Therefore, thbparEy committing the offense mentioned may be made to remove the nuisance he has created or pay the cost thereof and in addition may be prosecuted for committing the public nuisance either in Justice Court or in the Municipal Courts of West St. Paul or South St. Paul. In the event that the peace officer has to remove the nuisance, the cost thereof shall be borne by the Township which shall then be assessed against the property upon which the nuisance is located. These coots ahall at the time of certifying property taxes to the County Auditor shall be included on the tax roll and collected by the County Treasurer who in turn she11 reimburse the town in the same manger as other taxes are collected and paid. (See W.S.A. Section 145.23)• The notice which has been provided pursuant to M.S.A. Section 145.22 must be served upon the owner of the property upon which the nnisaaoe is located. If the owner of this property is not the same person who committed the nuisance in the first instance, I would recommend that a copy be served upon him also. The notice may be served by the con- stable of Eagan Township by delivering a copy of the notice to the above mentioned parties either personally or by mailing a copy there- of at the residence of such parties with a person of suitable age and discretion, meaning someone over the age of 18 years old. The con- stable, or whoever may serve the notice, shall then attach his Affidavit of Service upon these individuals to the.siiginal notice which shall then be filed with the Town Clerk. Mr. Bennett was appreciative of the'fact we had called him rather than proceeding with the filing of a complaint with the Railroad and Varehouse Coamisaion. He stated that he would advise the Engineering Department of the request and that an investigation would be commenced immediately. This, he stated, would take from two to three weeks to complete whish is the normal period in any ' event that the Railroad and Warehouse Comminaion would allow the Railroad before setting a date for hearing.. In the event that the Milwaukee Railroad, after investigation and report, determines that the crossing does not merit the installation of such a signal, we will still not be predudiced in filing a formal complaint and having the matter set down for i=ediato hearing in view of the fact that their investigation would then have been coa- ploted. Haset, Chief Section of Water Supply and General Engineering 0 hMiNESOU DEPARVENT OF HEALTH Division of Environmental Sanitation Information Relative to Plan Examinations The examination and report on plans and specifications for water supply, sewerage, and plumbing systems is made to inform the State Board of Health concerning the sanitary features of projects presented for consideration in accordance with Regulations 200 and 277, respectively, of the State Board of Health. The approval of such plans is given upon the supposition that the survey and other data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the engineer or architect who designs the project. Water -supply plans are examined with regard to the location, construction and operational features of the design and maintenance of all parts of the system which may affect the safety and sanitary quality of the water. Examination is based on the standards contained in the Manual of Water Supply Sanitation. Plans of sewerage and waste disposal systems are examined with regard to the features of design which concern the operation and maintenance of sanitary sewers and treatment works; the efficiency of proposed treatment processes, and compliance with stream standards. The examination is based upon the bulletin entitled, IfInformation on the Preparation and Submission of Plans for Municipal Sewer Systems and Sewage Treatment Works," and the bulletin, "Small Sewerage Systems." Plans on plumbing systems are examined only insofar as the provisions of the Minnesota Plumbing Code apply. As you know, we plan to erect four towers with an approximate height of 250 feet each. They will be placed in a straight line down the center of the 20 acre piece of property and will be aligned 17 degrees off a north and south path. Inasmuch as the property is 730 feet wide, east and west, and 1230 feet long, we can assure you that the towers are not now and will never be of a height sufficient to fall off of the property in case one or more might be blown down. Incidentally, it is a rarity for any radio antenna to fall and antennae with guy wires, the type ours will be, never fall completely flat but might occasionally buckle at the top in case of severe winds. These towers are built to withstand winds up to 125 miles per hour under iced conditions. We assure you that we will carry adequate liability insurance on our property and equipment at all times and take every reasonable precaution to protect against in- jury to anyone. Each tower will be fenced in at the base with a standard six-foot high industrial type fence topped by barbed wire to prevent vandalism and to guard against injury to children. We can assure you that we anticipate an engineer will be on duty at the transmitter building most of the time and that he will be there at least once during each 24 hours to maintain the property and equipment. We will plan to keep all of the grounds in presentable and safe condition. R. 1 Saint Paul 11, Minnesota Re: Cliff Road Dear Mr. Rahn: We write at the request of Christen K. Erikstrup, a resident of and property owner in the