Bureau of Minnesota. Daniel Boivin Minneapolis Mayor Representative: 1/1/2002 Minneapolis (municipal) Daniel Boivin was appointed to the Metropolitan Airports Commission in May of 2002, representing Minneapolis Mayor R.T. Rybak. He replaced Commissioner Roger Hale and he chairs the Human Resources and Affirmative Action Committee. Commissioner Boivin is an attorney and partner with the firm of Meshbesher and Spence in Minneapolis, and is certified as a Civil Trial Specialist by the Minnesota State Bar Association. He earned his JD from the Hamline University School of Law and earned his BA from the University of Wisconsin at Madison. He is the former chair of the Minnesota State Bar Association Civil Litigation Council. Commissioner Landy owns Landy Beef International, Inc., Cake, Candy and Wedding Supply Company, and Landy Properties. Landy has been in the meat industry for over 30 years, starting his career as a meat cutter and driving trucks with his family business, Landy Packing. Company. Commissioner Landy's interest in local government began with the 1995 merger of the township'of St. Cloud into the city of St. Cloud. Landy served on the ad-hoc committee that negotiated the final terms of the merger. In 1996, Landy was appointed to the St. Cloud Planning Commission and served until 1998 when he was appointed as the assistant to the mayor. Greg Warner Governor Appointment: 1/26/2004 - 1/7/2008 Outstate - Rochester Commissioner Greg Warner works in administration at Mayo Clinic in Rochester, Minnesota, and has held several administrative assignments during his 25 years at Mayo. He is a founding member of the Gift of Life Transplant House in Rochester, and is also a founding board member and past president of the Health Care Compliance Association. Governor Tim Pawlenty appointed Commissioner Warner to the Metropolitan Airports Commission in 2004. Commissioner Warner is President of the Rochester Airport Company Board, which oversees the management of the Rochester International Airport. He has served on the board since 1998 and was named president in 1999. Commissioner Warner has three grown sons and represents Greater Minnesota for the Metropolitan Airports Commission. Dick Long St. Paul Mayor Representative: 1/1/1996 St. Paul (municipal) Re -appointed to the Metropolitan Airports Commission in January 2002 by St. Paul Mayor Randy Kelly, Dick Long was originally appointed in 1996. In addition to owning a Cadillac dealership in Roseville for 25 years, Commissioner Long has been active with community organizations. He served on the Minneapolis and St. Paul Catholic Charities Board of Directors for 13 years, helping economically disadvantaged persons in need of housing. Long has also worked closely with Loaves and Fishes Too, a non -denominational group that organizes churches to feed the homeless, and with Guest House, Inc., a substance abuse treatment program. Commissioner Long also finds time to volunteer with St. Joseph's Home for Children in Minneapolis. An avid golfer and fisherman, commissioner Long resides in St. Paul. Assessments of Environmental Effects for St. Paul Downtown, Flying Cloud, Crystal, Anoka County -Blaine, Lake Elmo, and Airlake airports were not prepared since the Capital Improvement Program and Plan has not changed from the previous year or the changes have only trivial environmental effects. The Commission also concluded that the potentially significant environmental effects of the 2015 Terminal Expansion Project have been addressed and the preparation of an Environmental Impact Statement (EIS) is not needed. The Metropolitan Airports Commission held a public hearing on November 9, 2005, regarding the MSP AOEE and the 2015 Terminal Expansion Project EA. The public record remained open until 5:00 p.m. on Wednesday, November 23, 2005. Six letters were received to the record regarding the AOEE for MSP. No comment letters were received regarding the EA. Enclosed is the "Hearing Officer's Report" along with the "Findings of Fact, Conclusions and Recommendation" for the MSP AOEE and the EA. Copies of the comment letters and responses are included in Appendix A to the Hearing Officer's Report.
