CITY COUNCIL MEETING
After approval is given to the February 21, 1989 agenda and
regular meeting minutes for the February 7, 1989 City Council
meeting, the following items are in order for consideration.
STATE REP. ART SEABERG/LMC LEGISLATIVE COOR LIZ WITT
State Representative Seaberg and LMC Legislative Coordinator Liz
Witt, a member of the Mendota Heights City Council, are planning
to appear and discuss proposed legislation and, specifically,
update the property tax bill.
There is no action required on this item, however, questions
regarding any proposed legislation relating to municipal
government operations is appropriate.
A. FIRE DEPARTMENT:
Item 1. Recognize Katie Opatrny/Eagan Fire Presentation Poster
Winner --Chief Southorn has notified this office that Katie
Opatrny, Eagan's fire prevention poster winner, has received an
honorable mention in the state wide fire prevention poster
contest. Chief Southorn would like to make a special award to
her at the City Council meeting on Tuesday.
There is no formal action required on this item.

B. PUBLIC WORKS DEPARTMENT
Item 1. Resignation of Water Quality Management Committee
Alternate Member --Enclosed on page _ 3 _ is a letter of
resignation received from Barb Agne who was appointed as an
alternate to the Water Quality Management Committee. Due to the
fact that the Committee is completing its task of preparing a
Comprehensive Water Quality Management Plan, the appointment of a
replacement may not be necessary unless the Council feels that
this Committee will continue in effect once the Plan has been
adopted.
ACTION TO BE CONSIDERED ON THIS ITEM: To accept the letter of
resignation of Barb Agne from the Water Quality Management
Committee and appoint a replacement if necessary.

There are nine (9) items on the agenda referred to as Consent
Items requiring one (1) motion by the City Council. If the City
Council wishes to discuss any of the items in further detail,
those items should be removed from the Consent Agenda and placed
under Additional Items unless the discussion required is brief.
A. PERSONNEL ITEMS
Item 1. Clerk Typists -- The City advertised for five new
clerical positions authorized for 1989. These include two full-
time positions, in Administration and Police, and three half-time
positions, in Fire, Maintenance and Parks and Recreation. A
total of over 450 applications was received for these positions.
After screening, over 150 applicants were invited to the Eagan
Municipal Center for a written test. Using these test results,
the number of applicants was further screened down for typing
tests and interviews. The following three positions are
appropriate for Council consideration at this time:
a. Maintenance Facility Clerk Typist -- Eight candidates were
given typing tests and interviewed for this position on
Tuesday, February 14, 1989. The interviews were conducted
by Superintendent of Streets/Equipment Erhart,
Superintendent of Parks VonDeLinde, Maintenance Facility
Secretary Bailey and Assistant to the City Administrator
Duffy. It is their recommendation that Cristina Marlette
be hired for this position, subject to successful
completion of the City's physical examination requirement.
ACTION TO BE CONSIDERED ON THIS ITEM: To approve the hiring of
Cristina Marlette subject to successful completion of the
City's physical examination requirement.
b. Police and Fire Department Clerk Typists -- Interviews and
typing tests for these positions are scheduled for Friday,
February 17, 1989. The Police interviews will be
conducted by Office Manager Knight, Police Secretary Bendt
and Assistant to the City Administrator Duffy. The Fire
interviews will be conducted by.Fire Chief Southorn, Fire
Clerk Typist IV Kugel, a captain from the Fire Department
and Assistant to the City Administrator Duffy. It is
hoped that references can be checked before the Council
meeting and that the names recommended for hire can be
presented to the Council for approval at the meeting on
February 21, 1989.
ACTION TO BE CONSIDERED ON THIS ITEM: To approve the hiring
of applicants to be named at the Council meeting for clerk
typist positions in the Police and Fire Departments. subject to
successful completion of the City's physical examination
requirements.