Township of Eagan, Dakota County, Minnesota. Mr. Erikstrup's land abuts on Cliff Road at its junction with Dakota County Highway 19. Mr. Erikstrup had shown us a survey of this area and it is apparent from the survey that Cliff Road, as it runs westerly from Highway 19 is not built on the section line. Mr. Erikstrup has recently recorded a plat to the property lying north of Cliff Road at this point. This plat was approved by the Town Board. The plat shows that the center line of Cliff Road at this point is on the section line. The survey in Mr. Erikstrup's possession shows that the actual location of Cliff Road is 87.7 feet south of the section line at this point. Air. Erikstrup further explains that he is being caused damage by the washing of the road at this point and that recently the road was re -graded to some extent and the contractor made some additional encroachments on his land. He is very anxious to get the road built on its proper right of way, that is, with the center line on the section line. We advised him that the Town Board no doubt had no desire to encioach-on private property or to cause financial loss or personal damage to any private person. We, therefore, respectfully request that you investigate this matter and make arrangements to establish the road in its proper course if at all feasible. We have made a detailed complete investigation of all of the plans and specifications, and find that the board of supervisors of Eagan Town- ship, Dakota County, Minnesota, have granted a franchise to Cedar Grove Utilities Co., Inc. for the construction of sanitary setuers, watermain, tomer and tank, and well within the limits of Cedar Grove No. I in Dakota County, Minnesota. In'hheeking over the detailed plans and specifications for the various parts of the improvements contcaplated by the Cedar Grove Utilities Co., Inc., we have started out with the study of the plans and specifications for the storm serer for that portion of Cedar Grove, known as Cedar Grove No. I. In order to prevent the construction of valley gutters on certain streets within Cedar Grove No. I area, nae are making the following suggestions as to additional construction of storm sewers other than those shown on the set of plans. In order to relieve the intersections of Zircon Lane and Emerald Lane so that this may be constructed as a normal intersection, we make the suggestion that an 18" RCP storm sewer be con- structed in Topaz Drive from the mgphole at the intersection of Garnet Lane and Topaz Drive south in Topaz Drive to its intersection Waith Zircon Lane and County Road, known -as Towm Road, along the east sido of Cedar Grovo No. I. At the intersection of Fmemld Lane and Zircon Lane, we believa that there should be a catch basin placed at the northwest corner and two catchbasins placed at the northeast comer of this intersection. Also, one should be placed at the middle of the intersection going east and west on the south side of Zircon Lane. We believe that there should be one catch basin at the northwest corner of Town Road and Zircon Lane, and one at the center of the intersection going north and south on the east side of Town Road. There should be a catch basin on the southeast corner of the inter- section of Topaz Drive and Zircon Lane. We also believe there should be a catch basin at the northeast comer of the same intersection. A 24" RCP storm sewer should be constructed in Topaz Drive from Garnet Lane north and easterly to the intersection of Topaz Drive and Emerald Lane, with two catch basins at the northwest corner of the interseeticm of Emerald Lane and Topaz Drive, two catch basins at the northeast corder of the same intersection, one catch basin at the southwest corner of this same intersection, and one at the southeast corner;_thence moving 0 0 do%m to the intersection of Opal Drive, Topa: Drive, and Opal Place. Fre believe that them' should be two catch basins at the northwest corner of this intersection, tura at the norlOieaet corner, one at the southwest corner, and one at the southeast corner. At the intersection of Garnet Lane and Topaz Drive there should be two catch basins at the northwest corner -instead of one as sho-in on the plans. Tho southwest corner of this intersection can be left trith one cai:ch basin as can the east side. In checking the intersection of Dlamo:id Drive and Garnet Lane, ve find that there should be two catch basins at the southeast cornu and ts-o catch basins at the southwest corner of this intersection. At the intersection of Sapphire Lene and Garnet Drive there should be two catch basins at the southwest corner and two at the southeast corner. There also should be tiz catch basins at the northeast corner. - There should be one catch basin at the interaection of Sa_,gbire Lane and Diamond Drive, one catch basin at the northeast corner, and one at the southeast corner. There should be constructed on Emerald Lane from Diamond Drive to Opal Drive, an 10" RCP storm sewer with tura catch basins at the southeast corner of the intersection, me catch basin at the southwest corner, and ono at the northeast side. With the temperature situations in the State of Minnesota as they are, during the spring season there are certain periods of the day which the water thaws from the streets in the towns and villages and runs into the catch basins placed at the intersections for the purpose of carrying away this waster. However., the flow into the catch basin_ is rather slow because of the temperature not