Do we assess only where connected or entire Addition? Should Lot 7 have a corner lot allowance and actual frontage or a computed frontage averaging the lot sides? Should unplatted property on South side of Deerwood Drive be assessed if so does property abutting Pilot Knob Road get a corner lot allowance? What frontage should be used for the Wetteland property assessment? 2.) HARVEY ADDITION #1 Used the same frontages of 140' per lot for the streets as was used for the sewer and water laterals. Need approval if 0 K . 3.) Used actual frontages for Lots 7 & 8, Block 3, Selmark Addition. Does this seem appropriate? 60' 70 4.) CEDAR INDUSTRIAL PARK Assess for how many years? At what rate of interest? What lateral rate? The rate of 1968 at which time these lines where installed or the 1973 rate. ( Does the number of years assessed have to stay within the number of Years the bond was bid for? ) 5.) When should I stop uVing thg lateral benefit from watermain�rate in the pre- liminary Report and use the current years rate? 6.) Those present were Chairman Donald Knight, Members Jon Marble; Arthur Rahn, James Smith and Joseph Harrison. Also present were Robert Rosen; Village Engineer and Paul Hauge, Village Attorney, The Committee first reviewed the method of assessment for Skovdale Addition No, 1; East of Pilot Knob Road on Deerwood Drive, it was noted that the cost of services were at $660.00 according to the contract considerably higher than the standard rate for 1973. Upon motion by Member Rahn, seconded by Member Harrison, all members voting in favor, it was RECOMEWRD to the Council that: (1) services for, the oameis connecting to the trunk be assessai on the basis of the normal service fee in existence in the year of connectioa; (2) further that the abutting property not be assessed for laterals from trunks until the property owner connects to.the sewer or water trunk; (3) further that the Thomas Wettland property be assessed for laterals on the basis of the Westerly 198 feet which is the comparable lot size on Deerwood Drive commencing and it is understood that in the future depending upon the development of the" Wettland property, that further lateral assessments may be levied; (4) it was further RECOMMENDED to defer action as to the method of assessments of the laterals on Lot 7, Skovdale Addition until requests are made for lateral services. Upon motion by Member Smith, seconded by Member Marble, all memters voting yea, it was RECOMMENDED that average 140 foot per lot frontages be used in Harvey Addition No. 1 for the sewer and water lateral assessments as were used previously to determine street assessments. 1 • Upon motion by Member Marble, seconded by Member Rahn, It was RECOM WIDED.that the frontages on Lots 7 and 8. Block 3, Salmark Addition of 60 feet and 70 feet reepectively be used for street assessments for 1973 but that this recommendation not be in the form of it policy for similar parcels because the benefits appear to be greater; further that this type of matter be referred to the Assessment Committee prior to levy of future assessments. The question of assessing in the Cedar Industriel_Park area for lateral and trunks installed in -1963 wes next reviewed. Upon motion by Member Harrison, seconded by Member Smith, all members voting yea, it was RECOMMNDED that tha property benefited be charged with interest from date of construction to the date of the assessment roll on the basis of the actual bond interest coat and that 8% interest be charged from the date of the adoption of the assessment roll; further that full principal be charged against the property to coincide *•-it's the balance of the number of years of the original assessment roll; further that any lateral assessments from trunks be assessed on the basis of the current rate then in existence at the time of the assessment. Upon motion by Member Harrison, seconded by Member Rahn, all members voting yea, it was RESOLVED to recommend to the Council that lateral benefits from water mains and sewer trunks be based upon proposed costs in preliminary reports be used for the balance of the year during which construction takes place and for one full calendar year beyond that time. It was noted that $125.00 per stub minimum for sewer and water stub had been established at an earlier time. Upon motion by Member Rahn, seconded by Member Harrison, all members voting yes, it was RESOLVED to.revise the schedule to provide that the average coat of the stubs for the current year be charged except in those developments where the actual cost of the stub can be identified to the cost of the project.