Item 2. Streets/Equipment Maintenance Workers -- The City
currently has openings for two new positions approved in the 1989
budget, one with an equipment maintenance emphasis and one with a
street maintenance emphasis. Over 150 applications were received
for these positions. Approximately fifty applicants participated
in written tests at the Eagan Municipal Center. From the testing
results, fourteen final candidates were selected for interviews
and equipment tests, seven for each position. Those interviews
were held on Wednesday, February 15, and Thursday, February 16,
1989. The interviews and testing were conducted by
Superintendent of Streets/Equipment Erhart, Street Supervisor
Struve, Head Mechanic/Shop Supervisor Streefland and Assistant to
the City Administrator Duffy. It is hoped that references can be
checked prior to the Council meeting and that the names
recommended for hire can be presented to the Council for
approval at the meeting on February 21, 1989.
ACTION TO BE CONSIDERED ON THIS ITEM: To approve the hiring of
applicants to be named at the Council meeting for
streets/equipment division maintenance positions, subject to
successful completion of the City's physical examination
requirements.
Item 3. Contract Recycling Specialist -- Money was allocated in
the 1989 budget for purposes of implementing the City's recycling
program. Interviews of five applicants for this contract
position were conducted by Assistants to the City Administrator
Hohenstein and Duffy and by a staff recycling person from Dakota
County. It is their recommendation that Kris Hagemann be offered
the contract.
ACTION TO BE CONSIDERED ON THIS ITEM: To approve the contract
with Kris Hagemann as a Recycling Specialist for the City.

B. Plumbers Licenses --There are fourteen (14) plumbing firms
that have applied for a license. All applicants have satisfied
the City Code regulations and are in order for consideration.

PROJECT 519/FINAL ACCEPTANCE/TOWN CENTRE STREETLIGHTS
C. Project 519, Final Acceptance (Town Centre Streetlights) --
The installation of major thoroughfare streetlighting within the
Town Centre development has now been completed, inspected by our
Consulting Engineer and found to be in conformance with the City
approved plans. Therefore, it would be appropriate for this
project to be final accepted. It should be noted that the
maintenance for this facility will be the responsibility of
Dakota Electric Association.
ACTION TO BE CONSIDERED ON THIS ITEM: To authorize the final
acceptance of Project 519 (Town Centre -Streetlights).
PROJECT 527/RECEIVE FINAL ASSESSMENT ROLL/ORDER PUBLIC HEARING
D. Project 527, Receive Final Assessment Roll/Order Public
Hearing (Lexington Square -Storm Sewer) --Project 527 provided for
the installation of major storm sewer facilities necessary for
the proposed upgrading of Lexington Avenue. It also provided
additional drainage facilities for the Lexington Square Addition.
All costs associated with this project have been computed with a
final assessment roll being prepared and presented to the City
Council for consideration of scheduling a formal public hearing.
ACTION TO BE CONSIDERED ON THIS ITEM: To receive the final
assessment roll for Project 527 (Lexington Square -Storm Sewer)
and schedule a public hearing to be held March 21, 1989.

H. Approve Resolution Restricting Parking on Lexington Avenue
and Diffley Road --If the improvement of Lexington Avenue and
Diffley Road are approved on February 21st, it will be necessary
for the City Council to pass a resolution restricting on -street
parking for Lexington Avenue and Diffley Road in order to comply
with Municipal State Aid Standards required for their financial

THIS RESOLUTION, passed the 21st day of February, 1989, by the City of
Eagan in Dakota County, Minnesota. The Municipal corporation shall
hereinafter be called the "City".
WHEREAS, these improvements do not provide adequate width for parking on
both sides of County Road 43 and County Road 30; approval of the proposed
construction as a State Aid Street Project must therefore be conditioned upon
certain parking restrictions, and
WEE REAS, the extent of these restrictions that would be a necessary
prerequisite to the approval of this construction as a State Aid project in
the "City" has been determined.
NOW, THEREFORE, BE IT HEREBY RESOLVED that the "City" shall ban the
parking of motor vehicles on the east and west side of CSAR 43 from Yankee
Doodle Road to Diffley Road and on the north and south sides of CSAR 30 from
Pilot Knob Road to I -35E, at all times.

