04/20/1971 - City Council RegularMINUTES OF 14EETING OF ASSESSMENT COMMITTEE MIN OF EAGAN, DAKOTA COUNTY, MINNESOTA April 20, 1971 A meeting of the Assessment Committee, Toom of Eagan, Dakota County, Minnesota was held at the Town Hall on April 20, 1971 at 6:30 with Klein, Polzin, Knight, Rosene, Bolke and Hauge present. The Committee first reviewed the proposed watermain assessments on Highway 413 in Cedarvale Shopping Center. The Tam Engineer recommended no assessment on the West end of the property near Cedar Avenue but that the water main be assessed on a front footage basis on Highway 413. In addition, he recommended $490.00 per acre supply storage and main oversizing assessment be levied against all the Cedarvale property between Highway 413 and Beau de Rue Road within the area described above. Upon motion by Polzin, seconded by Knight, it was RESOLVED that the recommendations above mentioned be accepted and recommended to the Tam Board. The Committee then reviewed certain sanitary sewer and water and storm assessments in Eagandale 44 on Mike Collins Drive consisting of some irregular lots. Upon motion by Polzin, seconded by Knight, it was RESOLVED that the Committee recommend to the Board that the building setback in an industrial area be used as the basis for the front footage assessment. The Committee next reviewed the letter from the Town Engineer of January 15, 1971 concerning trunk assessments and connection charges in Eagar for 1971. The Committee reviewed the recommendation and after discussion upon motion by Knight, seconded by Polzin, it was recommended that the rates as amended according to the letter above including $12 charge for sewage treatment plant assessments for industrial plumbing fixture units with a minimum of $240.00 be recommended to the Board for approval. The rates should take effect 0 0 as to new development as of January 1, 1971; as to old projects the effective date should be July 1, 1971. A letter from Jean Parranto concerning the assessment for street improvements on Silver Bell Road against the Eugene Slater property, future gas station site at Silver Bell Road and Highway #13 was next considered. It was noted that there was a triangular piece owned by the State Highway Depart- ment, and the owner objected to the assessment along Silver Bell over the State Highway property along the North side of the property. After considerable review and upon motion made and seconded, it was recommended that the Board revise its assessment from the 650 ft, assessment computed by taking 120 ft. x $13.75 a foot to provide for 50% of the assessment from the NW corner of the gas station site to the NE corner rather than from the NE corner to the most Northerly point of the State Highway triangular parcel. Alyce Bolke indicated the Sewer and I•later Maintenance Fund is the source of the Metro Sewer Board rental charge on a monthly basis for the Town of Eagan which for 1971 amounts to somewhat over $5,000 per month. The Town Attorney indicated that there are occasions when the surveys for utility or street easements require more detailed surveying work including a breakdown of the description for the easement adjoining each property owner. It was determined that for purposes of cutting the cost of surveying expenses for easement acquisitions the Town Engineer and Town Attorney make a decision in each case whether it is necessary to require a separate survey adjoining each property owner. The Committee discussed the method of acquisition of easements for the Elrene Road street improvements. The Committee recommended that the Toren determine from the property owners the demand for the right of way dedication and then submit the amount to the Assessment Committee and Board for review. The Town Engineer recommended that assessment hearings be held for the Oak Chase water main assessment, stubs and storm sewer assessments, -2- Eagandele 414 sanitary sewer, water and storm sewer improvements and the Cedarvale nater main improvements. The next meeting of the Assessment Committee viii be held on Play 1C, 1971 at 6:30 P.M. at the Town Hall. Upon motion duly made and seconded, the meeting was adjourned.
