MINUTES OF MEETING OF ASSESS14ENT COMMITTEE
TOWN OF EAGAN, DAKOTA COUNTY, MINNESOTA
June 1, 1971
The Assessment Committee of the Toxin of Eagan, Dakota County, Minnesnt<
met at 5:00 P.M. at the Town Hall. Those present were Klein, Pclzin, Knight,
Bolke, Frigaard and Hauge.
Jean Parranto appeared at his request on behalf of Eugene Slater
concerning the recommendation of the Assessment Committee of April 20, 1971
relating to a triangular parcel near Beau de Rue Drive and Highway #13. Afta
considerable discussion upon motion by Klein, seconded by Knight, it was re-
quested that the Town Attorney determine who the triangular parcel was owned by
and if owned by Kenealy and Vo.cclpohl whether the assessment could be, levied
against those owners; if the 'M r.,,ssota Highway Department myns the property
then it would appear that the sign permits on the parcel ought to be revoked
and further that the April 20, 1971 action be held in abeyance until a deter-
mination is made.
The Committee then reviewed the potential assessment for sanitary
sewer purposes in an unplatted area of Cedar Industrial Park. It was noted
that the June 28, 1967 assessment committee minutes and January 30, 1967
Adelman agreement related to the matter. Upon motion by Klein, seconded by
Knight, it was RESOLVED that the matter be set off until further determination
could be made as to the proposed assessments.
The Town Attorney then discussed the acquisition of easements on
Elrene Road and he was instructed to prepare a letter to the property owners
that the property owners could be paid for the acquisition of the right of wa;
but the cost of the acquisition would then be assessed back to the property
owner.

The Town Attorney then indicated that an asseosment appeal covering
the Ralph Ostendorf property on Cliff Road was sched::led for hearirro on June S.
in the District Court in Hastings. Upon motion by Polzin, seconded by Knight,
it was recommended that an offer be made up to $2700.00 to the property oe;ne-
with a maximum offer of $3000.00.
Upon motion duly made and seconded, it was recommended that the. sur.
of $170.00 be paid to Mrs. Ella Englert for crop loss and replowing of hou
property for the Fish Lake Sewer trunk easement; the sum of $410.00 be paie
Mr. Hecry Bruestle for the easement acquisition on Englert Road and that U:e.
sum of $25.00 be offered for his loss of flowers.
The Committee then reviewed the current policy of charging $5.00 pc;_
parcel for parcel splits for assessment purposes. Upon m^tion made and second, -.0
it was recommended that $5.00 per parcel charge be continued for assessment
splits in the future.
The Committee then disc:,sed the proposed water, sanitary sewer and
storm sewer improvements in LeTendre A:ldition and robert Karatz Addition area8.
It was indicated that the published notice did not include the same description
as ultimately was printed in the preliminary report and it was suggess.ed that
the public hearing be set off until new notices could be distributed.
Upon motion the meeting adjourned.
