At 4:30 P.M., October 14, 1971, the Assessment Committee met. Those
present were Klein, Polzin, Bolke, Rosene, Goers and Hauge, and Knight.
The committee first reviewed the proposed assessment for water trunk
purposes in Section 13, 14 and 15 and noted that a hearing on the assessments war.
scheduled for November 2, 1971 at 7:30 P.M. at the Town Hall, consisting of
Improvement Project No.058. After discussion, upon motion by Knight, seconded irl
Polzin, aye Klein it was recommended that the assessments for trunk water main
be based on $490 per net acre for supply, storage and main oversizing for indus-
trial and commercial properties; that multiple family residential areas be
assessed on the basis of $250 per acre for main oversizing plus $75.00 per unit
for supplying storage, the latter to be paid at the time of connection; that
single family residential areas be assessed $100 per platted lot plus $100 con-
vection charges including supply, storage, and main overaizing, and that agricul-
tural land be assessed at $250 per acre; it was further recommended that all of
the properties zoned other than agricultural in Section 13 be assessed at the
present time; that the N§ of Section 14 except that part of Weetcott Carden not
zoned other than agricultural be assessed at the present time; and further that
the golf course property be assessed on multiple residential basis for main over -
sizing at $250 an acre; also that the N'k of SWh of Section 15 be assessed at the
present time.
Mr. Martin Shields appeared questioning whether a tap should have been
supplied on Lone Oak Road at the time of installation of water main in front of
his property. Upon motion by Polzin seconded Klein, aye Knight it was recommended
that the extra charge paid by Mr. Shields for the installation of the vatertap to

a private plumber be reduced by $125.00 !.n the event a letter request for water
services had been submitted by Mr. Shields befure the water main was installed or.
Lone Oak Road, it being understood that $175 would have been the water stub charge
if assessed; it was FURTHER RESOLVED that the water lateral assessments on Lone
Oak Road on Mr. Shields property be reduced by whatever right-of-way on Pilot
Knob Road is dedicated by easement by Mr. Shields to the county up to a total of x
75 foot half right-of-way.
Mr. Lawrence Poppler appeared and it was recommended that no chance i"
t'ie assessment for water and sewer purposes along the interior corner lot at Lone
ORA Road and the interior lot as a part of Outlot A be made in Poppler's Hcmesteaa ,,
Mr. Poppler objected to a charge for three stubs on the South side of the property
near the lake. Upon motion by Klein seconded by Knight, aye Polzin, it was recom-
mended that the assessment on the center stub be deferred but in the event that
the stub is used and the property developed at a future time that it then be
assessed at the rate then applicable.
Mr. Charles Malloney, the owner of Lot 7, Block 3, Country Home Heights
Additions appeared and objected to the wide frontage assessment to his lot. It
Wus noted that there were many similar shaped lots in Country Home Heights Addktion
and it was recommended there be no change in the assessment.
The committee next reviewed the assessment for Peace Reformed Church in
Cedar Grove and it was noted that a reduction in the assessment had been made for
the reason that there is no sanitary sewer trunk lateral on Cedar Avenue. It was
recommended that no further reduction be made in the assessment.
The committee then discussed proposed recommendations for charges and
assessments in the Inver Grove Heights Mobile Home Park for water purposes.
Informally it was recommended that equal assessments and .the cost of the metering
station be comparable to those assessed in Eagan. A letter of recommendation from

Upon notion by Klein seconded by Knight, it was recommended that Llic

300 feet on Lawrence Avenue for sewer and water lateral assessment purposes; t;.v�E
there be no sewer asseosment on Highway 55 for the Spruce Motel property and +.-%we
the corner lot allowance of 150 feet be allowed on Highway 55 for crater lateral.
The committee then reviewed the Ken Hassler lateral assessment on Black -
hawk Road consisting of Lot 6, Block 1, Blackhawk Acres. It was recommended tlmt
there be no charge from the 190 foot assessment based upon two 150 foot aide l.ct
n1lowances in that the actual computations could have provided for 210 ft, of
c-Aessment.
Upen notion by Klein, seconded by Polzin, aye Knight it was recommenced
that property in Loren Plnce on Highway 49 be assessed on the basis of a reside=--
t'.al. assessment for lateral purposes as long as the property is used for single
f:Fn ly residences including the Clark and Henry Gooselaw property. 7n the even:-
hotrever that the use changes, then the additional assessment on a connection charge
basis would be made determined on assessments changes applicable at that. time.
The committee then reviewed the proposed assessments on Cliff. Rosd for
hi„ir.ay right-of-way acquisition purposes. Upon motion duly made and ceconded, it
wv3 reccmmended that the Town Attorney be authorized to approach the County Board

requesting participation in the OGtendorf and Nortan awards is the amount of 501.,
because of the fact that the old right -;of -way was not turned back to the property
o-aners .
The committee then reviewed the condemnation actions on Elrene Road.
ttr. Klein asked that a meeting be set up with the Braun representatives to attemmt
to aettle the appeal matter.
Upon motion the meeting adjourned.