being too warm. As the water gents into the catch basin leads, it runs into an additional cooler temperature because of the leads being buried in the ground: Therefore, this water chills rapidly. As the sm goes down in mid afternoon, the temaorature lowers iamiediately, and there is a tendency to partially fill this catch basin lead with ice. Because of this reason, and of the fact that sometime -in the future Eagan Township may be asked to take over the cost of maintenance of the storm sewer, we believe that the storm sewer leads into the catch basins of all instances should be not less than 15 inches in diameter. We realise that this is a debatable question, but we do think that it is a question that should be discussed quite thoroughly among the members of Mard of Supervisors, and the owners and operators of the Cedar Grove Utilities Co., Inc. We notice that there is no franchise given by the Board of Supervisors of Eagan Township to the Cedar Grove Utilities Co., Inc. for the con- struction, operation, and maintenance of.the storm sewer in Cedar Grove No. I. Ve do not know 1whether the attorneys involved consider this necessary or not. Houvver we believe that it should be brought to the attention of the Board of Supervisors because it does leave a question as to whether the Cedar Grove Utilities Co., Inc. has a right to constructstorm sewers within the confines of Cedar Grove No. I without the expressed privilege being granted to them by the Hoard of Supervisors •of -the Township. With the exception of the pointe brought out in the above portion of this report, we find the plans and specifications for the storm sewer contemplated in'Cedar Grove No. I to be sufficient and adequate. 0 0 REPORT PART II 40 SAMARY SUIS lie wish to call the attention of all concerned, are e the Board of Supervisors of. Eagan Township and the officers of Cedar Grove Utilities Co., Inc., that we do not have an hand a set of plans and specifications for that portion of the sanitary sewers system known as the waste treat- ment plant. A set of these plans and specifications should be made available to, permit the e2mnination as to whether or not these will permit the construction of a utility of sufficient size to properly take care of all the proposed population within the area set forth in the frenebise for this sanitary sewer system. We have in mind that this sewage waste treatment plant has probably been designed to take different sections of this project in different sections of the plant. As yet we have no definite information along this line. The waste treat -=t plant for Cedar Grove No. I area should be of sufficient size to handle an anticipated population of at least 950 people, and possibly more. We figura the completed final waste treat- ment plant for the entire Cedar Grove project should be able to brindle around 6,500 people. • In checking over the plans and specifications for the sanitary sewer pipe line portion of the sewer system, we find that this conforms in general with the standard plans and specifications for such ;cork. He also find that it meets the requirements of the Minnesota Department of Health, as is required by all sanitary sewer systems, minimum falls are prescribed for all size pipe lines, and these have been conformed to in all respects. The specifications for the sanitary sever construction have specifications for the construction of sanitary sewer service lines connecting the sewer in the street with each lot or resident. Howover, ure have no plane of wq nature which tell us crow many and the location of these service lints that are to be constructed in Cedar Grove No. I. Hence, it is the intention of the Cedar Grove Utilities Co., Inc. to furnish the sanitary sewer service and the water service to the lots within Cedar Grove No. I. on which the Cedar Grove Construction Co, plan on constructing houses, Since it is anticipated that the Cedar Grove Utilities Co., Inc. Will construct the surfacing of all of the streets within Cedar Grove No. I. It seems it is going to be necessary that sanitary sewer service limes and waterworks service lines be constructed to each lot within Cedar Grove No. I. For this reason, the plans and specifications should indicate in some waywhere the Village Board of Supervisors may be able to find this information. It is anticipated by the reviewers that the Cedar Grove Utilities Co. Inc. or the Cedar Grove Construction Co., whichever firm is to operate, • regulate, and maintain the sanitary sewer system, will have to have some type of payment from the users of this system to pay for the operating costs of the sanitary sewer disposal plant. Such operating costs would bave to be electrical current cost and also the 'operation cost should include the expense of the men who is required tie operate this plant. We have not found anywhero in the franchise, nor in the plats and speci- fications, ti2ereby the Board of Supervisors of Eagan Township have retained the right to regulate and supervise the installation of such a rate. Before a rate is established for this sanitary sewer service, it should be properly supervised, checked, and approved by the Board of Supervisors of Eagan Township. We find in checking the plans and specifications for this seaer system that they conform in all respects to the rules and regulations placed on such plans and specifications by the Minnesota State Board of Health. The I•iinnesota State Board of Health have rules and regulations which govern the type of design and different parts of the dosign for sanitary sewers, water, swi ing pools, and wells. We believe that the plans and specifications for the srilitarj am--er system are adequate with the exception that there should be a rate established for the sanitary sews service and that provisions Should be mde and plans should indicate to the Board of Supervisors where the sanitary serer service lines ars to be constructed. 