01/13/1977 - City Council RegularMINUTES OF A REGULAR 14EETING OF THE ADVISORY PARK COMr41TTEE EAGAN, MINNESOTA January 13, 1977 A regular meeting of the Eagan Advisory Park Committee was held at 7:30 P.N. at the City Hall on January 13, 1977. Those present were Chairman Everson, Beck, Roszak, Thurston, Lundsten, Coates, Martin and Cooper. Also present were Barbara Schmidt, Park Director; and City Administrator Tom Hedges. MINUTES Upon motion by Lundsten, seconded Cooper, all, members voting in favor, it was RESOLVED that the minutes of the previous meeting; be approved with the correction, that the Parranto dedication of Park land should be an addition to Burr Oak Park so that said park land is contiguous to the new development planned in Eagan and Inver Grove Heights entitled, "South Delaware Hills". ORGANIZATIONAL ITEMS. A discussion was held concerning a possible change in the reular meeting date of the Park Committee. There was some discussion regarding the second Tuesday of each month, however, it was determined that the meeting be continued on the second Thursday of each month, due to various conflictions on other possible dates. Chairman Dale Everson announced his resignation as a member of the Advisory Park -Committee. Mr. Everson stated that due to his business conflictions; it was no longer possible to continue as a Park Committee member. The com- mittee expressed their thanks for his many years of dedicated service to Eagan and also a disappointment with his decision 1 ► • • 1-13--77 because of the leadership that he displayed over the last six and one --half years. In a motion by Roszak, seconded Coates, all members voting in favor, a unanimous ballot was cast for the election of officers as listed: Chairperson Myrel Lundsten Vice -Chairperson Neil Coates Secretary Carolyn Thursten FIAMING HOUSES. After some discussion, and motion by Lundsten, second Coates, all members voting,*, in favor, it was RESOLVED that the warming houses should be open during the designated hours regardless of temperature. Also, a job description for warming house attendents was discussed in detail and in a motion by Coates, second Roszak, all members voting in favor, it was RESOLVED that the warming house attendent job description be adopted, with one correction to delete item 'W' under hours of operation. A recommendation was made by Beck to study the possibility of a seasonal newsletter mailing to the community. It was discussed that such a newsletter would inform residents of warming house hours; programs and other activities that are sponsored by the City of Eagan through the Park Department. OAK CHASE DEDICATION. Upon motion by Lundsten; seconded Beck; all members voting* in favor; it was RESOLVED that the Park Advisory Committee recommend to the City Council that NIr. Jim Frisbee be contacted regardinm Park Dedication that was approved for Oak Chase. 2 n L I PARK ORDI14ANCE 0 1-13-•77 Discussion was continued regardina revisions in the Park Ordinance. After a continued dis- cussion a recommendation was made by the committee to refer a cony of the proposed ordinance revisions to Paul Hauge, City Attorney, for legal review. Also., language for determinin.m the use of park buildings is to be written in the form of a policy rather than contained in the ordi- nance. REPORT FROM COUIICIL MEETING. City Administrator Tom Hedges reported that the Council approved the 1977 Budget at the last regular meeting in the month of December; 1976 and further that there was no additional action taken con- cerning the Park Advisory Committee by the City Council. SOUTH DELAWARE HILLS. Bir. Dick Parranto appeared on behalf of Parranto Brothers, Inc. and presented a concept for a P.U.D. entitled;"South Delaware Hills'. Air. Parranto stated that the development is partially located in the City of Eagan and partially located in the City of Inver Grove Heights. There was discussion regarding the pathway around the water area abutting Burr Oak- Park and also discussion that the Park Dedication proposed for South Delaware Hills be connected with Burr Oak Park. The Park Committee also stated that they were not interested in the small park ded- ication as proposed by the Parranto Brothers which abutts Highway 55 and their proposed concept plan. After further discussion on the proposal, there was a recommendation made to the PlanninC; Commission that the Park Advisory Committee be allowed to further review the park dedication for the pro- posed plat for South Delaware Hills with the City Planner I • • 1-13-77 and that said plat be reviewed at the recommendation and advisement of the Chairperson and Park Director. Upon motion duly made and seconded, the meeting adjourned at 10;30 P.M. Thanks for yq .help.. �i '� V " MEMO TO: PARK COMMITTEE i:i!;MBERS PROM: PARR DT_RECTOR BARE SCHMIDT DATE: FEBRUARY 10, 1977 Report on meeting; with Dick Parranto, John doss, Bob Rosene, and Barb Schmidt at 2-9-77. Mr•. Parranto will dedicate the arca shown on the enclosed map to satisfy the nark dedication r•equir•ements for South Delaware Rills. The exact acreage has not been calculated at this time: it is probably .in excess of the general. 