ADJOURNMENT MEMO city of eagan TO: HONORABLE MAYOR & CITY COUNCILMEMIBERS FROM: CITY ADMINISTRATOR HEDGES DATE: FEBRUARY 16, 1996 SUBJECT: SPECIAL CITY COUNCIL MEETINGITHURSDAY, FEBRUARY 22, 1996 A Special City Council meeting is scheduled for Thursday, February 22, 1996 at 5:30 p.m. in Conference Room 2 at City Hall to meet with The Wallace Group to begin Stage 1 of an enhanced communications program which involves image development and positioning. The initial plan presented by 'The Wallace Group for the image development and positioning includes the following: • How do we want the City of Eagan to be known? • What are the qualities we wish to associate with the City? Are there vital components that must be stressed? • What integral elements have the capacity to survive the year, decade and beyond? • What are the common beliefs that unite the City? • Which distinguishing characteristics help provide an identity for the City? • Will the resulting image development and positioning have real benefits for the City? According to The Wallace Group, the last question could be answered affirmatively now, but the answers to some of the others will require further investigation, both formal and informal. The benefits of a clear positioning can be amply demonstrated; however, since it will drive efforts to promote the City of Eagan, it will provide consistency and add value to communications programs. It is the intention of The Wallace Group that public information programs be both strategic and cost-effective. Communications Coordinator Foote has met with The Wallace Group on several occasions in January/February to help coordinate the various stages of the communications plan which include: 1) image development and positioning, 2) immediate training for spokespersons and 3) a community survey. To date, there has been little involvement with the management team and no involvement with the City Council. The Department Heads will be meeting with The Wallace Group on Tuesday afternoon at 2:00 p.m. to learn more about the process and how their role and the City Council's role will become a collaborative effort and result in an enhanced communications program for the community. OTHER BUSINESS There are no items for Other Business scheduled at -this time. The meeting with The Wallace Group should take approximately three to three and one- half hours.