0 0 REPORT PART III This part of the report will refer to tho plans and specifications for the watermain system and for the deep well and elevated tank and steel tower. We have checked all those plans and find that they comply in all respects to the standards for such construction set forth by the Minnesota Department of -Health for which all jobs of.this nature must pass. We do not know what the capacity of the uvll is, but do expect that by this time the pumping test has bom► made and that the engineers for and the officers of the Cedar Grov2 Utilities Co., Inc. know vthat the capecity is.' Again, as in the case of the sanitary sewer system, we find that the plans and specifications contain specifications for the usher services. However, we do not find any plans or list for the water construction that gives us an idea as to 70here these water service lines are to be constructed. For this reason, va believe that either a list or a statement of all the lots to be served the water services should be made available to the Hoard of Supervisors, because it is up to thea to see that all of the water and suer services are constructed to all lot lines prior to the construction of the street surfacing. Stine have gone over the complete water supply system plans and specif— ications and find them to be adequate for the work involved with tho exception of the suggestions we have made in the bock* of this report'. The size of the watermain seem to bo oufficient for the area koou" as Cedar Grow No. I. However, ere have no kao-vledge of the elevations of the ground at other various points in the Cedar Grove development. However, we expect that. the corgeW and its engineers will be able to show that it is possible to get 50 pounds of pressure at any hydrant at any point in the Cedar Grove development as set forth in the franchise agreement as i'ar as area is concerned. We have checked over the possibility of placing a gate valve an each hydrant lead, and have come to the conclusion that it will not be necessary to do this in Cedar (rove No. I because there are a sufficient number of valves on the watermain lino to permit the repair of any hydrants that might be broken and not put too many houses out of service. There are no detailed plana for the toerer and tank in this set of specifications, but each tank bidder is to furnish the tower and elevated tank, and all incidentals thereto, as set forth in the latest standard specification for elevated steel water tank, pipes, and reservoire of the American Waterworks Association, which is a national organization, permitted to be used by all fire underuriters and all States Hoards of of Health. • . • REPORT PART IV This a part of the report an our check of the plans and specifications for the proposed street improvemauts and surfacing for Cedar C=vo Pio. I in Ragan Tovmship, Dakota Uountyr, Minnesota. The plans and specifications call for a 12" sand gravel sub -base selected from the materials obtained at the site as nearly as possible, and which calls for a compaction of this 12" sand gravel sub -bass to be made until no further compaction is possible. After the sand gravel sub -base has beer. compacted into the proper place, the contractor is to than construct a stabilized base composed of gravol and soil as may be required, and which shall be Netted and compacted. These materials shall conform to the quality of the materials asked for in the Minnesota standard specifications, and shall be properly stabilized to ordainary compaction Nhich is to a point where no further compaction ie feasible. Next, on top of this stabilized base, after it has been placed in the proper location, properly stabilized, and the surface of it brought to the exact proposed stmt grade, ther3 shall be placed thereon two inches of single aggregate tyk=e plant - mixed bituminous surface, all mixed and placed according to the Minnesota Highway Department standard specifications for this type of work. After this sand gravel base has been constructed and the six-inch soil stabilized gravel placed and the 2" hot -plant mixed asphaltic concrete wearing surface has been placed and properly rolled, there sha11 be constructed on each side a curb knowm as bituminous curb which is to be machine placed, and udtich shall be placed as indicated on the plans. We note that the crown of the street is six inches and believe that it is ample for this type of street. However.. on streets in the sub- division which have a slight fall longitudely, the drown should be reduced to prevent the collection of the Nates at the curb during the heavy rains. After chockdng the plans and specifications for the street improvements., we believe that the specifications are adequate and sufficient and that if the improvement is constructed to conform to these specifications that the job will give good service. Howrever, caution should be tarn so that no holes will have to be dug into the new pavement after it has been constructed.. Care also should be taken in outlining the specifications for blacktop curb. Zfa do not find any copies of