ADJOURNMENT TO MASAC MEETING MEMO TO: HONORABLE MAYOR AND CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: JANUARY 19, 1990 SUBJECT: SPECIAL CITY COUNCIL MEETING/JANUARY 23, 1990 At the January 16 regular City Council meeting, a Special City Council meeting was scheduled for Tuesday, January 23 at 6:30 p.m. Originally, the January 23 special Council meeting was scheduled for the Council's attendance at the MASAC meeting for the purpose of presenting and discussing airport operations and a response to Mendota Heights consultants' report. This issue has since been rescheduled to the February 27 MASAC meeting. There is still a reason to attend this MASAC meeting for the purpose of addressing Northwest Airline's lease of fourteen DC -9-40 aircraft. Mayor Egan will present the City's position in the form of a letter at the meeting on Tuesday. It is anticipated that this item will be heard by MASAC at approximately 8:15 to 8:30 p.m. Preceding our attendance at the MASAC meeting, a workshop is scheduled in City Hall at 6:30 p.m. for the purpose of outlying and discussing our work program for the next six to eight months. The City Administrator will prepare and present suggested activities and a calendar at the meeting on Tuesday. Examples of the work program include a purpose and date for a strategic planning retreat, meetings with various advisory commissions, consideration of a spring bus tour and other issues. In addition to scheduling a work program, direction for contract negotiations with the Police Association and clerical unit will be requested. 1S/ Thomas L. ARTICLE "LESSONS LEARNED IN BLOOMINGTON" An article entitled "Lessons Learned in Bloomington" that a peared in a recent copy of the Minnesota Real Estate Journal is enclosed on page for your review. This program being sponsored by the Dakota County Administrators will be held at the Inver Hills Community College auditorium on Monday, February 5, 1990 from 8:00 a.m to 1:30 p.m. In addition to the eleven participating government entities, we have also extended invitations for up to 10 participants each from three of the school districts within Dakota County. The interest in this program has been an overwhelming success and I am confident that all the participants will benefit tremendously from Dr. Longfellow's presentation. Attached, please find a summary of the number of participants and the associated costs for each of the government entities. We are now assuming that the number on the list is your commitment. I would appreciate it if you would make the payment for your share of the costs payable to the Government Training Service and forward your payment to me prior to the program. If that arrangement is not convenient, you may bring it with you at the time of the program. Registration will begin at 7:30 a.m. with the program starting at 8:00 a.m. A copy of the program format has been enclosed. Please note that we are going with the workshop format, which in this case, will be 4-5 hours. The only change to this format will be asking Dr. Longfellow to also discuss ways of improviriy service to the public. Lastly, please realize that there is limited parking at the College and there- fore if you can carpool or provide bus transportation to the site, it would be appreciated by the college officials.
