SUBJECT: SPECIAL CITY COUNCIL MEETINGIrHURSDAY,

At the last regular City Council meeting held on September 4, action was taken to set a
Special City Council meeting workshop for Thursday, September 13, 1990. The purpose
of the meeting is to discuss three (3) topics, which include 1) executive session/labor
negotiations, 2) storm water master plan presentation and 3) review of City Council
meeting procedures.
EXECUTIVE SESSIONI j L BOR NEGOTIATIONS
It appears the collective bargaining process between the Police Association union and the
Cit<- of Eagan has reached an impasse and is headed for media tiont,�arbitration. The last
offer presented by the City was rejected and a counterproposal presented by the Police
Association, which requests 6.5% in 1990 and $245 for health insurance and 5% for 1991
with the understanding that the union will take the average of the three (3) existing
premiums and the City will pay 50% of the difference between $245 and the average.
This counterproposal is the highest offer the police union has made since collective
bargaining began during late fall 1989. The union business agent is claiming a higher rate
of inflation due to oil prices and is asking that the City reconsider a higher amount.
Obviously, there is no consideration for comparable worth given the fact that our female
bargaining units, both clerical and dispatchers, have settled for 4% in 1990 and 4% in
1991.
Since the prospect of arbitration is new to the City of Fagan as means to resolve salary
and benefit differences, the City's labor attorney, John Roszak, has been asked to attend
the special workshop session and discuss, in his opinion, how the City should proceed in
preparation for mediation/arbitration.
An arbitrator has been selected and a hearing date chosen for the Lou Jeska arbitration,
which is scheduled for October 30.
The City Administrator will be looking for direction from the City Council regarding the
potential of declaring an impasse in negotiations and proceeding with arbitration as a
method of resolving the proposed 1990-1991 contract. Chief of Police Geagan will be
present for that portion of the meeting.
STORM WATER 11t4STER PLAN. PRESENTATION
Several weeks ago, an updated Storm Water Master Plan was circulated to each member
of the City Council for review. The summer of 1990 will certainly be remembered for
storm sewer issues, given the recent propensity of severe rainfalls the City has experienced
after approximately 42 months of drought. The Director of Public Works, with the
assistance of our consulting engineers, would like an opportunity to present our Storm
Water Master Plan and speak to a number of issues regarding the storm water system that
will provide a better understanding of how the City is addressing storm sewer needs.
If any member of the City Council has misplaced the Storm Water Master Plan, please
contact this office for an additional copy.
REVIEW OF CITY COUNCIL MEEITNG PROCEDURES
There have been various discussions regarding City Council meeting procedures, such as
the length of meetings, staff/consultant presentations and, more recently, scheduling the
executive session immediately before a City Council meeting.
The City Administrator will present some recommendations at the work session regarding
City Council meeting procedures.
OTHER BUSINESS
In an effort to limit the agenda, the cigarette vending ordinance and revisions to the 1991
budget will be considered at a later work session. Future work sessions, at a glance, also
include consideration of a five-year Capital Equipment Program and a presentation by the
Director of Parks and Recreation regarding recreational programming. maintenance and
future construction of park shelter buildings and other pertinent public policy issues.
