II. TEMPORARY SIGNAGE
DIRECTION TO BE CONSIDERED:
Provide staff direction on a potential amendment to the City Code regarding temporary
signage.
FACTS:
• City Code currently allows temporary signage per the following City Code
excerpt:
Temporary signs for special business sales. Any commercial use may have up to
three signs for the purpose of promoting a special sales event, provided the signs
may not be displayed for no more than ten days within a 60-day period. The 60-
day period shall commence on the first day of posting a temporary sign and
conclude 60 days thereafter. The temporary signs shall not exceed an aggregate
total area of 25 square feet. The sign permit application shall specify the days,
not to exceed ten, on which the temporary sign will be displayed.
• A temporary sign permit is required with a fee of $25.00. The fee covers the cost
for staff to review the signage plan, verify dimensions, and conduct inspections
and code enforcement follow-up, if necessary.
• City staff has met with counterparts in the City of Mankato in preparation for
Vikings Training Camp. In Mankato, the local business community encouraged
banner signage welcoming the Vikings during Training Camp. The Eagan
business community has indicated some desire for similar signage.
• City staff consensus is that the 25 square foot maximum size is insufficient for
typical banner signage of this nature aimed at supporting and promoting a
significant summer event the City will be hosting on an annual basis.
• City staff has requested City Council direction on whether Chapter 11 of the City
Code should be amended to modify temporary signage standards for a limited
duration event.
• The City cannot regulate sign content, so any signage modifications would apply
to all examples of temporary signage.
• City staff recommend that any signage modifications be applied on a City-wide
basis and not be limited to a specific geographic area.
• 2018 Training Camp dates have not been announced. In 2017 Training Camp
was held July 24 to August 8. Staff has heard that Training Camp in 2018 may
last three weeks.
DISCUSSION QUESTIONS:
1. Should the City Code be amended to allow temporary signs larger than 25 square
feet for a limited duration?
2. If so, what size of signs should be allowed?
3. Should the start and end dates for the relaxed signage regulations be July 15 –
August 15, for example?
