MEMO
A Special City Council meeting was scheduled for Tuesday. August 19, 1997, at 5:00 p.m.
in the lunchroom of the Municipal Center building to discuss three (3) items, including: 1)
Volunteer Fire Relief Association Pension; 2) Municipal Center Campus Site Plan Review;
and 3) Second Sheet of Ice.
Volunteer Fire Relief Association Pension
At the May 15, 1997 Special City Council meeting, the Council directed staff to discuss
with members of the Relief Association the concept of changing the retirement plan for
Volunteer Fire Fighters from a defined benefit plan to a defined contribution plan. City
Administrator Hedges and Director of Finance VanOverbeke held several meetings with the
relief association. This item was again discussed at a special City Council meeting held on
Tuesday, August 5, 1997. At that meeting, Council directed staff to prepare funding
scenarios for a defined contribution plan that includes the $3,650 as proposed by the Relief
Association as well as numbers less than that amount and also that these numbers be
compared to the cost for a lump sum benefit under the defined benefit plan. Director of
Finance VanOverbeke has prepared figures for the various scenarios and will present and
explain them at the Special City Council meeting. Representatives of the Relief Association
will not be present at the August 19 Special City Council meeting; however, they have
requested to come back before the Council at the Special City Council meeting scheduled
for Tuesday, August 26, 1997. A copy of the Special City Council minutes for the August
5, 1997 meeting will be forwarded to the Council with the Administrative Agenda packet on
Monday.
DIRECTION TO BE CONSIDERED: To provide City Administrator Hedges with
direction on what to present to the Fire Relief Association prior to the August 26, 1997
Special City Council meeting.
Municipal Center Campus Site Plan Review
Greg Ingraham will be present at the workshop to review his draft concept plans for the
Municipal Center Campus site. In discussions during the week, it was clear that the most
significant problem with the site is finding adequate parking and the need to utilize a
portion of the County Library property. The Council will be asked to provide direction as
to which alternative, or perhaps combination of alternative plans, should warrant further
review. There is no additional information to be distributed at this time. However, Mr.
Ingraham will provide an overview of his work to date at Tuesday's meeting.
DIRECTION TO BE CONSIDERED: To provide staff with direction as to which
alternative or combination of alternative plans for the Municipal Center Campus site
should be further reviewed.
Second Sheet of Ice
ACC architect Paul Dahlberg will be at the site presentation to receive direction relative
to how the master planning of the site affects the location and design of the second ice
sheet. Parking alternatives and building access are an issue for Mr. Dahlberg to consider.
Paul is also seeking direction relative to the need to provide a changing/restroom for the
wading pool.
Mr. Dahlberg also needs a decision on the Council's intention for bidding the project. Is
the intention to bid for a General Contractor, Contractor/Construction Manager or straight
Construction Manager? Because there will be separate bid packages for the refrigeration
and dasher boards (a cost saving measure), additional bid packages for other components
are a logical extension which then tends to favor either the Contractor/Construction
Manager or straight Construction Manager. Mr. Dahlberg would like to review with the
Council the advantages of the various options as they relate to this particular project.
DIRECTION TO BE CONSIDERED: To provide Mr. Dahlberg and staff with
direction regarding parking alternatives and entrance to the second sheet of ice, providing
a changing/restroom for the wading pool and bidding the project.
