R SUBJECT: SPECIAL CITY COUNCIL MEETINGITHURSDAY, SEPTEMBER 12, 1996
A Special City Council meeting is scheduled for Thursday, September 12, 1996, at 5:00
p.m. to: 1) canvass the September 10 election returns and 2) ratify a levy certification for
truth -in -taxation, set public hearing dates for truth -in -taxation and approve the preliminary
general fund operating budget as presented at the September 3 regular City Council
meeting.
P`-�o CANVASS OF BALLOTS
The City Clerk will present the results of the September 10 park bond referendum.
ACTION TO BE CONSIDERED:
To approve the election returns for the September 10 park bond referendum.
TRUTH IN TAXATION PUBLIC HEARING DATES/CITY COUNCIL MEETING DATES
As previously stated at worksessions held on August 26 and September 3 and at the
regular City Council meeting on September 3, the dates recommended for the truth -in -
taxation hearings are as follows:
Wednesday, December 4, will be the first regular City Council meeting and truth -in -
taxation hearing;
Wednesday, December 11, will be the date for the continuation hearing; and
Monday, December 16, at the regular City Council meeting will be the subsequent
IL'V hearing for ratification of the property tax levy and 1997 general fund operating budget.
ACTION TO BE CONSIDERED:
To ratify all three dates as presented to comply with the truth -in -taxation public hearing
process and to change the December regular City Council meeting dates.
PRELIMINARY 1997 GENERAL FUND OPERAT G BUDGET
There were budget adjustments made at the August 26 and September 3 work sessions
pertaining to the general fund operating budget. Those changes are as follows:

September 3 worksessions
*Cable budget does not affect the property tax levy, however, it will reduce
an equal revenue amount from franchise fees.
ACTION TO BE CONSIDERED:
To approve the "preliminary" general fund operating budget with the understanding that
any further modifications (increases or decreases) will adjust the contingency until the final
public hearing is held in December.
CERTIFICATION OF PROPERTY TAX LEVY
The Director of Finance will prepare the final property tax certification based on the budget
revisions for consideration on Thursday, September 12. Those calculations will be
performed over the next several days,. The results of the budget adjustments on the tax
capacity rate and the impact on various property will be shown.
ACTION TO BE CONSIDERED:
To approve the levy certification for purposes of calculating the truth -in -taxation notices.
