SPECIAL CITY COUNCIL MEETING
JUNE 12, 2018
5:30 P.M.
EAGAN MUNICIPAL CENTER
City Councilmembers present: Mayor Maguire and Councilmembers Bakken, Fields, Hansen and Tilley.
City staff present: City Administrator Osberg, Assistant City Administrator Miller, Director of Community
Development Hutmacher, City Planner Ridley and City Attorney Dougherty.
ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Fields moved, Councilmember Hansen seconded a motion to adopt the agenda as
presented. Aye: 4 Nay:0
There were no visitors to be heard.
VISITORS TO BE HEARD
CITY COUNCIL VACANCY
Mayor Maguire introduced the item noting at the June 5, 2018 City Council meeting, the Council
adopted a resolution declaring a vacancy in the Office of Council Member.
City Attorney Dougherty walked through the elements of the adopted resolution. He noted, last week
Councilmember Tilley informed City Administrator Osberg that she would be in attendance at the June
12, 2018 Special City Council meeting. Dougherty explained the Council is asked to consider a resolution
to reinstate Councilmember Tilley to office.
Councilmember Tilley stated she is able to perform the typical and necessary duties of a Councilmember
and assured the Council her ability to attend future Council meetings.
Councilmember Bakken moved, Councilmember Hansen seconded a motion to approve a resolution to
restore Meg Tilley to the Office of City Councilmember. Aye: 4 Nay: 0
JOINT MEETING WITH ADVISORY PLANNING COMMISSION
Mayor Maguire introduced the item. Advisory Planning Commission (APC) members introduced
themselves to the City Council.
Tony Schertler, Executive Director, Dakota County CDA, gave a presentation on CDA financing tools and
how the tools work with the City's land use authority to create and maintain affordable housing.
The City Council and the Advisory Planning Commissioners discussed several issues related to affordable
housing.
Director of Community Development Hutmacher walked through the discussion questions.

The Council provided the following feedback:
• Would the City Council be willing to consider the use of an affordable housing TIF district for a
future affordable housing project? The Council does not want to pursue City TIF program, but
remains willing to consider, on a case by case, when/if approached by the Dakota County CDA.
• Would the City Council like to have additional staff research and Council discussion on options
for inclusionary housing? Yes, the Council would like to see additional research.
• Does the City Council have any feedback to provide to the APC regarding rental licensing and
point of sale programs? The Council is not interested in pursuing rental licensing or point of sale
programs at this time.
• To what extent does the City Council wish to consider modifying or eliminating the R -1S
category? The Council agreed to consider modifying the R -1S category, and to have the APC
work on new language regarding affordability and preservation of natural features.
• Does the City Council have any feedback for the APC regarding planning cases that have
occurred over the past year, the comprehensive planning process, or upcoming issues? The
Council asked the APC to continue evaluating planning cases and discussing development and
policy issues. Councilmembers stated the APC has done a good job highlighting issues and very
much appreciate the APCs input.
Mayor Maguire thanked the Advisory Planning Commission for attending the meeting.
There was no other business to be heard.
