III.2019 – 2023 Parks CIP and Joint Meeting with APrC
Direction for Consideration:
This is an informational presentation and joint meeting with the members of the Advisory Parks and
Recreation Commission and no specific action is required. Pending Council’s direction, the CIP will be
included on a future regular City Council agenda for formal action.
Facts:
The Advisory Parks and Recreation Commission meets annually with the City Council to have
dialogue that is important to their advisory work with respect to the Parks and Recreation
Department.
As part of the joint meeting, Director Pimental and the Parks and Recreation team will present
the 2019 – 2023 five year CIP program to Council.
Similar to previous years, the CIP will focus on several areas of park system development,
including maintenance related items, new park amenities, improving current conditions with
park facilities and creating more balance and equity throughout the system.
New in 2019 will be a cost sharing agreement for a field lighting project at Thresher Fields with
the local youth athletics association and local soccer clubs.
Foundational work for this CIP includes the 2015 Parks System Master Plan, Eagan Forward and
the engagement work with the community that was created throughout that process, as well as
additional community engagement and research coordinated through the work of the APrC.
Proposed CIP projects for 2019 will be a large focus of the presentation, will total approximately
$2,515,000, and includes a wide variety of projects, large and small.
2017 was a record year of development in the City and thus the Park Dedication fees and Park
development fund grew in 2018. Funding for the Parks CIP includes both dedication fees as well
as an approximate $400,000 per year of tax funds.
The 2019 projects and remaining years of projects in the 2019-2023 plan continue the effort of
making Eagan’s park system one of the more balanced park systems in the state, blending
amenities for all throughout the City.

To Whom it may concern,
This letter is to inform the City of Eagan that Eagan Wave Soccer Club (EWSC) is committed to a
partnership with the City to install lights at the Thresher Park soccer fields.
This enhancement to the fields would benefit the Club and the City in the following ways:
• Provide much needed additional field time for our summer and fall season games and clinics
• Enable us to stay within the City of Eagan to play league games as opposed to looking outside
the City to find additional necessary space
• Allow for additional games to be added to the fields during our Future Stars Tournament in May
• Ability to execute an "under the lights" tournament that would provide additional out-of-town
revenue for local businesses
• May free up fields for use by other EAA programs
We believe this is the prime location for a field with lights as Thresher Park is not located near a
residential neighborhood where lights and evening activities may cause a disturbance.
Eagan Wave SC is willing to commit to $150,000 towards the funding of this project, payable over the
course of 5-15 years.