PUBLIC HEARINGS
PROJECT 531/LEXINGTON AVENUE (STREETS & UTILITIES)
A. Project 531, Lexington Avenue (Streets & Utilities) --On
January 17th, the Council received the feasibility report and
scheduled a public hearing to be held on February 21st to discuss
the proposed improvements associated with the upgrading of
Lexington Avenue from Yankee Doodle Road to Diffley Road along
with the installation and/or enovation of utilities as
necessary. Enclosed on pages through 42 is a copy of
the feasibility report discussing the proposed improvements.
This project, if approved, will be constructed under contract by
the Dakota County Highway Department with design and inspection
assistance by the City of Eagan along with appropriate cost
participations. Representatives of the County Highway Department
and City staff will be presenting the information associated with
this project and will be answering any questions that may arise.
ACTION TO BE CONSIDERED ON THIS ITEM: To

Transmitted herewith is our report for Dakota County Road No. 43, Lexington
Avenue, Street and Utility Improvements, Project No. 531.
The proposed improvement of County Road 43, associated utility construction
and improvements, and cost estimates are discussed and presented in this re-
port. A preliminary assessment roll is also included.

SCOPE
This project provides for the upgrading of County Road 43 (Lexington Ave-
nue) from north of CSAR 30 (Diffley Road) to just south of CSAR 28 (Yankee
Doodle Road). Refer to drawing on following page for project location. Due
to the upgrading, storm sewer for street drainage and relocation of water main
will also be required at specific locations.
FEASIBILITY AND RECOMMENDATION
The project is feasible from an engineering standpoint and is in accor-
dance with the Master Utility and Street Plans for the City of Eagan. The
project as outlined herein will be administered by Dakota County. The City of
Eagan will be required to enter into a cost sharing agreement with Dakota
County that will be similar to past agreements.
DISCUSSION
Street: Within the area of this project, County Road 43 presently has a 24'
to 28' wide bituminous surface with very narrow gravel shoulders. The land
use of abutting properties varies from agricultural to commercial and from
heavily wooded to open or vacant.
The roadway is proposed to be upgraded to five lanes consisting of a
center left turnlane and four through lanes between Northview Park Road and
Yankee Doodle Road. Lexington Avenue from Northview Park Road to the newly
constructed portion of Lexington Avenue north of Diffley Road, will be con-
structed with four through lanes. The proposed width is 64' in areas where
there will be five lanes and 52' in areas where there will be four lanes.

Provisions for future traffic signals at the intersections with Wescott
Road and Northview Park Road will be included in the project. In addition, an
8' wide bituminous trail is proposed to be constructed on both sides of the
road. Due to the proposed location of the trail and roadway grade changes,
existing trails along the west side of Lexington Avenue will have to be recon-
structed.
In addition, the existing entrance to St. Francis Wood 4th Addition from
Lexington Avenue is proposed to be removed. This entrance was constructed as
part of the development of the addition but was considered to be temporary.
With the recent development of St. Francis Wood 6th Addition, an alternate
I� access from Falcon Way was constructed which now properly serves the 4th
Addition.
Water Main: The proposed new grades for Lexington Avenue will require the
raising and lowering of existing trunk water main in the road as indicated on
Figures 1-7 attached to the back of this report. Lowering of main will be
required north of Wescott Road where Lexington Avenue will be lowered a maxi-
mum of 81. Raising of trunk main will be required in a number of locations
where it was installed along the side of the road in ditches or where a grade
change will result in the main being at depths in excess of 101.
The proposed project schedule will require that the trunk water main be
removed from service during peak water demand periods. An engineering study
to determine the effect of this work on the City's water distribution system
during peak demand periods is being completed under City Project 531 -II,
Lexington Avenue Water Supply Study. The study will also review the effects
of water sprinkling restrictions.

