A Special City Council meeting is scheduled for Monday, January 15, 1996 at 4:30 p.m.
in the Municipal Center Building, Second Floor Conference Rooms. The purpose of the
meeting is to interview advisory commission candidates.
For further information regarding the interviews, notification process, interview schedule,
sample questions, applicant background and other information, refer to the attached
support data.
Please note that every effort is being made to change those interviews from a later to an
earlier time slot if we receive any cancellations.
A dinner from Apple's Restaurant will be served at 4:30 p.m. That time can be used to
review questions and any other organizational matters relative to the interview process.
A special thanks to Diane for all of her work in scheduling the interviews and coordinating
the data for Council review.

SUBJECT: COMMITTEE/COMMISSION INTERVIEWS - JANUARY 15, 1996
A special City Council meeting is scheduled for January 15, 1996 for the purpose of
interviewing applicants for the various advisory commissions and committees. Please note
that we will begin with dinner at 4:30 p.m. with the first interview to begin at 5:00 p.m.
The interviews have been scheduled according to Commission and then in alphabetical
order. Due to scheduling conflicts and cancellations, some interviews were moved to take
advantage of a cancellation time, so not all will be in that order.
Please note that the interviews go well into the evening and it is important that we begin
on schedule and try to stay on schedule.
For your information, we have included the attendance record for each of the commissions.
The Council may wish to consider attendance records when making appointments.

A CHANCE TO GET INVOLVED
Advisory Boards and
Commission Openings
You can become involved in your city government by
applying for a position on one of the City's six Advisory
Commissions or Committees. A number of
appointments are made annually to each of the
following commissions and committees:
ADVISORY PLANNING COMMISSION
The Advisory Planning Commission meets the fourth
Tuesday of each month to review development plans,
zoning applications, comprehensive guide plan
amendments, usage permits and to make
recommendations to the City Council.
ADVISORY PARKS, RECREATION AND
NATURAL RESOURCES COMMISSION
The Advisory Parks, Recreation and Natural Resources
Commission meets the first Thursday of each month to
advise the City Council regarding park dedication by
developers, purchase of additional park land,
development of existing park land, recreation programs
and protection and enhancement of Eagan's natural
resources.
CABLE COMMUNICATIONS
COMMISSION
The Cable Communications Commission meets the
second Thursday of each month to oversee the
administration of the joint Burnsville/Eagan cable
television system.
ECONOMIC DEVELOPMENT
COMMISSION
The Economic Development Commission regularly
meets the fourth Thursday of each month to review
policies and issues pertaining to economic development
and redevelopment in the City of Eagan. Members
each represent different categories of business interests.
Applicants must either reside in or do business in the
City of Eagan.
SOLID WASTE ABATEMENT
COMMISSION
The Solid Waste Abatement Commission regularly
meets the fourth Tuesday of each month to review
waste management issues/policies which include the
Eagan recycling program. Members include business
and hauling community representatives and residents.
APPLICATION PROCEDURE
Present appointees to commissions and committees
may apply for reappointment and will be given
consideration by the City Council, along with all other
applicants. Residents of Eagan who wish to apply to
serve on one of these commissions should fill out a
background information form, available at the
Municipal Center, or by calling 681-4601. The
deadline for submitting this form is December 28,
1995. Interviews are tentatively scheduled to be held
the evening of Tuesday, January 9, 1996.
Appointments will be made at the January 16, 1996
City Council meeting.

Advisory Planning Commission
What are some of the positive and negative observations you have made regarding recent
development and growth of our community? Are you familiar with the City's comprehensive
guide document? It would be helpful if you could share your conception of the role of the
Advisory Planning Commission and how it interrelates with citizens groups and the actual
planning of our community.
Advisory Parks, Recreation & Natural Resources Commission
As an applicant for the APRNRC, how do you perceive the City's trail system? Do you feel
the City has a balance of passive and active park land? If not, what are some changes you
would recommend? How do you see your interests relating to the areas of natural resources
and parks and recreation?
Airport Relations Commission
What do you see as the most important issues facing the metro area pertaining to airport
planning? What do you perceive Eagan's role in these issues to be? How do you think the
City can best address the noise situation for residents? How can this be balanced with the
business community's needs for convenient air transportation?
Cable Commission
Are you familiar with public access, and if so, how do you perceive the needs for our public
access studio and programming? Do you have any comments regarding the joint
commission arrangement between the cities of Burnsville and Eagan regarding the
administration of cable television for these two communities? Do you have any comments
regarding the services that are offered by Meredith Cable?
Economic Development Commission
What you do perceive as some of the more positive economic/commercial developments in
Eagan in the recent past? What do you believe are Eagan!s strengths and weaknesses from
the standpoint of prospective employers and businesses? What types of employers or
businesses would the City benefit by having? Eagan has more miles of interstate frontage
than any city in the metro area;. how do you believe the City should utilize this amenity for
economic development? What is your philosophy with respect to public-private partnerships
in economic development?
Solid Waste Abatement Commission
How do you perceive the effectiveness of the City's residential recycling program? In what
ways do you see the City's waste abatement efforts expanding in the future? What do you
believe we need to do to increase participation by Eagan households which do not recycle?
Are you familiar with business or workplace recycling? If so, what is your experience with
either?

Thank you for your interest in serving on a board or commission for the City of Eagan. The
Mayor and City Council have scheduled a special meeting for the purpose of interviewing
residents who have requested to be considered for appointment or reappointment to a City
commission. That meeting is scheduled for Monday evening, January 15, 1996, in the
second floor conference room at the Municipal Center, 3830 Pilot Knob Road.
All candidates, including incumbents, have been scheduled for interviews of ten minutes
each. Your scheduled time is 3— p.m. Please call 681-4601 no later than Wednesday,
January 10, 1996 to confirm that you can attend at the scheduled time. You may also leave
a message after hours by calling 681-4625, Ext. 613. Because incumbent members have been
interviewed m the pas4 they may elect not to be haerviewed again and should call my office to
indicate their preferences
When you arrive at the Municipal Center, please. park on the south side of the building and
enter by the main door. Go upstairs and enter the Administration and Parks and
Recreation area. Please be seated and I will come out and escort you to the interview at
the appropriate time.
Commission appointments will be made the following evening at the regular City Council
meeting on January 16th. If you have any questions regarding the interview or appointment
process, please feel free to contact me.
