C -ON _ ITE EMGi iN, K- 1 :"ESOmA July 30, 1974 At 6:30 p.m. the Assessment Committee met with Harrison, Marble, Rahn, Polke, Rosene, Goers and Hauge present. The first item on the agenda was the review of the proposed assessment for Wescott Hills Drive street improvements, Project #122-A. The committee reviewed in detail the original estimated cost of the project consisting of $18,000.00 with an ultimate total cost of $33,408617 consisting of $5,934.82 for stabilization at the knob on the road along Yankee Doodle, $2,603;00 for storm sewer improvements and $1,570.00 for miscellaneous extras. It was estimated that thera would be.about 5030 feet of front footage to be assessed. The original estimated assessment was at $3.50 per front foot. The front fca� assessment if assessed on the total would be about $5.75 per front foot. The comm:Lttee discussed the possibility of assessing the commercial and the public facilities lana at rates varying from the residential rate but it was determined that because the road has a 5 tori base comparable for residential of co=erci.al use, that a stares and assessment against all benefited property would be appro- priate. No action was taken and the matter was set over to the next meeting. The committee then discussed the proposed assessment for Rahn sidewalk, Improvement Project #124. No action was taken but the counittee discussed the proposed assessment of 50% for adjacent property and 50% of the cost to be assumed by the Village at $2.95 per front foot as opposed to the eeti.mate of $2.,50 per front foot. it was recommended that this policy not be consi.der•_d a precedent for future sidewalk assessments. The corxaittee then discussed the proposed improvemeni--s for streets fox, Laxirg.tor, Avenue Project #114. There was no change in the recommandation from y ♦ b May 23, 1973 when it was recortms .ed eta t the assessments again- st the single family and agricultural property be assessed on the basis of one-half the norydal residential street equivalent but at the time that the property is chanted to some other use, that an increase in the assessment be levied at that f-Ame . The committee then discussed the establishment of a policy for change in the water area charge in -the event of rezoning property that had been asses,a3 the water area charge at.an earl -ter time at a different zoned category, £or instax+ce, from industrial zoning to residential' zoning. Upon motion duly shade and seconded it was recommended to the Council that when rezoning takes place, that the difference between the water area assessment for the original zoning and the later zoning be either credited or charged toward the connection which shall be charged or credited at the time of rezoning.