Sanitary Sewer: The area along the west side of Lexington Avenue and south of
the entrance to Patrick Eagan Park is not served by sanitary sewer. There are
two options for providing service to this area if greater development occurs.
One option would require the installation of a pumping station and force main
along Lexington Avenue that would discharge into the existing sewer serving
Lexington Parkview. The second option would be to provide gravity sewer from
the Westbury Addition across Patrick Eagan Park under a future project.
Although both options are feasible, it is difficult to determine which is
more desirable without knowing how development will occur. In either case
each option can be constructed just as easily in the future after Lexington
Avenue is upgraded. Therefore it is not recommended that any sanitary sewers
be constructed until a determination is made on how the land can best be
developed.
Storm Sewer: Storm sewer is proposed to be constructed to convey runoff from
streets and adjacent areas. The construction will include catch basins,
manholes, and new outlets for ponding areas. The storm sewer will discharge
into existing storm sewers, ponds, or low areas adjacent to Lexington Avenue.
Specifically the storm sewer construction will involve the following
improvements:
A. Just north of Lexington Way, the existing storm sewer outlet flows
into a ravine through Parcel 020-75 along the west side of Lexington Avenue.
This outlet is proposed to be abandoned and storm sewer to be constructed
north to the recently installed storm sewer at the entrance to Patrick Eagan
Park.

B. Between Lexington Way and Wescott Road, catch basins are proposed to
be installed in the curbs at low points and intersections as indicated on
Figures 8 and 9. In addition, storm sewer outlets will be provided for two
low points within Lexington Square on the east side of Lexington Avenue.
C. Within the area of Falcon Way the majority of the existing 12" storm
sewer outlet for Pond JP -62 along the east side of Lexington Avenue is pro-
posed to be reconstructed by installing 24" storm sewer. This reconstruction
is required to convey increased flows from the proposed road improvements. In
addition, catch basins are proposed in this area to collect storm water from
low points and intersections as indicated on Figure 10.
As part of the reconstruction, Pond JP -62.1 will be defined within the
existing drainage and utility easement of St. Francis Wood 4th Addition. The
pond is located adjacent to the west side of Lexington Avenue between Falcon
Way and Duckwood Drive. The ponding data for this pond will be:

An outlet will also be constructed for a low land area that presently
holds water and is located south of Falcon Way and east of Lexington Avenue
within Parcel 043-53. The outlet will be constructed to the existing water
level within the area which is presently 896.0.
The existing outlet for storm water from the Falcon Way area is west
across a drainage way, consisting of a low lying area and a steep ravine, to
Hurley Lake. As a part of this project, it is proposed to obtain a drainage
easement through Parcel 013-26 of Section 15 to Hurley Lake. The easement will

define a drainage way for storm water runoff from Lexington Avenue and up-
stream ponding areas. Storm sewer improvements within any portion of the
easement are not proposed at this time.
D. North of Duckwood Trail, catch basins will be installed where required
as indicated on Figure 11. Storm water will be conveyed into existing storm
sewer systems located in Duckwood Trail 2nd Addition and at Town Centre Drive.
COST ESTIMATE
The estimated cost for construction of this project is summarized below.
Preliminary construction cost estimates were obtained from Dakota County.
Overhead costs have been added to the construction costs to determine total
estimated project costs.

Assessments are proposed to be levied against the benefited properties in
accordance with assessment policies established in the City of Eagan. A
preliminary assessment roll is included in the Appendix located at the back of
this report. The proposed assessments are separated into street, bituminous

