MINUTES OF A REGULAR MEETING OF THE ADVISORY PLANNING COH IITTEE

November 13, 1967
A regular meeting of the Advisory Planning Committee of Ragan Township,
Dakota County, Minnesota, was held at the tocm hall at 8:00 o'clock P. M.
with the following members present: Polzin, Rydrych, Diffley, Wachter and
Christenson. Those absent were Klingel and Beaudette. Upon motion the
minus -es of the previous meeting were approved as read.
Mr. James O'Neill appeared on behalf of the application of Rauenhorst
Development Corporation to rezone 80 acres of the former George Kirchner
property in Section 11 south of Lone Oak Road from Agricultural to I-1,
Light Industrial. Mr. O'Neill indicated that the applicant intended to
submit applications for additional acreage in Section 11 for rezoning from
Agricultural to I-1 Light Ind,istrial. Upon motion duly made and seconded it
was RESOLVED that the Planning Committee recommend to the Board that said
application be approved including the two acre parcel retained by George
Kirchner formerly used as his own homestead, the five acre parcel retained
by Marvin Rahn along Lexington Avenue and Lone Oak Road. Upon motion it was
further RESOLVED that the balance of the NE 1/4 of Section 10 not currently
zoned I-1 be rezoned to I-1 covering those parcels East of the Easterly
right of way line of proposed I -35E. It was FURTHER RESOLVED that said
applicaticns be subject to submission of proper legal descriptions by
applicant and submission of fees and proper application forms.
An application was submitted on behalf of M. Rodney Effress and Alphy
J. LeMay to rezone approximately 78 acres from Agricultural to R-1, R-4,
R-5, R-6 and C-2 for apartment complex and shopping area on Highway #31.
The applicant indicated that the rezoning would be requested for only R-1 and
R-6 and C-2. Upon motion made and seconded it was RESOLVED that said applicatio:

be, and hereby is, recommended for approval siebject however to submission
of a correct legal description.
The application of Carl R. Olson, 86 Sesnvur Street S. E., Minneapolis
to rezone certain property South of LeMay Lake in Section 10 from A, Agricultural
to R-6, Residential and I-1 Light Industrial which had been reset from the
October meeting was next presented. Mr. Olson appeared on behalf of the
application. After discussion concerning the proposed location of I -35E and
the application of Alphy LeMay for rezoning, the applicant withdrew his
application for the present until further negotiations concerning layout of
his property are completed.
The application of M. Rodney Effress and Herbert H. Polzin to rezone
approximately 43 acres and in addition a one acre parcel owned by Eugene
Napier in part of the North 1/2 of Section 2, South of Blue Gentian Road
from A, Agricultural to I-1 Light Industrial was next presented. Discussion
was also had concerning a parcel of approximately 21 Acres with 50' feet
frontage along the west side of Highway #49. The applicant indicated that
if the latter property has not been rezoned to C-2 or I-1 that an application
for its rezoning will be submitted and the Planning Co7m3lttee recommended
rezoning of said parcel.
It was noted that Mr. Polzin as a member of the Planning Committee
disqualified himself to act relative to said application an? temporarily
appointed Bill Rydrych as chairman. The applicant also submitted an application
to rezone the Albert Groth property of about 24.6 ac:, -(,.s in Section 1 from
Agricultural to C-2. Upcn motion made and seconded, it was RESOLVED thst the
foregoing applications be and hereby are, recommended for approval subject
however to submission of accurate legal descriptions.

The application of Rerbert S. Wells and :Oalcme W. Wells, Route 01, St.
Paul, to rezone land and for a special use parmit for certain property in
the Southwest quadrant of CSAR #30 and proposed I-351; from Agricultural to
C-1, Light Commercial for the proposed use as a Mobil 011 Station. The
Planning Committee discussed the set back on County Road 130 and submission
of a proposed layout for the ultimate development of the entire parcel of
about 4 acres. Upon motion made and seconded it was.RESOLVED that the Planning
Ilommittee be on record recommending approval of said application for r.ezxinl;
and for special use permit.
Mr. Wesley Schmidt, 4145 Lexington Avenue South, appeared on behalf of
his application for rezoning and approval of a preliminary plat of 1-1. Schmidt
Addition and for rezoning from A, Agricultural to R-1, Residential.

Please be advised that a special meeting of the Advisory
Planning Committee of Eagan Township will be held at Jim
Klingel's residence at 2633 Pilot Knob Road at 7:00 o'clock
P. M. on Monday, May 25, 1964.
The purpose of the meeting wil'1'be to consider the expansion
of Gopher Smelting Company which has been tentatively approved
by the Board of Supervisors subject only to approval by the
Advisory Planning Committee. The meeting will be short, but
it is necessary to have a quorum present for any action to be
taken.
