08/08/2017 - Energy and Environment Advisory Commissionl City of Eapn MINUTES OF THE REGULAR MEETING OF THE ENERGY AND ENVIRONMENT ADVISORY COMMISSION Tuesday, August 8, 2017 MINUTES OF MEETING OF August 8, 2017 Approved 9-19-17 A regular meeting of the Eagan Energy and Environment Advisory Commission (EEAC) was held on Tuesday, August 8, 2017 at 7:00 p.m. in the Eagan City Hall. Those present were Member Oxley, Member Fleenor, Member Dugan, Member Mirick, Member Trzpuc and Member Supina. Those absent were Member Pottorff. Staff members present were Director of Parks and Recreation Andrew Pimental and Assistant Director of Parks and Recreation Jared Flewellen. APPROVAL OF AGENDA Member Oxley asked if there were any changes to the agenda. Assistant Director Flewellen stated there were no changes. Member Supina moved, Member Mirick seconded, with all present members voting in favor to adopt the agenda as presented. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Mirick moved to approve the minutes from June 13, 2017 meeting, Member Supina seconded, with all present members voting in favor to adopt the minutes presented. Aye: 6 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard at this time. PRESENTATIONS International Dark Sky Association Cynthia Lapp and Randy Larson from International Dark Sky Association gave a presentation on the effects of light pollution and how new lighting techniques could benefit communities. NEW BUSINESS 2017-2018 Goals Energy and Environment Commission August 8, 2017 Page 2 Member Oxley led a conversation discussing the goals for the 2017-2018 commission year. The group discussed multiple goals and will finalize goals at a workshop held Tuesday, September 19, 2017. Goals discussed were: 1) Researching and obtaining Green Steps level 5 2) Solar Ordinance 3) Communication to legislation regarding single use bags 4) Community outreach and education 5) Disposable food containers 6) Water conservation 7) Composting 8) Promoting rebate programs 9) Commercial business recycling 10) Sustainability section in 2040 comp plan 11) Single garbage hauler options STAFF REPORTS Directors Report Director Pimental promoted the upcoming Eagan Food Truck Festival on August 18, 2017. Director Pimental shared that the upcoming food and beverage RFP for the Eagan Community Center includes a section for compostable considerations ROUND TABLE Member Oxley shared his experience at the Great Plans Institute meeting in Apple Valley on June 27. Member Oxley shared concerns with the City being in compliance with solar ordinance. Member Fleenor and Member Supina also shared their experience at June 27 meeting. Member Fleenor and Member Supina attended a different session than Member Oxley and shared that different opinions were shared during the evening session. Member Oxley expressed interest in having city staff attend a future meeting to talk about upcoming comp plan. Member Fleenor• promoted the EEAC attendance at the upcoming August 9, 2017 Market Fest and expressed interest in future dates at Market Fest featuring the local energy companies ADJOURNMENT After brief discussion, Member Trzpuc moved, Member Fleenor seconded with all members present voting in favor to adjourn the meeting.
