MEMO TO: MEMBERS OF THE EAGAN SOLID WASTE ABATEMENT COMMISSION FROM: COMMUNICATIONS/RECYCLING COORDINATOR FOOTE DATE: AUGUST 14,1997 SUBJECT: EAGAN SOLID WASTE ABATEMENT COMMISSION MEETING OF AUGUST 21, 1997 A regular meeting of the Eagan Solid Waste Abatement Commission will be held on Thursday August 21, from 5:30 p.m. until 7:00 p.m., in the Eagan Municipal Center upper level conference rooms. ROLL CALL AND ADOPTION OF AGENDA The agenda, as presented or modified, requires adoption by the Commission. H. APPROVAL OF MINUTES A copy of the minutes of the Solid Waste Abatement Commission meeting of June 19, is enclosed on pages ,5 to ACTION TO BE CONSIDERED ON THIS ITEM: Approve, deny or modify. III. VISITORS TO BE HEARD IV. OLD BUSINESS A. Community Education Issues ACTION TO BE CONSIDERED ON THIS ITEM: discuss and begin to outline education plans FACTS: Multi Family Program Format Included in the requirements for the grant from Dakota County which funds a majority of the City's Recycling program is the need to develop educational materials or programs to assist with recycling in multi family housing complexes. Staff has composed a letter to all multi family unit managers to distribute the "Dakota County Green Sheet" and to offer information and assistance upon request. A copy of this letter and green sheet is included on pages -1a- to. Dakota County is also considering providing funds to Cities to purchase small bags or recycling containers for use by multi family units. There are very few parameters being established as to what the evaluation method needs to include, however, the Commission may wish to incorporate some of its own goals into this initiative. Examples of evaluations include anything from asking recycling questions of residents at a specific event or location to preparing and administering a formal resident survey. FACTS: Business Program Format—Business Newsletter Items Included,in the Commission's 1997 Goals is the intent to create educational/recognition programs to address business recycling. The Commission has discussed several possible ideas and needs to discuss this idea in more depth to begin designing a program. F1 w aSiN<–? 3yts1 V. NEW BUSINESS VI. INFORMATIVE A. America Recycles Day FACTS: The County is designing the "Green Guide" for distribution to all residents of Dakota County. The County staff is also designing an advertising campaign to make people aware of the upcoming distribution of the guide with the hopes of improving visibility and retention of the guide. A sample of the ad, which will be included in the upcoming City Newsletter, is included on page . Eagan staff is also making minor revisions in preparation for a reprinting of the Materials Disposal uide, which was printed and distributed to all residents last spring. The reception staff has requested another printing run of these guides as they receive numerous requests for this piece. FACTS: Several new N nstruction/Demolition haulers have been licensed recently. A copy of the most recent list is included on page �� for your use. FACTS: The Minnesota Office of Environmental Assistance is recommending that Minnesota Cities become involved in "America Recycles Day" on November 15. This is a National event which has taken the place of "Waste Reduction Week" and according to the 12 member sponsoring partnership (including the National Recycling Coalition) "a program of this scope, one that reaches consumers on a local, state regional and national levels will increase participation in the country's recycling programs and boost markets." Eagan staff is anticipating some level of involvement in this event. Plans will be formulated at a later date as more information becomes available. Staff welcomes activity ideas from Commission members. VII. NEXT MEETING FACTS: The next meeting of the Eagan Solid Waste Abatement Commission will be held on Thursday, September 18„ 1997 at 5:30 p.m. The Commission has requested that the September or October meeting include a tour of Gopher Resources in Eagan. The Commission may wish to determine the date and time of this tour. UL ADJOURNMENT - A+6 CI Sublect to Approval MINUTES OF THE SOLID WASTE ABATEMENT COMMISSION Eagan, Minnesota June 19,1997 A regular meeting of the Eagan Solid Waste Abatement Commission was held on Thursday, June 19, 1997 at 5:30 p.m. at Materials Processing Corporation in Eagan. Those present were Floyd Hiar, Ron Moening, Rick Patraw, James Orcutt, John Tapper, and Dan Breva. Also present were Jon Hohenstein, Assistant to the City Administrator and Joanna Foote, Communications/Recycling Coordinator. Absent were Jim Weinzettel, Al Swenseid and Susan Bast. AGENDA Upon motion by Hiar, seconded by Moening, all members voting in favor, the agenda was approved as presented. MINUTES The minutes of the May 15, 1997 meeting were reviewed. Hiar noted that under Old Business there should be a comma between hazardous (materials) and yard waste. He also stated that under Informative, celebration should be added. Patraw stated that he had attended the May meeting and asked that the minutes be changed to reflect his attendance. OLD BUSINESS