Central Maintenance Facility Landscaping & Noise Mitigation Direction To Be Considered: Recommend City Council action regarding award of landscaping base bid and noise wall alternate bid for Contract 17-21 (Central Maintenance Facility (CMF) landscaping and noise mitigation improvements). Background:  Phase 1 of the CMF renovations is substantially complete consisting of additional heated vehicle storage and equipment bays, enlarged and updated service bays, free standing utility building, material storage bins, brine building and tanks and salt storage building.  The construction of some of the new facilities relocated some operations upon the CMF site, as well as placed facilities where no facilities had previously existed.  Some of the residents of Terra Glenn, the single-family neighborhood west of the CMF site, have expressed concerns with the aesthetics of the new facilities or the noise related to the operations. Staff have communicated with the residents and responded to requests.  On December 20, 2016, at the Council Listening Session, Terra Glenn residents addressed the Council with their concerns about the salt shed that was recently installed at the CMF. Staff noted further discussions will occur in the spring regarding landscape screening for the perimeter of the CMF site, including the area near the salt shed, and that the neighborhood will be included in that discussion. The Council directed the Public Works Committee to review screening options.  On May 18, 2017, an open-house meeting was held with adjacent neighbors to solicit input and share site constraints in preparation for landscaping and wall design.  On July 20, a second open-house meeting was held with the neighbors to share the preliminary landscaping plans, as well as details of Phase II of the CMF renovations. Updates: Landscaping  The landscape architects have completed the design of the landscaping improvements along the perimeter of the CMF property. The plans were advertised and two bids were received on September 6.  The low base bid of $50,970.00 was 12% above the Engineer’s estimate of $44,922.50. Agenda Memo September 19, 2017 Public Works Committee Meeting  Funding for the landscaping improvements would be paid via various funds as designated in the 2016-2020 Facilities Capital Improvement Plan (Project 1206).  If a contract is approved, landscaping would be completed in the fall, 2017. Noise Mitigation  Staff has purchased "white noise" backup beepers to test their use on vehicles and equipment at the CMF. This alternative noise mitigation effort was suggested by one of the Terra Glenn residents. The backup beepers meet OSHA safety requirements. Staff has determined that all vehicles with backup beepers would be appropriate for replacement due to safety reasons, as well as noise aesthetics. The cost to replace all existing backup beepers with "white noise" versions would be $12,000. Staff is proceeding with acquisition and replacement of all beepers.  Soil borings provided design guidance for the further consideration of the installation of a noise wall. An alternate bid for a noise wall was included with the landscaping plans that were advertised for bids.  The low alternate bid of $186,000.00 was 6% above the Engineer’s estimate of $175,000.00 for the noise wall.  The City Attorney’s office has reviewed Minnesota Statutes 429 (Special Assessments) and is recommending that the City not finance a noise wall installation through assessments to the neighborhood. Funding for the noise wall could be paid via various funds as designated in the 2016-2020 Facilities Capital Improvement Plan (Project 1206), although such funding for the noise wall was not anticipated and was not budgeted accordingly.  If a contract is approved, a noise wall could be completed in the fall, 2017.  Staff have communicated this information with Dave and Amy Ryan, 3513 Birchpond Road. The Ryan’s have been invited to attend the Public Works Committee meeting.
