SUBJECT: AIRPORT RELATIONS COMMISSION MEETING/ TUESDAY, SEPTEMBER 12, 2017
The Eagan Airport Relations Commission will meet on Tuesday, September 12 at 7PM in the City
Council Chambers. A goals workshop will immediately follow the regular meeting in the lower level
conference room at approximately 7:30pm. To ensure a quorum is present, please contact
Executive Assistant Cheryl Stevenson at (651) 675-5005 or cstevenson@cityofeagan.com if you are
unable to attend the meeting.
I. ROLL CALL AND ADOPTION OF THE AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II. APPROVAL OF MINUTES
The minutes of the May 9, 2017 joint meeting with the Mendota Heights ARC and the minutes
of the July 11, 2017 Eagan ARC meeting are enclosed on pages 5-7. These minutes are in order
for adoption by the Commission.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action can
be scheduled for a future meeting agenda.
IV. OLD BUSINESS
A. MAC Monthly Reports – Enclosed on pages 8-12 is the monthly summary report from the
Metropolitan Airport Commission (MAC). The MAC has combined several of their reports into
one document, intended to be more user friendly to those less familiar with aircraft operations.
To view the more detailed data pertaining to runway usage, complaints,

sound monitoring, and noise abatement go to: https://www.macenvironment.org/reports/. The
data on the reports is best viewed online as the website is interactive. Assistant City
Administrator Miller will provide a demonstration of the new website functionality at the
September 12 meeting.
B.Year to Date Operations and Converging Runway Operations (CRO) Update – Assistant City
Administrator Miller has received approximately ten complaints from residents in the past
several weeks regarding aircraft noise. Most of the complaints pertain to departures from
Runway 17. A few of the complaints speak to increased arrival operations on Runway 35.
The MAC is preparing data, at Eagan’s request, to highlights year-to-date operations,
comparing 2016 to 2017. The data will also speak to changes made following Converging
Runway Operation (CRO) adjustments. The data will be presented at the September 12
meeting.
V.NEW BUSINESS
A.Next Generation and Stage V Reports—As part of the 2016-2017 ARC Work Plan, the
Commission created two committees to focus on Next Generation and Stage V Aircraft. The
Commission agreed to have the committee reports as a standing agenda item in the event
either or both committees have any updates or information to be shared. The Commission
is invited to discuss the merits of keeping the committee structure. As an alternative, the
Commission could continue including a standing item on Next Generation and Stage V
Initiatives on the meeting agenda. If any member has updates or research to be shared,
such materials could be shared under the standing item; however, there would no longer be
an expectation for commissioners to meet as committees.
VI.STAFF / COMMISSIONER REPORT
A.US Court of Appeals Ruling at Phoenix Sky Harbor International Airport/ RNAV – Enclosed
on pages 13-36 is the judgement and ruling by the U.S. Court of Appeals regarding new flight
tracks at Phoenix International Airport. The Court found that FAA’s implementation of
Performance Based Navigation (PBN) was arbitrary and violated the National Historic
Preservation Act, National Environmental Policy Act, and DOT Order 1050.1E because it didn’t
give the public proper notice. Thus, the new PBN (previously referred to as RNAV) procedures
were required to be vacated by the FAA.
B.Noise Oversight Committee (NOC) Co-Chair Appointment— On July 19, Assistant City
Administrator Miller was appointed as Co-Chair of the Noise Oversight Committee,
representing the communities on the NOC. She previously was serving in the Co-Chair role on
an interim basis, but at the request of the communities and MAC, she accepted a 2-year term
as Co-Chair. Her term as Co-Chair will run through July 2019.

VII.ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners
have the opportunity to ask questions or make requests for future agenda items.
XIII.ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.