A. Adopt Mission Statement— Commission members reviewed the two mission statements. Hiar moved, Moening seconded, a motion to adopt the following mission statement: The mission of the Solid Waste Abatement Advisory Commission is to proactively assist the Eagan City Council by educating, encouraging and assisting the community in managing waste in an environmentally sound manner. Breva stated that the commission may want to add some goals and expand on this at some point but it should be concise and not too lengthy. Hiar asked Hohenstein if the second statement was closer to what the mission of the commission should be. Hohenstein responded that when the commission was originally formed reducing was intended as its mission. Hiar asked if there is a sense from the Council or staff that this mission statement is necessary and whether this version would be acceptable to the Council. Patraw stated that he believed the word "reducing" was added to the mission statement because management addresses waste after generation where reduction is a pre -generation process when you reduce or prevent there is not as much waste to manage, consequently, both are necessary. Hohenstein stated that part of the purpose of a mission statement is to convey to an outsider what a commission does. The first statement might more accurately reflect haulers' jobs which is only a part of the commission's purpose. Tapper said that education is also not addressed but reduction may be appropriate as well. Hohenstein stated that just recently the Airport Relations Commission sent their mission statement to the City Council. Hiar moved and Moening seconded, a recommendation to amend the first statement by adding the word "reducing" as it is in the second statement. The statement reads as follows: "The mission of the 3 Solid Waste Abatement Commission Minutes June 19, 1997/Page 2 Solid Waste Abatement Advisory Commission is to proactively assist the Eagan City Council by educating, encouraging and assisting the community in reduc�in and managing waste in an environmentally sound manner." All members voted in favor. NEW BUSINESS Breva said he had a coworker who is on the Eagan Advisory Parks and Recreation Commission. He suggested that the SWAC provide a presentation to the Parks Commission giving them background on the work the commission has been doing since they are more visible being that their meetings are televised. Foote suggested considering a joint APrC and SWAC meeting. Hiar stated they could hod a meeting between the Chairs and staff members of each commission. Patraw asked if the Parks Department was doing anything in the Fourth of July parade. Foote explained that the park maintenance staff will drive its garbage vehicle at the end of the parade route and the Boy Scout troop will collect garbage and recyclable materials from the crowd and along the route. She continued that Waste Management is considering driving their recycling truck in the parade. Also, Susan Bast is checking with her daughter's Scout Troop to see fi they can be available for the Earth Ball. Patraw stated that he would check with his daughter's troop as well for added participation. Moening asked if the commission should promote Materials Processing Corporation through the City's education efforts. Hiar said that they should not and that people will begin to drop recyclables at the door and not pay. Tapper stated that they need to pursue the drop-off options with the County to collect them at the hazardous waste site. Hiar suggested the commission go to the County and encourage this process. Breva suggested putting information in the next business newsletter to let businesses know of the recycling options available. He also suggested that this item be put on the next commission agenda. Foote asked if the commission should convey information about MPC to the haulers. Hiar stated that the County should provide the information since they do the licensing. Moening suggested taking the month of July off. Hiar moved, Moening seconded a motion for the commission to skip their July meeting and meet again in August. All members voted in favor. Foote stated that the meeting in August would be on the 21 11 and that that meeting would include a field trip to the Gopher site. Tapper stated that September or October would be better for a tour of Gopher Resources and he would let the commission know in August. INFORMATIVE Patraw asked what the response was from the building inspections department concerning the commercial/roll off hauler licensing. Foote responded that the building inspections staff indicated that they are providing a list of licensed commercial/demolition haulers with each building permit application. Each building inspector also carries a current copy of the licensed hauler list in his vehicle. As the City is experiencing another record growth year in the number of building permits issued. It is difficult for the inspections staff to add another requirement to its duties. The inspection staff has already had to eliminate foundation inspections, sheet rock inspections and ice/water shield inspections from their routine inspection duties in order to keep up with the demand and a limited staff. Inspectors will continue to address problem sites and when possible will note who the hauler is, bringing unlicensed haulers to the attention of Recycling staff. Staff will also continue to investigate reports by the public, Commission members and other haulers concerning observed violations of the ordinance. If the Commission wishes to discuss this matter further, it can be placed on the August meeting agenda. 