Consider the increase in rates for assessments•and connection charges for 1971 according to Town Engineer's proposal. 6. Consider special assessment on Eugene Slater property at Silver Bell Road 1. and Highway #13. 7. Discuss proposed billing procedure for payment of Metropolitan -Sewer Board municipal charge on a yearly basis. 8. Review procedure for preparation of descriptions by surveyor for easements. 9. Other new business. MINUTES OF MEETING OF ASSESSMENT COMMITTEE TONN OF EAGAN, DAKOTA COUNTY, MINNESOTA April 6, 1971 - 6:30 P.M. Those present were John Klein, Herb Polzin, Donald Knight, Bob Rosene, Alyce Bolke, Paul Hauge and Anna Goers. Mr. and Mrs. J. T. Hoffman of Blackhawk Road appeared together with Mr. Harry Ray, their attorney, concerning the Hoffman assessments for Blackhawk Road street improvements which were assessed in the Fall of 1970. Mr. Hoffman objected to the assessment being based on the.total of the front and rear lot lines divided in half as was the policy by the Assessment Committee on several other parcels on Blackhawk Road. It was further noted that the appeal time from the assessment had expired and after considerable discussion and review of the assessment, it was determined by the Assessment Committee that it would not recommend a change in the assessment on the property. Mr. Rosene was asked to look at the Hoffman driveway to determine if improvements could be made to the entrance to the driveway from Blackhawk Road. The Committee reviewed in detail the payment offers for acquisition of easements during the year 1971. It was noted that the 1970 schedule pro- vided for $1,000 per net acre of permanent easement in residentially zoned areas and $2,000 per acre in commercial and industrially zoned areas. Upon motion by Knight, seconded by Polzin, it was recommended that the Committee recommend to the Board of Supervisors that the same schedule be used for 1971. Upon further motion by Knight, seconded by Polzin, it was recommended that the payment of $50 to Mr. Donald Danner on Highway #63 be paid for sanitary sewer permanent easement over his property, based on $1,000 per acre for resi- dentially zoned property. 0 r The Committee then reviewed the proposed water main as'ses'sments in the Cedarvale Shopping Center on Highway #13. The Town Engineer and assessment clerk were asked to come up with specific proposals at the next meeting of the Assessment Committee to be held on April 20, 1971 at 6:30 P.M, at the Town Hall.