trail, and storm sewer. Street/trail assessments are illustrated on Figures
1-7 while storm sewer assessments are illustrated on Figures 8-11 which are
attached to the back of this report. Prepaid street and/or trail assessments
for recently developed projects are included in the Appendix to more accur-
ately reflect revenues generated for this project.
Street: Street is proposed to be assessed on a front foot basis in accordance
with the proposed 1989 fee schedule established for "Trunk Assessment Rates"
for streets with grading and storm sewer. Comer lot credits of 75' would be
applied to the long side of all corner lots which abut two roadways. Parcels
which include ponds would be credited for that frontage of the pond which
abuts the road. The proposed rates for street assessment are listed below.
1) Commercial Equivalent - $90.35/FF: Assessed to parcels with
commercial/industrial zoning which assumes a minimum 52' wide
roadway.
2) Multiple Equivalent - $68.15/FF: Assessed to parcels with
multiple zoning which assumes a minimum 44' wide roadway.
3) Residential Equivalent - $40.00/FF: Assessed to parcels with
public facility zoning (parks, churches, etc.).
4) 1/2 Residential Equivalent - $20.00/FF: Assessed to existing
residential property with direct driveway access from a County
Road or property which is presently zoned agricultural and abuts
a County Road.
Bituminous Trail: Bituminous trail is proposed to be assessed on a front foot
basis in accordance with the proposed 1989 fee schedule for "Trunk Assessment
Rates". The assessment rate is $8.10/FF and would be assessed to all property
zoned commercial and multiple residential. Property zoned as public facility,
such as churches and parks, would also be assessed at the same rate.

Storm Sewer: Storm sewer is proposed to be assessed on a square foot basis to
that property which drains to or benefits from the storm sewer constructed as
part of this project. The assessment rate per square foot is determined by
taking the total storm sewer cost minus storm sewer assessments included with
street assessments and dividing the result by the total drainage area includ-
ing street right-of-way. In addition, the rate is separated into commercial,
multiple, and residential rate based on the percentage difference for the
trunk area storm sewer rates. The storm sewer cost to be assessed by drainage
area was determined as follows:

PROJECT 533 DIFFLEY ROAD (STREETS & UTILITIES)
B. Project 533, Diffley Road (Streets & Utilities) --On January
17th, the Council received the feasibility report and scheduled a
public hearing to be held on February 21st to discuss the
proposed improvements associated with the upgrading of Diffley
Road from Heine Strasse Lane to I -35E along with the installation
angor renovation of utilities as necessary. Enclosed on pages
- -i— through "107 is a copy of the feasibility report
discussing the proposed improvements. This project, if approved,
will be constructed under contract by the Dakota County Highway
Department with design and inspection assistance by the City of
Eagan along with appropriate cost participations.
Representatives of the County Highway Department and City staff
will be presenting the information associated with this project
and will be answering any questions that may arise.
ACTION TO BE CONSIDERED ON THIS ITEM: To close the public
hearing and approve/deny Project 533 (Diffley Road (Streets &
Utilities) and if approved, authorize the execution of the
related joint powers agreement.

SCOPE
This project provides for the upgrading of County Road No. 30 (Diffley
Road) from I -35E to Heine Pond located approximately 0.7 of a mile east of
I -35E. Refer to drawing on following page for project location. Also
included is reconstruction of portions of the existing 12" water main and
construction of new sanitary sewer and storm sewers.
FEASIBILITY AND RECOMMENDATION
The project is feasible from an engineering standpoint and is in accor-
dance with the Master Utility and Street Plans for the City of Eagan and
Dakota County. The project as outlined herein will be administered by Dakota
County. The City of Eagan will be required to enter into a cost sharing
agreement with Dakota County that will be similar to past agreements.
Sanitary Sewer - It is proposed to construct a 10" sanitary sewer westerly in
Diffley Road from the 27" trunk sewer crossing Diffley Road at Heine Pond.
The sanitary sewer will terminate at Johnny Cake Ridge Road and be extended
beyond the new road surface to the north and south to provide future service.
The invert elevation of the sanitary sewer at Johnny Cake Ridge Road will be
913.00 in accordance with the property owners to the north. The sanitary
sewer will also provide service to the property south of Diffley Road allowing
greater flexibility when the land develops. Presently sanitary sewer exists
600' south of Diffley Road in Jchnny Cake Ridge Road, however, its elevation
will not allow development along Diffley Road unless a pumping facility is
constructed. A sanitary sewer stub will also be constructed northerly at
Thomas Lake Road anticipating its future extension. The sanitary sewer con-
nection to the existing 27" trunk sewer will require approximately 60' of the

