This type of easement is found around the perimeter of platted lots, and are located over public utilities (water main, storm sewer, and sanitary sewer) and city owned ponds. The easement gives the city rights to install, access, maintain, repair, and replace its infrastructure within the easement,and also allows private utility companies to do the same with their infrastructure (gas, electric, phone, cable, etc.). At any time the city may need to access the property to maintain its infrastructure, which may require the removal of a portion of your fence. Since the fence is located in the easement,there is a potential that it may be damaged, and the city won't necessarily repair or replace any private facilities that encroaches into the easement. The location of the storm sewer line will be marked as part of the utility locate process. You will need to call the Gopher State One Call number at the bottom of the permit. Attached is the grading and storm sewer plan for the area showing the variations of depth of the pipe (roughly 3'-6') depending on grade. A Catch Basin (CBMH-10) appears to be located at the property rear property line. Hope this helps.