the specifications included for this asphalt curb. This should be dis- cussed quite thoroughly with the Asphalt Association to be sure that this curb has a hardness sufficient to prohibit any marking by the parking of cars. It should be determined, and Inspection should obtain, a difference in the mixture in the asphalt 2 -inch top and the asphalt curb because the curb sould be of a different type of asphalt and should be of a mixture that will give a harder mix than the street surface. In laying the 2 -inch hot mix surface, great care should betaken to see that it is laid according to the street grade so that the asphalt curb will not have any ghigh or low spots obtained from the surface of the pavement. At all points on the streets where the pavement stops, 0 0 such as the end of Disrond TTrive and 'the north botttdaay line of the track and at the c:nd of Topaz Drive and the north boundary line of the track, there should be placed an asphalt header of sufficient sizo and bulk to prevent the breaking dorm of the pavement as cars come up on to the surface. The plans and specifications for the asphaltic concrete pavement in the project 6 -mm as Cedar Grove No. I.. shore the widths of the streets to be s=Taeed to be 30 feet in the clear. We realize that there is a possibility for a difference in opinion on this particular width. We have done much studo-ing on this and find that in order to prevent as maip accidents as possiblep the width of this particular pavement sbould be 36 feet in the clear instead of 30 feet. Our reason for this is that a car normally takes up from 6 1/2 feet to T 1/2 feet at the crab. A 36 foot street will leave a sufficient amount of room between two cars to permit the passing of two nore cars urithout much chance of an accident. Furthermore, since this addition evidently contenplates no sidewalks, it would provide additional space in the street for ped— estrians. This should be left for discussion before making a final decision. Ile have checked ell of the above mentioned plans and specifications and as we have stated before herein, beliavt they'are adequate mid sufficient with the possible exceptions tm have mentioned in the body of this report. Stalland LMSacag EncL REPORT To the Hoard of Supervisors of Eagan Township, Dakota County Mnnesota The following is a report on the adequacy and sufficiency of the plans and specifications for the construction of storm sever, omitary sewer, and appurtenances thereto; watermain construction, including tower and tank, well and pumps, and the uavmm&nt of .lte streets. Ve have made a detailed complete investigaticn of all of the plans and specifications, and find that the board of supervisors of Eagan Towrn- a2ep, Dakota County, Minnesota, have gianted a franchise to Cedar Grove Utilities Co., Inc. for the construction of sardtary smers, watermain, tower and tank, and well within the Limits of Cedar Grove No. I in Data County, Finnesota. In`Fhecking over the detailed plans and specifications for the various parts of the improvements contemplated by the Cedar Grove Utilities Co., Inc., we have started out with the study of the plans and specifications for the storm serer for that portion of Cedar Grove, known as Cedar Grove •NO. I. In order to prevent the construction of valley gutters on certain streets within Cedar Grove Ho. I area, we are making the following suggestions as to additional construction of storm sewers other than those shown on the set of plans. In order to relieve the intersections of Zircon Lane and Emerald Lane so that this may be constructed as a normal intersection, we make the suggestion that an 1811 RCP storm sewer be con- structed in Topaz Drive from the whole at the intersection of Garnet Lane and Topaz Drive south in Topaswith _ Drive to its intersection wit Zircon Lane and County Road, known As Town Road, along the east side of Cedar Grove No. I. At the intersection of Emerald Lane and Zircon Lane, tae believe that there should be a catch basin placed at the northwest corner and two catchbasins placed at the northeast comer of this intersection. Also, one should be placed at the waddle of the intersection going east and west on the south side of Zircon Lane. We believe that there should be one catch basin at the northwest corner of Town Road and Zircon Lane, and one at the center of the intersection going north and south on the east side of Town Road. There should be a catch basin on the southeast corner of the inter- section of Topaz Drive and Zircon Lane. We also believe there ahonld be a catch basin at the northeast corner of the same intersection. A 240 RCP storm sewer should be constructed in Topaz Drive flue Garnet • Lane north and easterly to the intersection of Topaz Drive and Emerald Lane, with two catch basins at the northwest corner of.the intersection of Emerald Lane and Tlopas Drive, to catch basins at the northeast corner of the same intersection, one catch basin at the southwest corner of this ease intersection,_ and amp at the southeast corners thence moving Ir 0 dem to the intersection of Opal Drive, Topai Drive, and Opal Place. !Is believe that there should be two catch bamins at the northwest '• corner of this intersection, two at the northeast corner, one at the southwest corner, end one at the southeast corner. At the intersection of Garnet Lane and Topaz Drive there should be two catch basins at the northeast corner instead of one as. shown on the plans. Tho soutin?est corner of this intersection can be left