CITIZEN COMMITTEE APPOINTMENTS
Interested persons are encouraged to
apply for positions on the City's Ad-
visory Planning Commission and Advi-
sory Park Committee.
The Advisory Planning Commission meets
the fourth Tuesday of each month to re-
view development plans and make recom-
mendations to the Council. Four ap-
pointments to this seven member commis-
sion will be made by the City Council
in January. Three terms are expiring:
Joseph Harrison, Charles Hall and Neil
Coates. An additional appointment will
be made to fill the unexpired term of
the Mayor -Elect Bea Blomquist.
The Advisory Park Committee meets the
first Thursday of each month to advise
the City Council regarding Park dedica-
tion by developers, purchase of addi-
tional park land and development of ex-
isting park land. Four appointments
to this nine -member committee are re-
quired to fill expiring terms of Myrel
Lundsten, Carolyn Thurston, Virginia
O'Neill and Neil Coates.
If you wish to be considered at the pre-
sent time for one of the above posi-
tions, please submit a letter discussing
your interest and background to the
City Administrator before January 4,
1980. - Appointments will be considered
at the Organization Meeting scheduled
for January 15.
CITY COUNCIL ELECTIONS
The municipal election on November 6
resulted in the selection of a new ma-
yor, Bea Blomquist. Two incumbent
councilmembers were returned to office:
James Smith and Theodore Wachter. The
mayor -elect and returning councilmem-
bers will be sworn in at the January
2, 1980 City Council meeting.
This abbreviated "Eagan News" is
being distributed at this time pri-
marily to provide information re-
garding winter recreation activi-
ties and also a City news update.
The next "Eagan News" will be pre-
pared early in 1980 and will pro-
vide information regarding the City
budget and summaries of the compo-
nents of the proposed Comprehen-
sive Plan.
The City of Eagan Newsletter is
distributed three times a year as
a public service by the Eagan City
Council. For notification of public
hearings, City Council agendas and
other official business that comes
before the Advisory Planning Com-
mission, Advisory Park Committee
and the City Council, please see
the Dakota County Tribune.

Warming houses will close when the wind chill
factor is -300. A blue signal light on each
warming house roof will enable parents to
verify from a distance that a warming house
is open.
CROSS COUNTRY SKI TRAIL LOCATIONS
Blackhawk Park: Ski trail one mile in length
over hilly terrain. Entrance to trail and
limited parking available at the end of Pali-
sade Way; off Cochrane, east of Blackhawk Rd.
Patrick Eagan Park: Two miles of trails over
varied terrain. Trail entrance and parking
lot are located west of Lexington Av., 4 mile
north of County Rd. 30.
The following activities require regis-
tration with the Eagan Park Department.
Procedure:
1. Beginning December 17, call the. Eagan
Park Office, 454-7802, to reserve a
slot in an activity.
2. Send payment, prior to first class
session, to the Eagan Park Department
at the Coachman Rd. address.

TAX EXEMPT MORTGAGE
FINANCING PROGRAM
The City is proceeding with a program
entitled Tax Exempt Mortgage Finan-
cing. If this program is approved by
the State Housing Finance Agency, it
will make mortgage money available at
a below market interest rate to those
people who qualify. Additional infor-
mation will be available early in 1980.
SNOW REMOVAL
Snow removal is a primary concern of
the City's Public Works Department -
Maintenance Division and represents a
considerable investment of manpower,
equipment and supplies. The City is
responsible for the maintenance and
plowing of all City streets. All state
highways are plowed by state crews
all county roads within Eagan are
plowed by Dakota County. County
roads include: Lone Oak Road, Yankee
Doodle Road, County Road 30, Cliff
Road, Cedar Avenue, Pilot Knob Road,
Lexington Avenue and Old Dodd Road.
Residents of Eagan can greatly assist
the City snow removal crews by obeying
the City "Snowbird" Ordinance. A snow-
bird is a vehicle which has not been
removed from the City streets after one
inch or more of snow has fallen prior
to City crews removing the snow or un-
til thirty-six hours after the cessation
of such snowfall. The snowbird creates
problems; it disrupts proper traffic
flow, impedes snow removal operations
and emergency vehicle access. To en-
force this ordinance, City officials will
be issuing parking citations to vehicles
remaining on the streets and hampering
snowplowing operations. Vehicles not
removed after being tagged will be
towed, at the owner's expense.
It is also important to be aware that
it is unlawful to shovel snow from
driveways or sidewalks onto a public
street. This compacted and frozen
snow causes hazards for both motorists
and snowplows.
SNOWMOBILE REGULATIONS
Please be advised that the City's snow-
mobile ordinance states that it is un-
lawful to operate a snow mobile on the
property of another without their per-
mission. It is also unlawful to operate
a snowmobile on school property and
park property except on designated
trails.
Snowmobiles may not be operated in
any area of the City between the hours
of 11:00 p.m. and 8:00 a.m., Sunday
through Thursday, or between the hours
of 2:00 a.m. and 8:00 a.m. on Fridays
and Saturdays and the days preceeding
official holidays. City streets may be
used only for travel to and from the
passenger's residence.

Licenses can be purchased at City Hall
during regular office hours. Proof of
a current rabies shot is required be-
fore the license can be issued. Rabies
shots must be repeated every two years.
All dogs over the age of six months
must be licensed. Also, City ordinance
forbids dogs from running at large
within Eagan.
RABIES CLINIC
A rabies clinic will be held at City
Hall on January 19, 1980, from 10 a.m.
to 4 p.m. Two local veterinarians will
be present at this time. Cost is $4
per pet. It will be possible to pur-
chase dog licenses the day of the clinic.