recently improved Diffley Road to be reconstructed. An 8' outside drop will
also be required at the existing manhole.
Water Main and Service - A 12" diameter trunk water main exists in Diffley
Road. Due to the significant cut at Thomas Lake Road (approximately 151) 940'
of 12" trunk water main will need to be lowered. In addition, certain hy-
drants will also be relocated. At Thomas Lake Road and Johnny Cake Ridge Road
12" and 16" trunk water mains exist to the south. Therefore, as part of this
project 12" and 16" trunk mains will be extended to the north beyond the
street surface anticipating their future extension when Thomas Lake Road and
Johnny Cake Ridge Road are improved north of Diffley Road.
Storm Sewer - Storm sewer is separated into two segments. The westerly seg-
ment exists at Johnny Cake Ridge Road and the easterly segment exists at
Thomas Lake Road. The easterly segment at Thomas Lake Road will extend east-
erly in Diffley Road and connect to the existing 18" storm sewer recently
constructed in the new portion of Diffley Road near Heine Pond. This section
of storm sewer discharges into the ponding area located on the north side of
Diffley Road. Although the ponding area has sufficient capacity for this
storm sewer segment, the recently constructed 18" is undersized. However,
assuming a steeper hydraulic grade line than the pipe was constructed too and
the overland drainageway which exists to the ponding area, it is not felt the
1441 of 18" storm sewer must be reconstructed. The storm sewer at Thomas Lake
Road will also be extended 190" westerly and be constructed to the north pro-
viding an outlet for an existing low area. In the 1984 Comprehensive Storm
Sewer Plan, this low area is designated as Pond BP -24 and was assumed to have
a drainage area of 10 acres. However, with the upgrading of County Road No.

30 and the limited drainage area (less than 5 acres), Pond BP -24 does not pro-
vide significant benefit to the overall storm water management plan. There
fore, for purposes of this report, it is assumed Pond BP -24 will not exist in
the future.
The westerly storm sewer segment at Johnny Cake Ridge Road will extend
east and west of Johnny Cake Ridge Road and be designed to its ultimate capac-
ity based on future development. Presently, the storm water in this area is
conveyed northerly through an existing 30" CMP culvert beneath Diffley Road
west of Johnny Cake Ridge Road. At its northerly end, the storm sewer dis-
charges into a small open area. The outlet for the low area includes a 30"
CMP which conveys storm water northerly approximately 600' to Pond BP -35 as
designated in the Comprehensive Storm Sewer Plan. Presently, Pond BP -35 does
not have a storm sewer outlet. In addition, a ponding easement does not exist
over Pond BP -35 and a drainage and utility easement does not exist over the
30" CMP from Diffley Road to Pond BP -35. Therefore, although the storm sewer
in Diffley Road will be constructed to its ultimate design, it's not proposed
to extend the new storm sewers beyond the right-of-way of Diffley Road at this
time. In addition, because the land on the north and south side of Diffley
Road is undeveloped, it's proposed that the storm sewers in Diffley Road at
Johnny Cake Ridge Road be plugged requiring each property to retain its own
storm water. In the future, when these properties develop, storm sewers and
easements will be extended beyond Diffley Road right-of-way in accordance with
their approved development plans.
STREET: Diffley Road between I -35E and Heine Pond is presently a 24' wide two
lane roadway. The typical section is rural with narrow gravel shoulders. The
abutting land is undeveloped except for Boulder Ridge located on the south