with one catch basin as can the east side. In checking the intersection of Diamond Drive and Garnet Lane., Gas Bind that there should be two catch basins at the southeast corner end two catch basins at the southwest corner of this intersection. At the intersection of Sapphire Lane and Gsrhet Drive there should be two catch basins at the southwest corner and two at the southeast corner. There also should be two catch basins at the northeast corner. There should be ons catch basis at the intersection of Sapphire Lane and Diamond Drive, one catch basin at the northeast corners and one at the southeast corner. There should be constructed on F -herald Iauxo from Diamond Drive to Opal Drive, an lei" MP storm sm-ar with taro catch basins at the southeast corner of the intersection, a72 catch basin a this southwest corner, and ons at the northeast side. With the temperature situations in the State of Minnesota as they axe, during the spring season there are cortairi periods of the day which the water thaws from the streets in the towns and villagee and rams into the catch basins placed at the intersections for the purpose of carrying away this tinter. Houmvor, the flow into the catch basin is rather • slow because of the temperature not being too varm. As the water gets into the catch basin leads, it tuns into an additional cooler temperature because of the leads being buried in the ground: 'therefore, this eater chills rapidly. As the snm good down in mid afternoon, the temporature lowers immediately, and there is a tendency to partially fill this catch basin lead with ice.. Because of this reason, and of the fact that sometime,.in the future Eagan Tocroship may be asked to take over the cost of maintenance of the storm sewer, we believe that •the storm sewer leads into the catch basins of all instances :ms :mould be not les than 15 inches in diameter. We realize that this is a debatable quastion, but we do think that it is a question that should be discussed quite thoroughly among the members of B6ard of Supervisors, and the owners and operators of the Cedar Grove Utilities Co., Inc. We notice that there is no franchise given by the Board of Supervisors of Eagan Township to the Cedar Grove Utilities Co., Inc, for the con- struction, operation, and maintenance of.the storm sewer in Cedar Grove No. I. We do not know whether the attorneys involved consider this necessary or not. However we believe that it should be brought to the attention of the Board of &;;r ri.sors because it does leave a question as to whether the Cedar Grove Utilities Co., Inc. has.a right to construct storm sewers within the confines of Cedar Grove No. I without . • the expressed privilege being granted to them by the Board of Supervisors of. the Township. With the exception of the points brought out in the above portion of this report, we find the plans and specifications for the storm sewer contemplated in Cedar Grove No. I to be sufficient and adequate. 0 0 REPORT PART II 0 SANITARY SEWERS' We wish to call the attenti6n of all concerned, who are the Board of Supervisors of Eagan Township and the officers of Ceder Grove Utilities Co., Inc., that we do not have an hand a set of plans and specifications for that portion of the sanitary sewers system horn as the waste treat- ment plant. A set of these plans and specifications should be made available to, permit the examination as to whether or not these will permit.the-construction of a utility of sufficiont size to properly talus care of all the proposed population within the area set forth in the franchise for this sanitary sewer system. lie have in mind that this swage waste treatment plant las probably been designed to take different sections of this project in different sections of the plant. As yet we have no definite information along this ling. The taste treatment plant for Cedar Grove No. I area should be of sufficient size to handle an anticipated population of at least 950 people, and possibly more. Wo figura the completed final waste treat. ment plant for the entire Cedar Grove project should be able to handle around 6,500 people. • In checking over the plans and specifications for the sanitary setwer pipe line portion of the sever system, we find that this conforms in general with the standard plans and specifications for ouch work. We also find that it meets the requirements of the Minnesota DGpartmeat of Health, as is required by all sanitary sewer systems, mt-jd� falls aro prescribed for all size pipe lines, and these have been conformed to in all respects. The specifications for the.sanitary sewer construction have specifications for the construction of sanitary nearer service lines connecting the sewer in the street with each lot or resident. Howover, -ue have no plans of any nature which tell use how many and the location of these service lines that are to be constructed in Cedar Grove No. I. Hence, it is the intention of the Cedar Move Utilities Co., Inc. to furnish the sanitary saver service and the water service to the lots dthin Cedar Grove No. I, on which the Cedar Grove Construction Co. plan on constructing houses. Since it is anticipated that the Cedar Grove Utilities Co., Inc. will construct the surfacing of all of the streets within Cedar Glove No. I, it seems it is going to be necessary that sanitary sewer service lines aid waterworks service lines be arustructed to each lot within Cedar Grove No. I. For this reason, the plans and specifications should indicate in some way where