MINUTES OF MEETING OF ASSESSMENT COMMITTEE
TONIN OF EAGAN, DAKOTA COUNTY, MINNESOTA
June 20, 1972
The Assessment Committee met at 7;00 P.M. at the Town Hall on June 20,
1972. All members were present except Knight.
The Committee first discussed the proposed connection charges for mobile
home units in general and in particular the Priebe I.obile Home Park in Inver
Grove Heights under the Inver Grove Heights -lagan Untility Agreement. Also the
Committee discussed the rate at which monthly service charges for sewer and
water should be charged against mobile home units. Upon motion by Rahn and
seconded by Polzin, it was recommended that connection charges for sewer and
water purposes be charged at the rate of three-fourths the rate for single fam-
ily dwellings or the same as for multiple units; it was FURTHER RESOLVED to
recommend to the Board that the rate for monthly billings for sewer and water
purposes be charged at three-fourths of the rate charge for single family
dwellings.
after discuszion, upon motion by Polzin and seconded Rahn, it was
:.;:SOLVED that the Assessment Committee recommend to the Board the payment of
$11,000 to the McCarthy family for easements over the McCarthy property at the
Southwest corner of Deerwood Drive and Pilot Rnob Road. It was noted that the
easements cover somewhat more than half a mile over the property and that in
order to follow terrain the engineer's design for the sewer interceptor covered
a substantial portion of the property.
The Committee then discussed the request of Mrs. Veronica McLean to
reduce the assessment for sewer and water lateral purposes on her property
North of Highway "55 and West of Highway #49. The Assessment Committee had
reviewed the matter earlier and determined that no reduction in the assessment

would be made unless it was shown to the satisfaction of the Town that the
Highway Department had acquired a portion of the property prior to the time
that the assessment for sewer and water late_als was levied in 1971.
The Committee also discussed the fuLure method of requiring payment for
connection charges on commercial, industrial and multiple units. It was noted
that only one development, namely the HiSite Development on Pilot Knob ':oad had
at present not paid its connection charges and that all other delinquent multi-
ple commercial units would be assessed or had paid their connection charges in
full. It was suggested that the current policy of requiring full payment at
the time of connection of such units be maintained in the future. Upon motion
by Rahn, seconded Polzin, it was recommended that the Town Cleric be authorized
to write the owners of the HiSite Apartment Complex and give them 30 days to
pay their connection charge in full together with interest from the time of con-
nection or in the event that such payment is not made that the Cleric be author-
ized to certify the full assessment on the tax rolls with the County Auditor.
Upon motion the meeting adjourned.
