MINUTES OF A SPECIAL 1EETI1dG OF THE ASSESSMENT COMMITTEE EkeSAN, MINNESOTA August 13, 1974 At 6:30 the Assessment Committee met with Knight, Rahn, Marble, Rosene, Goers and Hoey present. The first item on the agenda was the review of the proposed assessment for Wescott Mills Drive street improvements, Pro ect 122A, After discussion of the matter and upon motion by Rahn, seconded by Knight, all in favor, it was RESOLVED to recommend to the Council that $5,934.82 for expenses to stab.lize a spring be paid out of the road and bridge fund, that $2,603.00 for expenses for future storm sewer be deferred until completion of the storm sewer system in that area and that the balance of the project be assessed against the benefited pro- perty in the approximate amount of $5.75 per foot. The co-omittee then reviewed the area assessment for South Hills Addition. It was noted that this property was originally zoned industrial and has now been rezoned to residential. The corLmittee discussed formulating a policy to assess property where it is remoned and its classification is downgraded. Upon motion by Rahn, seconded by Marble, all in favor it was RESOLVED to recommend to the Council the adoption of the following policy: G'here property is initially asses- sed based upon one zoning classification and is subsequently rezoned to a lesser usage, then the area assessments should be recomputed at the time of rezoning and if the result is a lower assessment, then the difference shall be credited to the owtier and at such times or time as there are hookup charges incurred then said owner shall receive such credit on a pro rata basis against such hoof.-ui3 charges. Tqe co::milttee then discussed the frontages on Oak Chase 2nd and 3rd Add--Z.- tions and frontages generally on irregular shaped and si?ed lots. The committee discussed formulating a policy for determining front footage on an equitable basis. Upon motion by Marble, seconded by Knight, all in favor, it was RESOLVED d j ao recommc d to the Council that the lots in. Upon motion by Rahn, seconded Marble, all in favor, it was PTSOLEXTED to offer Niro Rydrych the option of using 150 feet or 200 feet of frontage for the determinati©n of the amount of the assessment for lateral. purposes and the option of a reasonable lot size or the entire parcel for the area assessment with the understanding that the service s'tfbs for the existing residence would be 0350.00 and. any further service stubs would be at the rate in effect at that time of installstio:a ani finally that the length of spread for the assessed improvements would be over a 10 year period. The committee also discussed assess aent: of area water charges in mi scel- l.ansous areas which have not previously been assessed but cohere there are water mains installed and serving the general area.
