September 12, 1972
The Assessment Committee met on September 12, 1972 at 4:30 P.13. at
the Town Hall. Those present were Rahn, Polzin, Bolke, Rosene, Goers and Hauge.
The Committee reviewed in detail the proposed assessments for sanitary
sewer and water laterals in the LeTendre Addition area consisting of Vernon and
Donald Avenues. The Board had suggested at an earlier time that some considera-
tion be given to the assessment of the double frontage lots. The following
recommendations were made after motion made and seconded:
1. It was recommended that the double frontage lots be assessed only
on one side at the present time but that the crater and sewer stubs be assessed
on both streets. It was recommended that the assessment on the second street
be deferred until the lot is developed at a later time.
2. In the case that any lot is vacant, assessment for laterals be
made on both streets.
3. It was recommended that when the street improvements are made
that the assessment be levied against the lots on both streets.
4. It was recommended that the assessment on Lots 16 and 17, Block 1,
LeTendre Addition be assessed on the basis of 163 feet on each lot on the North
side, but if the lots are subdivided, then the property be assessed for a
deferred assessment for reasonable frontage on the divided portion in the future,;
5. As to those lots already subdivided (e.g. Applebaum property),
the assessment would be Levied on both streets.
6. As to Lots 6, 7 and 8, Block 1 (the Broadhead property) the
assessment would be computed on the full frontage on two lots and one side of
the lot where the homestead is located,
7. It was recommended that the Robert I:aratz Addition property at
the Northeast corner of Donald Avenue and Yankee Doodle Road not be assessed
for sanitary sewer for the reason that there is no benefit to that property,
but that because fire hydrants and looping of the nater, that the frontage on
Donald Avenue be assessed with a 150 foot corner lot allowance for water lateral
purposes.
8. Victor Altman property - It was recommended that the short side
of 198 feet be assessed.
9. Dayton Spangler - It was recommended that the North and South
sides be added together and divided by two for its lateral assessments.
10. August Gehrice - It was recommended that the property be sosessed-,
on the basis of the frontage on Highway 413.
Upon motion duly made and seconded, it was recommended that the
Falconshire property in Section 15 be assessed for the close down costs for
sewer and water Project.58, Part 2, and that Falconshire First Addition be
assessed for that cost.
Upon motion duly made and seconded, it Bras recommended that Outlot A,
Pilot Knob Heights First Addition South of Crestridge Lane be assessed currently
for the reason that Outlot A rather than the Jerome Vashro property currently
fronts on the South side of Crestridge Lane; it was recommended that the Town
approach Jerome Hagemeister or the owner of Outlot A and recommend that the
owner deed Outlot A to the Town and that then an assessment against the Vashro
property possibly be levied in the future.
The Town Attorney indicated that a settlement had been reached in the
Dakota County District Court.on September 12th at which time the appeal on the
condemnation matter covering the Emma Braun property on Elrene Road came up for
trial. The agreed upon settlement of $4,250 was arrived at and after consider-
able discussion upon motion duly made and seconded, it sees recommended that all

owners of property bordering on Elrene Road be paid on the same per acre basis
for permanent right of way as that which was paid to the owners of the Braun
property; it was noted that Eagan Realty and Gopher Smelting Company had re-
quested payment in their condemnation case but in the same amount; it was
further noted that benefit to all of the property owners on the road appeared
to be equal and it was recommended that the acquisition cost then be assessed
against the property owners on the basis of benefit.
Upon motion the meeting adjourned.
