05/18/1971 - City Council RegularMINUTES OF 1rBETING OF ASSESSMENT COMMITTEE TaTN OF EAGAN, DAKOTA COUNTY, 14INNZSOTA May 18, 1971 A meeting of the Assessment Committee, Town of Eagan, Dakota County, Minnesota, was held at the Town Nall on May 18, 1971. The following members were present: Klein, Polzin, Knight, Rosene, Bolke and Hauge. The Committee first reviewed the proposed assessments in Harvey Addi- tion No. 2 for street improvements. After considerable discussion, it was noted that the lateral sanitary sewer and water assessment determination of 125 average front feet was decided upon on October 20, 1970. It was further noted that there are 15 separate parcels and that there is a total of about 1960 front feet in the project. Upon motion by Polzin, seconded by Knight, it was recommended that the interior lots and the cul de sacs be assessed at 100 feet each; that the cul de sac lots on Chapel Lane be assessed at 100 feet plus a side lot allow- ance of 150 feet off of the actual frontage on Chapel Lane; that the property on the North side of Chapel Lane be.assessed on the basis of actual front foot- age less one street credit of 60 feet on the North side and further that the triangular piece on Highway 49 be assessed 115 feet frontage. The Assessment Committee reviewed the Oak Chase water main, stub and storm sewer, Eagandale No. 4, sanitary sewer, water and storm sewer and Cedarvale water main assessment rolls. There were no objections to the rolls. The Toxon Attorney and Town Engineer reported on the progress of the acquisition of the Elrene Road easements. They were requested to continue negotiation for the acquisition of the right of ray. The Engineer indicated that it would not be desirable to drop the grade in the area of the Braun property. • The Town Clerk indicated that certain lots in Letendre Addition are proposed to'be subdivided and that there is currently a $100 area assessment for trunk'sewer improvements on these lots. Upon motion by Klein, seconded by Knight, it was recommended that in any case where there is a lot split that thc- area split off would be assessed at the current area assessment lot rate which is consistent with the policy on comparable assessments in other areas at t:ie time of the split. Upon motion by Klein, seconded by Knight, it was recommended that the following payments be made to Mr. Louis Englert for grant of sanitary sewer easements: Town Hall. 1970 on project 49, Part 3 r payment of $50.00; 1971 payment of $200.00; based on a $1,000 per acre permanent easement computation.