side of Diffley Road west of Heine Pond. Stratford Oaks located on the south
side of Diffley Road west of Thomas Lake Road has been approved but not con-
structed.
The proposed upgrading of Diffley Road provides for a 4 lane roadway and a
concrete center median with openings at Thomas Lake Road and Johnny Cake Ridge
Road. Left turn lanes on Diffley Road at Johnny Cake Ridge Road, Thomas Lake
Road, and Heine Court will be constructed for west bound traffic only.
Thomas Lake Road and Johnny Cake Ridge Road north of Diffley Road do not
exist. Although each of these roadways will be extended to the north in the
future, curb returns and left turn lanes on Diffley Road will not be construc-
ted at this time. In the future, when the land north of Diffley Road devel-
ops, Thomas Lake Road and Johnny Cake Ridge Road will be extended and the left
turn lanes on Diffley Road will be constructed in conjunction with the roadway
extensions. Johnny Cake Ridge Road south of Diffley Road does not exist.
However, the City recently approved its construction for 1989 at a public
hearing on June 21, 1988. Therefore, curb openings for Johnny Cake Ridge Road
south of Difflew Road will be constructed at this time.
The construction of Diffley Road will require the existing intersection of
Thomas Lake Road and Diffley Road to be lowered 13' as previously indicated.
This grade change also impacts the four existing petroleum pipeline owned by
Williams Pipeline Co. which cross Diffley Road at this intersection. In addi-
tion, Williams Pipeline Co. operates an interface detector site over their
pipelines immediately north of Diffley Road at Thomas Lake Road. Discussion
has occurred between Williams Pipeline Co. and the property owners abutting
this intersection as to whether the intersection of Thomas Lake Road should be

relocated or whether the interface detector facility show]
to the future extension of Thomas Lake Road to the north. Al
sion, it's been determined that the intersection of Thomas Lame aoau will noL
be relocated. Therefore, Williams Pipeline Co. will need to evaluate whether
they relocate their facility at this time or in the future, when Thomas Lake
Road is extended to the north.

The estimated cost for this project is summarized below. Preliminary cost
estimates for street were determined by Dakota County. Overhead costs includ-
ing legal, engineering, and administration are included in the cost estimate.

and temporary construction easements. As previously indicated, drainage,
utility and pond easements north of Diffley Road are not proposed to be ac-
quired at this time.

accordance with assessment policies established in the City of Eagan. A pre-
liminary assessment roll is included in the attached Appendix located at the
back of this report. The proposed assessments are separated into sanitary

illustrate the assessments for sanitary sewer/water service, storm sewer, and
street which are also attached to the back of this report. Assessments which

SANITARY SEWER,LWATER SERVICE: Sanitary sewer is proposed to be assessed on a
front foot basis to unplatted property along Diffley Road except Parcels
010-25 and 010-26 which includes the proposed Stratford Oaks. Stratford Oaks
does not benefit from the sanitary sewer in Diffley Road and, therefore, it is
not proposed to be assessed. Trunk area sanitary sewer is proposed to be
assessed to Parcel 010-01 in Section 29 which was not previously assessed in
1969 or 1972. The two water service mains constructed northerly of Diffley
Road at Johnny Cake Ridge Road and Thomas Lake Road are proposed to be as-
sessed as a lump sum (12" equivalent) to the unplatted property north of
Diffley Road.
STORM SEWER: Storm sewer is proposed to be assessed on a square foot basis to
that property which drains to or benefits from the storm sewer constructed as
part of this project. The assessment rate/sq.ft. is determined by taking the
total storm sewer cost minus storm sewer assessments included for street and
dividing the results by the total drainage area including street right-of-
way. In addition, the rate/sq.ft. is separated into commercial, multiple, and
residential rate based on the percentage difference for the trunk area storm
sewer rate. The storm sewer cost to be assessed by drainage area is listed
below:

STREET: Street is proposed to be assessed on a front foot basis in accordance
with the fee schedule established for "Trunk Assessment Rates," for 1989.
Corner lot credit of 75' is applied to the long side of all corner lots which
abut two roadways. Parcels which include ponds or lakes are credited for that
frontage of the pond or lake which abuts the road. Listed below is the vari-
ous rates for street assessment including grading and storm sewer in street
right-of-way.

residential property taking direct driveway access from a County
Road or property which is presently zoned agricultural abutting a

BITUMINOUS TRAIL: Bituminous trail is proposed to be assessed on a front foot
basis in accordance with the rate established on "Trunk Assessment Rates,"
Eagan, Minnesota, 1989. The assessment rate/front foot for bituminous trail
is $8.10/FF which is assessed to all property zoned commercial and multiple
residential.
REVENUE SOURCES
As previously indicated, the City of Eagan and Dakota county will enter
into a cost sharing agreement for this project. A summary of City/County