the Village Board of Supervisors may be able to find this information. It is anticipated by the reviewers that the Cedar Grove Utilities Co. 1=. or the Cedar Grove Construction Co., whichever firm is to operates • regulate, and maintain the sanitary serer system, will have to have some type of payment from the users of this system to pay for the operating touts of the sanitary sewer disposal plant. Such operating costs would have to be electrical current cost and also the 'operation cost should include the expense of the man who is required to'operate this plant. Before a rate is established for this sanitary sewer service, it should be properly supervised, cheeiaed, and approved by the Board of Supervisors 'of Eagan Towaahip. I -To find in checIdng the plans and specifications for this sev ar system that they conform in all respects to the rules and regulations placed on such plans and specifications by the Minnesota State Board of Health. The Minnesota State Board of Health have rules and regulatior_3 which govern the type of design and different parts of the deaign for sanitary severe, water, sw mn ng pools, and fells, We believe that the places and specifications for the sanitary mror system are adequate with the exception that there should be a rate establistaod for the eanitary se-.mr service and that provisions chould be made and plans should indicate to the Board off �S�upervisors where the sanitary sewer service lines are to La constructed. r REPORT PART III This part of the report will refer to the plans aid specifications for the tratermain system and for the deep .,ell and ele,sted tank and steel tower. We have checked all those plans and Find that they comply in all respects to the standards for such construction set forth by the Minnesota Department of Health for which all jobs of.this nature must pass. We do not know what the capacity of the wall is, but do expect that by this time the pumping test has bG= made and that the engineers for and the offices of the Cedar Grove Utilities Co., Inc, know What the capacity is. Again, as in the case of the sanitary sewer system, we find that the pleas and specifications contain specifications for the nater cervices. However, we do not find nay plans or list for the water construction that gives us an idea as to where these water service lines are to be constructed. For this reason we believe that either a list or a statement of all the lots to be served the water services should be made available to the Hoard of Supervisors, because it is up to them, to see that all of the water and sewer services are constructed to all lot lines prior to the construction of the street surfacing. le have gone over the complete water supply system plans and specif- ications and find them to be adequate for the work involved with the exception of the suggestions we have made in the body of this reporL•. The size of the watermains seem to be aufficient for the area known as Cedar Grove No. I. However, we have no kwaledge of the elevations of the ground at other carious points in the Cedar Grove development. Hor-ever, ore expect that.the company and its engineers will be able to show that it is possible to get SO pounds of pressure at any hydrant at any point in the Cedar Grove development as set forth in the franchise agreement as far as area is concerned. We have checked over the possibility of placing a gate valve on each hydrant lead, and have come to the conclusion that it will not be necessary to do this in Cedar Grove No. I because there are a sufficient number of valves on the watermain Lias to permit the repair of any hydrants that might be broken and not put too many houses out of service. There are no detailed plane for the tower and tank in this set of ' specifications, but each tank bidder is to furnish the tower and elevated tank, and all incidentals thereto, as set forth in the latest standard specifications for elevated steel water tank, pipes, and reservoirs of the American Waterworks Association, which is a national organization, permitted to be used by all fire underwriters and all States Boards of of Health. Ii i REPORT PART IV Thio a part of the report on our check of the plans for the proposed street irnp,-�ovemants and surfacing in Eagan Towmmship, Dakota County, Minnesota. 0 and Eq=ificatdons for Cedar Grove He. I The plans and specifications call for a 12" sand gra-vel subbase selected from the materials obtained at the site as nearly as possible, and ubich calls. for a compaction of this 12" sand gravel sub -base to be made unm no further compaction is possible. After the sand gravel sub -base has been compacted into the proper place, the contractor is to then construct a stabilized base cmuposed of gravel and soil as may be xequirod, and uMich shall be wetted and compacted. These materials shall conform to the quality of the materials asked for in the Minnesota standard specification:, and shall be properly stabilized to ordainary compaction uhich is to a point where no further compaction is feasible. Next, on top of this stabilized base, after it has been placed in the proper location, properly stabilized, and the surface of it brought to the exact proposed str=t grade, theca shall be placed thereon two inches of single aggregate type plant - mixed bituminous surface, all mixed and placed accord g to the Ihinnesota Higlraay Department standard sparifications for this type of work. After this sand gravel base has been constructed and the six-inch soil