4 Solid Waste Abatement Commission Minutes June 19, 1997/Page 3 Hiar stated that what concems him is that these other inspections are not being done. Foote explained that they are trying to incorporate them with other inspections but with a small staff and a high volume of inspections, some must be missed. Patraw stated that staff could possibly follow up in 60 days when things slow down a bit and see how things are going. Summit Park Apartments Recycles With Ease In 1995, motivated by environmental and economic reasons, owner/manager Lang -Nelson Associates of the Summit Park Apartments in Burnsville, promoted a resident recycling program in its 336 -unit complex. "After surveying our residents, we found they chose not to recycle because it wasn't convenient;" said Tamara Richards, Summit Park site manager. Assisted by the City of Burnsville recycling coordinator, Lang -Nelson distributed cloth recycling collection bags which conveniently attach to the underside of resident's kitchen sinks. To help educate the residents, brochures promoting the why, how, what, and where to recycle were placed in the recycling bag. Signs directed residents to drop-off their recyclables in the trash room located on every floor of the apartment complex. This increased the recycling participation rate by 30136. "Our trash hauler even called to find out What Was going on. The dumpsters weren't overflowing anymore, stated Ms. Richards. Lang -Nelson Associates believes its successful recycling program at Summit Park provides approximately 500 residents with a positive living experience, making their community and environment healthier. EObtain support from your maintenance staff. ® Involve interested residents. Provide residents with: • clear instructions on khat, how, and where to recycle. • signs to direct them to the labeled drop-off recycling containers placed in easy accessible locations. • contact names for recycling questions: garbage hauler, city recycling coordinator, or complex manager. ®Provide easy access for garbage hauler to collect materials (near trash containers). Post recycling news, posters, and flyer updates in heavy traffic areas. Furnish new residents with recycling information. Additional Suggestions: Recycle in your management office. Recyclable collection/storage sites should be aesthetic, safe, and comply with fire codes. Your city recycling coordinator can provide information about: • Telephone book recycling collection sites. • Community spring clean-up events. • Dakota County household hazardous waste collection sites. • Dakota County reC}'cling drop-off collection site. • Names of charities accepting usable household goods. Pass this information on to residents via your newsletter or bulletin board. Apple Tialley Villa resident drops off cans into the recycling containers provided for collection. :he 208 -unit Apple Valley senior apartment complex started its successful recycling program in 1992. "Not only does recycling help the environment, it also gives apartment residents a sense they are a part of their community. Residents appreciate these efforts made by management;' stated Sherry Eastgate, Apple Valley Villa manager. ire Apartments RECYCLE! In the utility room on every floor, residents conveniently drop-off their cans, glass, plastic bottles with a neck, and newspapers into three recycling containers provided for collection. Two to three times per week, the apartment maintenance staff picks up the recyclables from the utility room, and empties them into five, 90 -gallon containers outside. Once a week, the garbage hauler empties the five 90 -gallon recycling containers. An eight -foot outside recycling container also provides residents with a drop-off site for their corrugated cardboard. The Apple Valley Villa's newsletter updates residents on the recycling program. The City of Apple Valley's recycling coordinator is invited to attend resident meetings to discuss the recycling program. Last year, Apple Valley Villa recycled approximately 23,400 gallons of recyclables, not including corrugated! This may result in lower garbage hauling fees. SHARE YOUR SUCCESS WITH RESIDENTS AND THE CITY: Once your recycling program is operating, it is important to ensure continued participation and cooperation from residents. Let them know through a newsletter, posters, door hanger, or at resident meetings: • how much is being recycled • how much the garbage has been reduced • how well thev are doing! Much of the waste units generate is multiple-famil} corrugated cardboard. Highlight this item for your recycling program kick- off. Ask your garbage hauler for preparation and pick-up instructions.
