March 26, 1975
The Assessment Committee met at 6:30 p.m, with Chairman Kniihr,
-icrnaers S�'ith, Rahn, Marble, Harrison, Gcers, Solke, Roselle a,,d Hauge present,
Cheirman Y -night first introduced discussion concerning a review of water
area assessments for Marvin Rahn and Max, Stei ninger for Improvement Pro je%
T". -1a question Was as to whether agricultural property should be zoned for waver
ae purposes at the time of connection of a single family residence. It was
noted that this type of issue will have to be discussed in light of each set
of circumstances. Upon motion by Harrison, seconded Smith, all members voting
yes, it was r24.ormnended th :t, in these cases the residential conrsection charge be
charged for such connection and that at the t.ilue of rezoning or cha-slge �!-Yi ua c
the assessment then in effect for water area purposes be assessed against the
property..
A question as to whether interest on deferred assessments tea charged on a
concpoind or simple 8% basis per year was deferred until the n xt m£ e*�isag,

bond issue financing the project or be assessed for a specified nudber of yee s
was next reviewed. After considerable discussion, upon motion by Smith, secoilac e6

benefits from trunks be assessed nil a 10 year basis in the :future.
Proposed performance bonds for residential equivalent for futura enc:e for
sheet improvements particularly along Wescott Road and Elrene Road were r_ext
discussed, upon motion by Smith, seconded Harrison, all members votirlg yes, is
was RESOLVED that developers establishing developmen-r-s along county or city
street:. be requireet to post a performance bona or the basis of present day
estimated street improvement costs which would be in effect for a two year pe?:iod
and at the end of the two year period if the improvements have not been installed
that cash would then be paid to the City for those costs on the basis of the
orifi,, -'Mal cost estimates,
The connittee also discussed the proposed formulas for future assessmeats
for 1973 Comanche Road street improveruents against Northern States Power Co,
and Landmark Development Co,prcperty, No decision was reached.
The committee also reviewed a proposed 1974 rate schedule for assessmer"L,
it was proposed that a 5% increase be adopted but no specific action was taken.
Tile assessment clerk was instructed to assess the Tom Giguare property
or. Donald Avenue on t'he basis of 3 subdivided lots with assessments on Donald
Avenue computed on the basis of frontage only.
