07/24/1973 - City Council Regular0 MI%7JTES OF REGULAR )ZETING OF ADVISORY PLANA'IA COW11TTEE VILL&GE OF EACAN, DAKOTA CCUNTY, MMRESOTA July 24, 1973 A regular meeting of the Advisory Planning Committee, Village of Eagan, Dakota County, Minnesota, was held on.July 241 1973 at 7:30 P.M. at the Village Hall. All members were present with Member Helmken arriving after the Morton application. The meeting was commenced with the Pledge of Allegiance. Upon motion duly made and seconded, it was RESOLVED that the minutes of the pre- vious meeting be approved as distributed. The application of Langer Construction for a building permit for an add - to the iaterstate Systeme maintenance garage, on lots 4,5, and 6 in Plainview Addition, 42.:feet-.by 21.goet with a'v9lpation of.$14,600.00 was-f#st'.reviewed. Upon motion by Gh&L= n Hall, seconded by Vmwber Murphy, all members vetiag yes, it was RESOLVED that the application be approved subject to Village Engineer and Building Inspector's approval, Mr. J. E. Parranto appeared requesting that he be permitted to be placed on the Agenda concerning an application regarding approval of a professional building located in Cedarvale Shopping Center area. Upon motion by Member Harrison, seconded by Member Dembroeki, it was RESOLVED that the request be denied for incl,ision on the agenda. Three members voted in favor of the motion and three against. Mr. Frank Reese, Architect appeared on behalf of the application of LADCO Corporation to rezone part of Lot 3, Auditors Subdivision #380 in Section 12 from R-1 to R-4 on 13.69 acres. Mr. Reese presented a proposed plan and lay- out calling for 7.4 unite per acre and indicated that it would be possible to have 20 more units under the present ordinance provision. It was noted that the applicant would attempt to break grcund in tha Fall of 1973. Ogee Hall disqualified himself from discussion and action upon hearing the camas of the principals involved. Upon motion by Member Harrison, seconded by Member Deabroeki, all members voting yes, except Gkefman Hall Who abstained, it was RESOLVED to postpone the matter for thirty days because of the road J sitation and access problems and then to relook at the application at the next regular meeting. Mr,: Byron Watscbke appeared on behalf of his request, to review the PUD concept for Eagan 500 in the area West and South of the Village Hall and West of Pilot Knob Road. An updated written summary was submitted to the Planning Commission and he asked for comments concerning the proposed road alligament plans. Mr, Ceve Nelson, a planner, appeared and explained the present plan. It was noted that an annual review of the PUD development was requested witb no specific starting time for the development. Upon motion by Mambar Marphy, seconded by Member Harrison, all members voting in favor, it !-7ag C.EAOCVED that the Planning Commission noted that the developer appeared and rzgv:sted that the proposal be placed in the file until the next appearance. Mr. William Morton together with his planner, David Nelson, appeared with an application to rezone from A, Agricultural to PUD and for PUD approval on a 391-.6 acre parcel owned by M:. Morton in the NE quarter of the ITR quarter of Section 28 South of County Road 30. The residential area would consist of 31.7 acres with an alternative on a portion of the land for light r_omaercial purposes with green space 4.5 acres and reads 3.4 nGvfja . Upon motion by Member Harrison, seconded by Member Dembroski with Member Helyd en a'tstainin3, it was RESOLVED that the application for preliminary approval of the PUD concept be and hereby is approved and for rezoning to POD with the understand- ing that the development would coincide with the surro•srding land development to the West and East. Mr. Ralph wohlers and Mr. Jerry Hagemeister appeared on behalf of the applica+;ion of Land Planning and Engineering Corporation for Preliminary plat approval for Pilot Knob Heights 3rd Addition East of Pilot Knob Road and North of Fish Lake. The plat would be for condominium purposes with 72 units on 13.9 acres. Mr, Thomas Roepke,.a veterinarian student, appeared requesting advica on a proposed location for a future small animal hospital in the Village. Several suggestions were made but no action was taken. The Planning Commission then discussed a recommendation that au ordinpuce be drafted to prohibit hunting with certain exclusions in the Villi,--�a, Tha Planning Commission made no specific recommendation.
