The agenda, as presented or modified, is in order for adoption by the Commission.
II.APPROVAL OF MINUTES
The minutes of the July 10, 2018 ARC meeting and July 24, 2018 workshop are
enclosed on pages 5-8. These minutes are in order for adoption by the Commission.
III.VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the
beginning of public meetings to permit visitors to address items of interest that are not
addressed on the regular agenda. Items that will take more than ten minutes or that
require specific action can be scheduled for a future meeting agenda.
IV.OLD BUSINESS
A.MAC Monthly Reports – Enclosed on pages 9-14 is the monthly
summary report for the month of July 2018 from the Metropolitan Airport
Commission (MAC). The MAC has combined several of their reports into one
2
document, intended to be more user friendly to those less familiar with aircraft
operations. To view the more detailed data pertaining to runway usage, complaints,
sound monitoring, and noise abatement go to:
https://www.macenvironment.org/reports/. The data on the reports is best viewed
online as the website is interactive.
B.ASCENT Studies on Sleep Disturbance—At the July ARC meeting, the
Commission expressed an interest in discussing the sleep disturbance studies
completed by The Aviation Sustainability Center (ASCENT), formerly known as the
FAA Center of Excellence Program. The articles can be viewed online at
https://ascent.aero/project/noise-exposure-response-sleep-disturbance/. There are
seven studies referenced on the webpage, along with three annual reports. The
Commission is welcome to share any observations about the studies at the
September ARC meeting.
V.NEW BUSINESS
A.Next Generation and Stage V Updates—This item is a standing agenda item to
provide an opportunity to anyone on the Commission who may have updates or
information to share regarding Next Generation Aviation and/or Stage V aircraft.
VI.STAFF / COMMISSIONER REPORT
A.August 27, 2018 MAC Listening Session Recap—On Monday, August 27, the
Metropolitan Airports Commission (MAC) hosted a Listening Session at the Eagan
Community Center. The session was held at the request of the ARC given the
increased air traffic over Eagan this summer. Enclosed on pages 15-17 are the
slides that were presented by MAC staff at the meeting. Approximately 40 residents
were in attendance, along with several elected officials at the local and state level. In
addition to the MAC staff, representatives of the FAA and Delta were also in
attendance.
B.Noise Oversight Committee’s Consideration of Mobile Noise Monitoring
Request—Per the request of the ARC and the approval by the City Council, Eagan
has submitted a request to the MAC for the installation of temporary noise monitors.
The Noise Oversight Committee will consider Eagan’s request on Wednesday,
September 19. If approved, the MAC would budget for two mobile towers to be
installed in Eagan for two weeks in the early summer of 2019.
The study is intended to measure noise in areas of the community that are outside of
the current remote monitoring tower radii. Should the noise levels measured
demonstrate that the noise in these areas is indeed higher than the area currently
being measured, then the City could consider a request for the current towers to be
relocated.
3
VII.ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that
Commissioners have the opportunity to ask questions or make requests for future
agenda items.
IX.ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30
p.m. unless agreed upon by the Commission. The Commission will adjourn into their
annual goals/work plan workshop, which will take place in the 1st floor conference room.

aircraft.
OLD BUSINESS
MAC Monthly Reports
Assistant City Administrator Miller noted the printout of the MAC monthly reports for May 2018 were
provided.
The commission provided feedback on the monthly reports. It was suggested it might be beneficial to
have someone from FAA Flight Operations speak to runway use systems and converging runway
operations to help educate the Commission. Miller noted if there are specific topics or concerns the
ARC would like the MAC to address at that August 27 meeting, the Commission could provide that
feedback to the MAC. The Commission agreed a workshop would be needed to prepare for the MAC
meeting in August. It was the consensus of the Commission to schedule an Airport Relations
Commission Workshop on Tuesday, July 24 at 6:00 p.m.
Update on the FAA Center for Excellence and Transportation Research Board Initiatives
Assistant City Administrator Miller noted per the ARC’s 2017-2018 work plan, an update on the
initiatives of the FAA’s Center for Excellence and Transportation Research Board was included in the
packet. Chair Thorkildson noted he would like to find out more information on the pilots study on
aircraft noise and sleep disturbance, which could be added to the September ARC meeting.
Noise Oversight Committee (NOC) Bylaw Review
Assistant City Administrator Miller summarized proposed bylaw changes for the Noise Oversight
Committee (NOC). The NOC discussed the bylaw changes proposed at their May meeting, and action on
these changes are anticipated in July. Miller summarized the proposed changes to be presented at the

motion to extend the Airport Relations Commission meeting another 30 minutes. All members voted in
favor.
Review of Runway Use System Priorities

the Runway Use System at MSP Airport. The Commission discussed the data.

Assistant City Administrator Miller noted the MAC is hosting a Special Listening Session in Eagan on
Monday, August 27, 2018 from 6:30-8:00 p.m. at the Eagan Community Center. Miller noted there has
been resident communications over the past couple of months on social media, specifically Nextdoor,
pertaining to aircraft noise. There was commission consensus that the City’s communication staff should
be the primary driver of communications on behalf of the City, and as such, commissioners should
funnel any communication requests through Assistant City Administrator Miller. The Commission
requested an opportunity to discuss future communication options at the September workshop.
STAFF / COMMISSIONER REPORT

both the fall and late spring/early summer to determine the seasonality of the noise. Assistant City

Using charts and maps show the flight track usage over
Eagan (from 120-130 heading, 120-140, etc.) from
today compared to 2005, 2010, 2015. The end goal is to
show if and how operations have increased over Eagan
since 2005, and specifically, which area of the city have
been most impacted.

Please speak to the 2.5 mile turn point for westbound
departures. Why is there not a similar turn procedure
for eastbound turns over Eagan? Why isn’t there a rule
requiring planes to go a certain distance off the runway
before turning east?
THE EAGAN ARC ASKED
45
The Runway 17 Departure Procedure dates back
to the 1996 Dual Track Study when MAC
determined it would evaluate Runway 17
departure procedures to reduce noise impacts in
close proximity to the south of MSP
In 2003 an environmental assessment was
completed for the implementation of a noise
abatement departure procedure

47
Do any communities around the airport have any
agreements with the MAC or FAA that speak to aircraft
operations? If yes, what agreements are those?
THE EAGAN ARC ASKED
48
-MAC has an agreement with the surrounding cities that it will not construct
a third parallel runway
-The City of Minneapolis has an agreement with the FAA that Runway 17/35
will only be used to the north during abnormal circumstances (i.e. safety
reasons, weather conditions or runway closures)
-MAC and Minneapolis, Richfield, and Eagan entered into a Consent Decree
that provided a lawsuit settlement plan for residential sound insulation
beyond the federally-recognized noise level and preventative land use
measures for new construction in areas near the airport
AGREEMENTS
49
What impact has Converging Runway Operations had
on departures and arrivals on Runway 17/35?

Are the older planes being sold to regional carriers?
