SUBJECT: SPECIAL CITY COUNCIL MEETING/TUESDAY, FEBRUARY 20, 1996
A Special City Council meeting is scheduled for Tuesday, February 20, 1996 at 5:.00 p,m.
to discuss the following items:
1) A "brief' presentation by the Minnesota Valley Transit Authority (MVTA);
2) Selection of the Deerwood Reservoir logo; and
3) A review of the proposed Biscayne Avenue improvements/Project #678.
In an effort to build in some expectations on the amount of time allocated for each of the
agenda items, it appears that approximately 30-40 minutes will be sufficient for the
presentation and discussion regarding MVTA services, approximately 5 minutes to agree
on the logo for the Deerwood Reservoir and the remainder of time, 45 minutes, for the
Biscayne Avenue/Project #678.
Obviously, this time schedule can vary with the discussion, etc.; however, this provides
some expectation given limited presentations and Council discussion.
PRESENTATION/MVTA SERVICES
The MVTA has hired Springsted & Associates to conduct a survey used in six member
cities to help accommodate each of those communities' future transit service needs.
These surveys were distributed to the City Council and Department Heads in early
January. The MVTA has asked to appear on a workshop agenda at each of the six cities
to receive input from City Councils regarding their future transit needs and, more
importantly, how the MVTA can serve the communities better in establishing long-term
goals.
The MVTA staff, its Executive Director Beverley Miller and a representative from
Springsted will provide a "brief' update regarding MVTA services and ask the City Council
to specifically help assess the current transit service in the City of Eagan, identify future
service needs and determine the Council's reaction to various transportation funding
alternatives.
This item is scheduled for the first half-hour of the work session on Tuesday. In speaking
with Jan Wiessner and Beverley Miller, this amount of time should be adequate unless
there is some disagreement regarding service which may require that the discussion be
continued to a future work session.
Enclosed on pages —I— through is a copy of a letter from Beverley Miller,
Executive Director of the MVTA, and a copy of the city government survey to which the
City of Eagan responded through its Community Development Director and Director of
Public Works.
ACTION TO BE CONSIDERED: There is no forinal action required on this item;
however, direction to the MVTA staff that either supports the survey as responded to by
city staff or recommends any change by the City Council is appropriate.
It should be noted that this survey was authorized by the MVTA several weeks ago and
does not relate specifically to the residents who appeared under Visitors to be Heard at
the February 6 City Council meeting.
DEERWOOD RESERVOIR LOGO
Included as a design feature for the construction of the Deerwood Reservoir was Council
direction to include a reference to the City of Eagan and the tree logo on the reservoir.
The Deerwood Reservoir will be highly visible to 1-35E traffic giving the community an
excellent o ortunity for some identification. The final layout for the design is enclosed
on pages through for your reference.
ACTION TO BE CONSIDERED: To approve the final layout for the design of the logo
for Deerwood Reservoir.
BISCAYNE AVENUE/PROJECT #678
Enclosed on pages through is a memo and appropriate attachments
regarding proposed improvements for Biscayne Avenue referenced as Project #678. The
Director of Public Works is seeking direction on how to proceed with the final report and
public hearing for this project.
Also as an update, the Director of Public Works will provide some information on the
difficulty the Street Department has had in maintaining Biscayne Avenue due to the
extreme ice conditions the City incurred with storms during the past several weeks.
ACTION TO BE CONSIDERED: To provide direction regarding the Biscayne Avenue
project referenced as Project #678.
OTHER BUSINESS

In order to assist us in planning to accommodate our community's future transit needs, the
Minnesota Valley Transit Authority (MVTA) would like some input from the City of Eagan on a
variety of planning and policy issues. Your response and those from the other cities and counties
in our service area, will assist the MVTA board in establishing its long-term goals.
At your February 20, 1996 City Council workshop, we would like to give the City Council a very
brief update about MVTA services and ask the City Council to provide input to help us assess
current transit service in your community, identify future service needs and determine the
council's reaction to various transit and transportation funding alternatives. We would also like
to determine the extent of the City Council's support for the MVTA in general, and help us
identify opportunities for future cooperation.
This can be done by having the Council react and respond to the questionnaires completed by
your staff (enclosed). If they agree with the staff's input, the discussion can be very brief. If
fl here is disagreement and discussion, it may take longer. Please let me or Jan Wiessner (631-
1369) know if you have any further suggestions or thoughts on the meeting.

