SUBJECT: SPECIAL JOINT CITY COUNCIL/ADVISORY PLANNING COMMISSION
MEETING
A special joint City Council/Advisory Planning Commission meeting
is scheduled for this Thursday, December 12, 1985, at 7.00 p.m.
The purpose of the meeting is to review the Blackhawk Park Planned
Unit Development revisions that were submitted by Ed Dunn. Mr.
Dunn was late in submitting his information to the City staff;
however, the Planning Department has compiled some information and
reviewed the proposed plan which is submitted for review and
consideration.
Also attached is information regarding the Comprehensive Guide
update for commercial/industrial land inventory. There is no
procedure for evaluating specific land -use changes and it will be
necessary for the Planning Commission and City Council to discuss
a procedure in which requests for land -use changes can be further
evaluated. The City Planner and his staff are well aware of City
Attorney Hauge's conference with our special legal counsel, Dave
Sellegren regarding the O'Neil vs City of Eagan case. Apparently
and according to our City Attorney, the City staff should not
discuss land -use alternatives for the O'Neil property with Mr.
O'Neil or his representatives until we are given further notice
pending the lawsuit of O'Neil vs the City of Eagan. This is the
specific direction our special legal counsel has given the City.
It may be appropriate for our City Attorney to comment at the
joint meeting on Thursday so the Planning Commission is aware of
this action.
OTHER CITY COUNCIL BUSINESS
The City Administrator would like some time with the City Council
to discuss salary adjustments .for 1986. Control Data Associates
should have comparable worth study results ready for each member-
ship jurisdiction by December 31. Due to a required time for
review, the comparable worth results comparing all positions within
the City of Eagan .will not be available for implementation until
March or possibly April. Most communities are anticipating cost
of living and external adjustments January 1, 1986. It appears
that the cost of living range is 3.5% to approximately 5%, with
the majority of communities proposing salary adjustments between 4
and 4.5%. The City Administrator will be talking to the Chairman
of the Personnel Committee about implementation of a multi -step
plan that was proposed by -the Arthur Young Company. A repot and
update will be available for Thursday. The update will also
include a summary of union negotiations.
