ADJOURNMENT Ot. city of eagan TO: HONORABLE MAYOR & CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: SEPTEMBER 13, 1996 SUBJECT: SPECIAL CITY COUNCIL MEETING/TUESDAY, SEPTEMBER 17, 1996 A Special City Council meeting is scheduled for Tuesday, September 17, 1996, at 5:00 p.m. to consider: 1) architect's update/civic arena second ice sheet and 2) executive session for litigation update. ARCHITECT'S UPDATE/CIVIC ARENA SECOND ICE SHEET At the direction of the City Council, ACC Architects has proceeded on with the conceptual design and cost estimates to satisfy requirements for the Mighty Ducks funding application. Mr. Paul Dahlberg of ACC will be present to present the information to the City Council. At a recent Special City Council meeting, the City Administrator and Director of Parks & Recreation discussed a fourplex ice arena that is being proposed by various hockey associations within Western Dakota County for Mighty Ducks funding. It was the City Council's feeling at that meeting that if the City is to provide a new partnership in another sheet of ice. it should be located adjacent to the new civic arena at the municipal site. The City Administrator conveyed that position to the other cities at a meeting held on Monday, September 9. There was an interesting point made at the meeting held this past Monday by Paul Erickson, Executive Director of the Minnesota Amateur Sports Organization, as to why civic arenas are in demand both in the metro and greater Minnesota. He stated that approximately 70,000 boys participate in hockey programs throughout the State of Minnesota. There are only 2,000-3,000 girls participating statewide in hockey at this time. Within several years, the number of girl participants is expected to move toward the number of boy participants. With the growing number of boy and girl participants in Dakota County, feelings have been expressed by the area hockey associations that if a fourplex facility is constructed, there will still be need for second and possibly third sheets of ice in each of the respective communities. It is possible that there could be a request by the Western Dakota County Ice Center Group, with emphasis from Eagan Hockey, to ask for support to participate in either a full sheet of ice or a portion of a sheet of ice, possibly shared by one or two other communities, in the fourplex ice center. Mr. Erickson informed all the cities that the Mighty Duck grant awards will be made on approximately November 20. Funding is being allocated by Congressional Districts with emphasis on consolidation/collaboration, i.e. the fourplex ice facilities. This information is being provided for informative purposes and may warrant some additional discussion by the City Council at the meeting on Tuesday. DIRECTION TO BE PROVIDED: To provide direction to ACC Architects (Paul Dahlberg) regarding the concept and budget for a second ice facility for inclusion with the Mighty Ducks grant application. The Mighty Ducks grant application, which was addressed at a regular City Council meeting in June, appears on tonight's agenda for Council action. EXECUTIVE SESSION/LITIGATION UPDATE The City Administrator includes a City Attomey Update at Department Head meetings held on a monthly basis. The status of litigation, specifically special assessment appeals, easement acquisitions and the related, allows staff to provide an appropriate response which helps the overall strategy as the City Attorney manages any pending litigation. The City Administrator has requested the City Attorney to provide an update on all pending litigation so the Council is informed as to what the status is on various lawsuits, etc. It will be necessary for the Mayor to close the Special City Council meeting and adjourn into executive session for that purpose.
