SUBJECT: FEBRUARY 4 CITY COUNCIL AGENDA & UPDATE ON SPERRY PROPOSAL
February 4, 1986, City Council Agenda
Due to a rather agressive Public Hearing schedule, the February
4, 1986, agenda will exceed the 15 agenda items generally agreed
upon by the City Council. Typically, the 15 relate to specific
public hearings and development projects that require additional
discussion time. The City Administrator reviewed the Tentative
Agenda with Mayor Blomquist and it was their decision to eliminate
some of the items which would have made this agenda even longer
than it appears in your packet. A number of the items are indicated
as Old Business and will more than likely not require a great
deal of discussion. It is anticipated that there could be con-
siderable discussion on Public Hearing items A, C and D.
Sperry Update
After the memorandum and copy of a letter to Commissioner Dayton
• that were sent out to the City Council on Wednesday, which indicated
that a proposal containing the soft incentives could be submitted
to Sperry late next week and additional time would be allowed
for the hard costs, the City Administrator received a call from
Ed Michaud late Thursday afternoon indicating that he would
have to retract all of his statements and that Sperry wants
the entire proposal submitted on Thursday, February 6. Mr.
Michaud received word from the Sperry Corporation late yesterday
afternoon that it is their intention to make a decision on a
site March 6, 1986. Therefore, proposals are necessary 30 days
in advance of that date in order to make all the proper evaluations
in review of the various sites that are under consideration.
I told Mr. Michaud that the tangible incentives had been written
in draft form and will be in final form for typing on Monday,
February 3, and this document could be presented to Sperry on
Thursday, February 6. I also mentioned that the City Council
would be meeting Tuesday and, if necessary, would- meet in a
special session to finalize any hard cost incentives that may
include good faith language that all efforts will be made with
the State of Minnesota to acquire certain funding programs for
Sperry within the next several weeks. Mr. Michaud felt this
language was reasonable and had no objection to including that
type of statement as a part of the hard cost proposal.
The City Administrator had originally planned to recommend a
•Special City Council meeting for February 11 to review some
hard proposal costs and make a determination at that time..
At that meeting, the City's contribution would be the main .issue.
Unfortunately, time does not allow for a special workshop meeting

on the 11th. The, City Administrator will prepare several options
available for review and consideration by the City Council this
weekend for consideration as a part of the Administrative Agenda
and discussion at the regular meeting. The alternatives .will
address all the cost items that have been reviewed and discussed
by the City Council. As a courtesy, a chronology and outline
regarding the list of tangible incentives will also be included
with the hard cost alternatives on Monday.