stabilized gravel placed and the 2" hot -pl=at mixed asphaltic concrete wearing surface has been placed and properl,S; r oUed, there shall be constructed on each side a curb knotm as bituminous curb which is to be machine placed, and tmich shall be placed as indicated on the plans. lie note that the creta► of the street is six inches and belied that it is ample for this type of street. Howevw, on streot3 in the sub- division which have a slight fall longitudely, the dream should be reduced to prevent the collection of thb water at the curb during the heavy rafts. After checking the plans and specifications for the street improvements, we believe that the specifications are adequate and sufficient and that if the improvement is constructed to conform to these specifications that the job will give good service, however, caution should be taken so that no holes uill have to be dug into the new pavement after it has been constructed., Care also should be taken in outlining the specifications for blacktop curb. 1-b do not find any copies of the specifications included for this asphalt curb. This should be dis- cussed quite thorougbly with the Asphalt Associationto be sura that this curb has a hardness sufficient to prohibit any marking by the parking of cars, It should be determiried, and Inspection should obtain,, a difference in the mixture in the asphalt 2 -inch top and the asphalt • curb because the curb sould be of a different type of asphalt and should be of a mixture that will give a harder mix than the street surface. In laying the 2 -inch bot mix surface, great care should betaken to see that it is laid according to the street grade so that the asphalt curb will not have ary ghigh or low spots obtained from the surface of the pavement. At all points on the streets xhere the pavement stops, such as the end of Diannd TYriva and the north boualary line of ;,he track mm4 at UO cad of Topa: Drive and the north bouadery lino of the track, there should be placed an asphalt header of sufficient size and bulk to prevent the breaking down of the pavement as care come up on to the surface., The plans and specifications for the asphaltic concrete pavanent in the project known as Cedar Grove No. Z9 aho'a the widths of the stregLa to be surfaced to be 30 feet in the clear. k'.e realize that there is a possibility for a difference in opinion on this particular width. We have done much studying on this and find that in order to prevent as mm W accidents as-povsible, the width of this particular pavement should be 36 feet in the clear instead of 30 feet. 0ur reason for this is that a car normally takae up from 6 1/2 foot to 7 1/2 feet at the cult. A 36 foot street will leave a sufficient P=unt of room bet-.,;eeu two cars to permit the passing of two rDre care without much chance of an accident. Furthermore, since this addition evidently contemplates no sidewalks.. it would provide additional space in the street for ped.. estriane. This should be left for discussirnm before making z final decision. These procedures have been successfully used by the Town Board of the Township of Inver Grove in the South Grove Addition, a similar development to Dthe one being commenced in Egan Township. Following the registration of the plat, the engineers estimate the grade on the streets and the town board is then asked to accept the grade so estimated. To Skodje Associate Public Health Engineer 0 MINNESOTA DEPARTMENT OF HEALTH Division of Environmental Sanitation Information Relative to Plan Examinations The examination and report on plans and specifications for water supply, sewerage, and plumbing systems is made to inform the State Board of Health concerning the sanitary features of projects presented for consideration in accordance with Regulations 200 and 277, respectively, of the State Board of Health. The approval of such plans is given upon the supoositi'on that the survey and other data on which the design is based are correct, and that necessary legal authority has been obtained to construct the project. The responsibility for the design of structural features and the efficiency of equipment must be taken by the engineer or architect who designs the project. Water—supply plans are examined with regard to the location, construction and operational features of the design and maintenance of all parts of the system which may affect the safety and sanitary quality of the water. Examination is based on the standards contained in the Manual of Water Supply Sanitation. Plans of sewerage and waste disposal systems are examined with regard to the features of design which concern the operation and maintenance of sanitary sewers and treatment works; the efficiency of proposed treatment processes, and compliance with stream standards. The examination is based upon the bulletin entitled, "Information on the Preparation and Submission of Plans for Municipal Sewer Systems and Sewage Treatment Works," and the bulletin, "Small Sewerage Systems." Plans on plumbing systems are examined only insofar as the provisions of the Minnesota Plumbing Code apply. The State Board of Health reserves the right to withdraw its approval of plans if constriction of the project is not undertaken within a period of two years. The fact that plans have been approved by the State Board of Health does not necessarily mean that recommendations for alterations or additions may not be offered at some later time when changed conditions or advanced knowledge make improvements necessary.
