MINCTES OP REGULAR MEETING OF ADVISORY PLAmm. COMMITTEE
VILLAGE OF, EAGAII,'DAKOTA COMM, MINNESOTA
November 27, 1973
A regular meeting of the Advisory Planning Committee, Village of Eagan,
Dakota County, Minnesota wao held on November 27, 1973 at 7:30 p.m. at the
'Village Hall. Those members present were Member Hall, Chairman Marble, Member
Dambroski, Member Murphy, Member Harrison and Member Helmken.
After the Pledge of Allegiance and upon motion duly made and seconded
it was RESOLVED that the minutes of the regular October 23, 1973 meeting be
approved as distributed.
W. Ray Rauch and representive of the developer appeared on behalf of
the application of Rauenhorst Corporation for site plan approval, and an excava-
tion permit for an industrial complex covering Lots 33 through 38,. Block 4, :n"d
part of Lots 1 through 139 Block 4, Eagan Industrial Park No.4. The parcel
intauded to serve as a wholesale hardware and manufacturing complex. There was
considerable discussion concerning screening of the South 10 acre portion of the
total 22 acres from Yankee Doodle Road and the C-2 zoning across from Yankee
Doodle Road; the engineer recommended a storm sewer extension in the Southern
D'W'Llon of the property. The developer indicated that there would be 12 acres
b_.aiktopped in the first phase. It was suggested that the railroad not be
extended closer than 100 feet from Yankee Doodle Road. Further, there was
discaosion concerning the present pond maintained as a pond but the developer
indicated It intends to fill the pond area, also the need for screening the !)ut•-
side storage of lumber along Yankee Doodle Road. The developer will install an
8 foot cyclone fence around the entire area. Upon motion by Member Murphy,
secoLded Member Harrison, all members voting in favor except Member Helmken who
abstained, it was RESOLVED that the application be recommended for approval
Wojact to installation of drainage to be approved by the Village Engineer; thst
adoquate ir.otellation of facilities for fire protection be approied by the
Village to ba installed; that screening and landscaping aleng Yankee Doodle Road
La installed at such time as the southern portion is developed and that screening
be installed along the Southerly line of the northern portion If the developer
intead s to only develop that portion at the present time; and that a minimum
0 foot street be provided in the development.
ta. Jerome Hagemaiater and Mr. Ralph Wohlers appeared on behalf of tho
eppiication of Land Planning and Engineering Corporation for a building parmft
{or an 8 unit condominium in Pilot Knob Haights Third Addition which is East n
Pilot Knob Road. The Planning Committee stressed the need for a major street
along the Horth line of the property. Upon motion by Member Harrison, seconded
member nirphy, all voting in favor, it was RESOLVED that the application be
re -o muended for approval for the 8 unit project.
The Planning Committee than reviewed the application of the Metcam
p_c,pes:ty for plan revision for Towmriew First Addition, now called Manito ac
Blackhawk and Silver Bell Roads. The request was that 62 group garages be placed
in open parking areae and in various areas presently designated green space to
ba built by the homeowners association. The committee members expressed
ccacern io:: blocking the streets alon with the Fire Department and Police
Department representatives. After considerable discussion, upon motion by
Mentlar Heluken, seconded by Member Dembroski, all members voting in favor, it
was RESOLVED to recommend to the Council that the application be approved
uubjart to the reccmmandation that there be no on -street parking in the subd•ivi-
sio,i, that the garages proposed directly on the street by pushed back nt least
moat; and thst in future developments of this type, that the ctreeta be namign
3esil— d for r.:. -lenat 32 feet widths.

Poo representatives of SouthlWA Corporation appenred om behalf of
its application for a building permit for a 7-11 store at Coachman and Yankee
Doodle Roaas. Mrs. Gangl appearod and expressed her concern relating to lighting
and fence along their property to the East. The applicants indicated they will
extend the fence South for screening of the property to the East, that they will
grant a 40 foot easement for service road and will control the lighting on the
pronert7 so as not to extend beyond the borders of the property. Upon motion
by Member Helwken, seconded Members Hall, all membare present voting yes, is
waa RESOLVED that the application be recommended for approval, subject to the
installation of a six foot fence on the East line of the property; that a safety
light be installed at the rear of the building; that landscaping be provided
along the West line of the property; that rubbish be removed from the scar of
the property and that the applicant dedicate a 40 foot easement along Y r_cc;e
Doodle Road for service road purposes.
Upon motion duly made and seconded the regular meetings of the Plaer.•ng
Committee were RESOLVED to be changed from December 25, 1973 to December 17,
1973; and the meeting of January 22, 1974 be changed to January 29, 1974. It
was further recommended there be a special meeting on December 11, 1973 to reviv
the sketch plan.

The Planning Committee determined to review the zoning and platting
history prepared for the Village at their next regular meeting.
Upon motion, the meeting adjourned at about 9:45 p.m.
