SUBJECT: SPECIAL MEETING TO DISCUSS PROPOSED LIBRARY
FACILITY
Since most of the City Council members were planning
to attend the Comprehensive Land Use Planning session
tomorrow evening with the Planning Commission, it
might be well to discuss th`e proposed library
facility which is referred to in the attached
memorandum. Mr. Brooks of the Dakota County Library
Board of Directors is available tomorrow evening and
can be present at 6:45 p.m. to spend about 15 or
20 minutes with the City Council outlining the
goals and objectives of the Dakota County Library
Board. These goals and objectives would be relative
to a proposed library facility and administration
facility to be constructed in the City of Eagan.
The meeting with Mr. Brooks should take no longer
than 1/2 hour to 45 minutes, allowing for the City
Council to attend the land use planning workshop
with the Planning Commission.
Mayor Murphy has expressed his interest in asking
the Library Board whether they would consider adding
a meeting room to the proposed facility which would
allow the County and City as well as neighboring
cities to utilize a common area for public meetings
in northern Dakota County. This is certainly an
objective that could be expressed by the City and
hopefully given consideration by the Dakota County
Library Board and the Dakota County Board of Commis-
sioners.

SUBJECT: PROPOSED LIBRARY FACILITY.
A meeting was held February 8, 1979 with three representatives
of the Dakota ';County Library Board, Commissioner James Kennedy,
Larry Mills and City staff members Dale Runkle and myself
to discuss the feasibility of constructing a library on
City.property at the intersection of Wescott Road and Pilot
Knob Road. This is the third meeting between City staff and
representatives of the Dakota County Library Board which has
been held for this purpose.
Representatives of the Dakota County Library Board have in-
dicated there is strong interest by the Board to locate a
library facility on a part of the 40 acres owned by the City.
Originally, the Library Board.was proposing a library facility
on Dakota County park land at the approximate location of
Dodd Road and Cliff Road. The reasons given for the park
location are twofold: 1. It would be located on county
property which eliminates the need for acquisition of land,
and, 2. It would service the Rosemount, Inver Grove Heights,
Eagan and Apple Valley area.
However, the City staff feels the Dakota County park land
site is not as desirable as the 40 acres presently owned
by the City for a site for the library facility. The reasons
are as follows:
1. The 40 acre site is centrally -located for all residents
in the City of Eagan.
2. The Dakota County Board has indicated that a special
service center would be included in the library allowing
residents to pay taxes, purchase fishing licenses, etc. and
the 40 acre site is more desirable for that purpose.
3. The 40 acres offers a. centralization of governmental
services allowing the public to have access to all govern-
mental buildings, therefore, minimizing the number of traffic
trips. It also provides for joint parking, joint access
and other related advantages.

The Library Board is proposing a 50,0000 square foot building
of which 30,0.00 square feet would contain an actual library
-facility and the other 20;000 square feet is desired for an
administrative and service related area. Representatives of
the Library Board have indicated that with the access road
to Wescott Road and possibly Pilot Knob Road as well as the
parking lot and structure, 15 acres would be required for
the overall library facility complex. The following build-
ing considerations and needs were suggested by the Library
Board as considerations to be made by the Eagan City Council
if a library facility is to be located on the 40 acres:
1. Construction of a separate road in and out of the library
site.
2. Completion of Wescott Road to the east of Denmark Road
to accomodate Inver Grove Heights residents.
3. Sewer and water hookup.
4. Parking lot maintenance and plowing.
5. Assistance with landscaping.,
6. Accessibility to other Eagan City facilities proposed in
the future.
7. A tie-in with the future Eagan City Center?
8. Core sampling if possible?
9. Possible dollar support for utilities?
Each of these items were discussed in detail with the Library
Board and I canexplain more about each of the items. The
Library Board did supply a spread sheet that illustrates
various commitments that the City of West St. Paul, Burnsville,
Hastings and Farmington have made for their library facilities
that were built in conjunction with Dakota County. The only
City that has not contributed is the City of Hastings, which
built their own library as early as 1964. This is attached
as appendix A for your reference.
It appears that the Library Board is considering some
innovative approaches toward construction of a library facility.
They are planning to take advantage of a two story building
rather than a rambling one story building to economize on
energy. They are also favorable toward locating the facility
in a matter to take advantage of the topography of the land
by building into the hillside and even exploring the possibility
of solar heat.

When I.first met with the Library Board it seemed that the
Library Board and the Dakota County Board of Commissioners
was quite receptive toward Dakota County Holland Jensen
Park. --Since we have had some meetings and the Dakota County
Library Board has been given an extension of time from the
Dakota County Board of Commissioners to explore the -40 acre
Eagan site,. the Library Board has now become very receptive
to that proposed site. The Dakota County Board of Commissioners
are planning to make a decision on the actual site location
as early as February 27, 1979. It would be my recommendation
that the Eagan City Council consider a special City Council
meeting this Thursday, February 15, 1979.and invite a member
of the Dakota County Library Board to be present for the
first part of the meeting to discuss this matter in further
detail. If the City of Eagan is favorable to locating a
library facility on the 40 acres it would be advantageous
to place this item on the February 20, 1979 agenda for
discussion.
The City was not notified that the Dakota County Board of
Commissioners was planning to make a decision on the site
location this month until the'Library Board made their pre-
sentation last Thursday. Attached (Appendix B) is an outline
providing the various events that have taken place regarding
the proposed library facility to date.

APPENDIX B
DAKOTA COUNTY LIBRARY COMPLEX
12-12-78
The following is a brief outline of action that relates to
the location of a county library facility in the City of Eagan.
3-13-78 Dakota County Commissioner Kennedy notified the
City Administrator that Dakota County is considering
the location of .a library facility in the City of
Eagan. The City Administrator was directed to
send a letter to Commissioner Kennedy "expressing
enthusiasm toward the location of the library
facility in Eagan."
3-14-78 City Administrator sent letter to Commissioner
Kennedy expressing the City Council's interest
in locating a library in the City of Eagan.
3-24-78 A letter was received from Commissioner Kennedy
acknowledging receipt of the City Administrator's
letter.
4-21-78 A letter was received from the Dakota County Library
Board expressing interest in working with the City
of Eagan toward the possible location of a library
facility in the.City.
6-13-78 City Council discussed acquisition of an additional
20 acres of property adjacent to the new Police
Department facility for future expansion of govern-
mental facilities.
6-20-78 City Council approved the acquisition of the 20 acres.
12-8-78 Mayor Murphy drafted a resolution reaffirming the
City of Eagan's enthusiasm to locate a county library
in the City and further that the City and County
explore all possibilities.
12-12-78 Consideration of the aforementioned resolution.
2-8-79 Staff meeting with Commissioner Kennedy and
representatives of the Library Board.