approved by the Metropolitan Council. As budget pressures increase, the legislature may consider

* We are updating our comprehensive plan over the next 2 years. This
question is too large to answer here. MVTA should meet with local
communities to get a first hand discussion / explanation of our plans and
issues.
14. Do you see your community's transit needs changing during the next 5 - 15 years? .If so, please
describe.
* Yes - more folks will be needing transit -- elderly. poor.
* Need for more inner community service to existing and future major
commercial, retail, and recreational nodes.

On September 20, the City Council reviewed various concepts for a logo design on the
new Deerwood Reservoir and directed staff to proceed with a layout of the City's tree and
name. The final layout of the design has been prepared and is being presented to the City
Council for any final comments. The base bid will provide for basic black to be used for
the lettering, the tree canopy, and outline of the tree trunk. An alternate bid will be
solicited requesting a cost for a green canopy and brown trunk.
Any additional comments or suggestions would be appreciated as we will begin solicitating
price quotations during the month of March.

On November 5, the City Council reviewed the proposed improvements to the Hailey's First
Addition associated with the draft feasibility report for Project 687. In addition, a pre -project
appraisal was performed to try to determine maximum benefit associated with those
improvements. The result indicated that the estimated cost exceeded the preliminary
appraised value of four representative properties. Subsequently, the Council directed staff
to review the project to try and reduce the scope of improvements to more closely reflect
the estimated benefit.
The staff has revised the proposed project and reduced the scope of improvements to the
extent as shown on the attached graphics. Also, a comparison has been provided showing
the estimated assessments against three representative lots and the project in total.
Any further reduction in the scope of the project will start to affect the benefit to individual
lots and a new appraisal would have to be performed. Also, staff does not feel that it would
be practical to eliminate any of the individual improvements as it would add complexity and
expense ff it were to be considered at a later date.
Staff would like to receive some direction whether or not to proceed, with this proposed
project.

In response to staffs inquiry, the Council directed all requests to restrict on -street parking be placed on a
regular Council meeting for formal action until a uniform policy can be created for staff to administer.
REVIEW PRELIMINARY APPRAISALS FOR PROJECT 687, BISCAYNE AVENUE STREETS A UTILITIES
Director of Public Works Colbert gave a staff report and reviewed the results of the preliminary appraisals.
It was found that the benefit is substantially smaller than the proposed assessments. He reviewed the options the
Council has for completing this project. He noted that the Council can reduce the scope of the project, or the City
can finance the unassessable costs for the improvements. Discussion followed concerning the unsustainable
amount of assessments and how they should be handled. Councilmember Awada suggested the project could end
at Biscayne Avenue. Discussion followed on the development of the Marotzke property. Councilmember Awada
stated she would like to dead-end the industrial area, and discussion followed concerning that.
Considerable discussion followed concerning whether the assessments are sustainable. Mayor Egan asked
whether the utility assessments are more likely to be sustainable. Director of Public Works Colbert noted that there
are shortfalls in all of the assessments. Councilmember Awada stated she feels the numbers would be different
If the project were dead -ended at Biscayne Avenue. She feels this area needs to be brought up to city standards,
but not Gun Club Road. Mayor Egan stated that the Council needs to determine whether the City should subsidize
these improvements, or leave the area as it is. Councilmember Hunter stated he feels the area needs to be
upgraded to standards. Awada concurred. Community Development Director Reichert noted that the property
owners don't want to pave their parking lots until the streets are installed. They need to know how much it is going
to cost them. Councilmember Hunter summarized that the area will be brought up to city standards, and it still
needs to be determined where the project will end.
Director of Public Works Colbert stated that staff would revise the feasibility report to try to reduce the scope
and cost of improvements to more closely match the preliminary appraised benefit and will meet with the property
owners before bringing it back to the Council at a regular meeting.
The meeting adjourned at 6:30 p.m. to the regular Council meeting.