10% require- ment but it is a reasonable dedication since it consists entirely of pass :•e nPea. Active nark will be provided in the area dedicated to Inver Nrove Heights. At the southwest corner of the plat land sough of the pipeline will be included in the nark to give access to property to the south and to increase the amount of active park land (Note Thigh ':•tater mark). This will consist of a minimum of 250 feel; or a maximum of 300 feet to bo de- ter•m.ined by the surveyor doing the final layout. The trail shoran on the south end o;• the plat is a crater drainage way Note pond area above Lot 0, Block 8 and below Lot 18, Block A and provision will be made by the developer to increase the width of the trail at that point so that 20 feet will be available beyond the water line. Mr. Parranto agreed to give Lagan an easement at this time around the pond on his property rest of this plat to provide access between the two park areas. l•lhen the property is developed this easement will be permanently dedicated as oart of that plat. This trail easement will not necessarily satisfy the park dedication requirement for that property. That reauirement will be determined at the time of platting and will be dependent upon the type of development and the park, dedication requirements :in effect at the time of platting. This pronosal consists of staff recommendations as referred to in the Park Committee's motion at the last meeting and will be forwarded to the Council. Gar Miller CAA Boys Soccer Director 454-1355 C' February'13, 1978 Mr. Thomas Hedges, City Administrator CITY OF EAGAN- 3795 Pilot Knob Road Eagan, Minnesota'55122 BE: Plat dedication for park and trail purposes Dear Tom: The question has arisen, both through Alyce Bolke and Barbara Schmidt, recently concerning the dedication o,f-park land and trails to the City by plat or direct dedication by a separate instrument. Generally we have taken the position that it's advisable to dedicate both park land and trails by separate document. In the case of park land, thereisno provision under state law that it be dedicated by plat, but the difficulty that arises is that if it's labeled "Park Land" and the dedication language specifi- cally provides that'it is to be used for park purposes, the City technically .would have great difficulty in changing its use in the future. The problem ,may arise in the event that the City would want to convert it to some other unre- lated use, such as construction of a utility building, use for construction of a well, or the possibility of sale to a private developer. We would, therefore, recommend that park land dedication be labeled a numbered lot or outlot in the plat.and that a Warranty Deed, together with an abstract, be required from the developer and the, owner before conveyance to the City. This should be done be- fore approval of the final plats y the City Council. 'As to trails,'you are aware, I'm sure, that thereLla specific.statutory provision under M.S.A.505.02. The language of that section is as follows: "The purpose of an` easement shown on the plat must be clearly stated, and shall be -confined to :only those that deal with public utilities, and such drainage easements as being necessary for the orderly development of the land encompassed within the plat." There is no provision for trail or other easements dedicated by plat. In addition, M.S.A.505.03 indicates that the develpper should submit an abstract and Certificate of Title to the Council of the city for approval prior to the approval of any final plat. A correction should be made to the 8-18-77 minutes which show John Voss as being present since he was not in attendance. Presentations by Developers. South Delaware Hills Dick Parranto will discuss a revised plat for South Delaware Hills. It differs from the plat previously seen and commented on by the Park Committee at it's February 10, 1977 meeting in that a 35 acre area has been added west of the previous plat and along TH 49. This area is proposed to be developed with neighborhood business and two family dwellings. The previously designated park area has been expanded to include the area west of the pond. The Planners comment on the new park layout is that it appears well designed and consistent with what was previously requested by the Park Committee. No small scale drawing of the plat is available at this time. A copy of a memo from the Park Director to the Park Committee is enclosed for your review. The Inver Grove Heights portion of this development where an anticipated active park was to be dedicated has been redrawn and the question should be raised as to the status of that park area. Duckwood Pond Ken Applebaum and John Klein will appear with an informal presentation of a proposed plat located approximately in the NE '-a of Section 15. This is part of an area which was considered for platting several years ago but never finalized. However, at that time an 8.07 park dedication was made which was 100 of the total 80 acre parcel. This park area consists of a portion of a pond and some adjacent land. A connection to a larger lake which was also required at that time was not dedicated. Since we have a new policy which covers combination park and ponding areas. I have asked Paul Hauge to advise us as to whether we can expect to add to this park when this area is platted. It is the current contention of the developers that park dedication has been satisfied in the past for this entire parcel. The portion of the 80 acres that Ken Applebaum is proposing to plat does not appear to contain any of the dedicated park area. This matter should be referred to the development committee and a tour of the site should be scheduled in the very near future. Eagan Hills Rod Hardy will be meeting with John Voss and Dale Runkle, hopefully, prior to the meeting to further discuss the Eagan Hills plat and a presentation will be made if any new information is available. WOLFE Staff Writer The Minnesota Supreme Court decided "reluctantly" today that the anti -nudity ordinance of the city of Fairmont is unconstitu- tional because it is too broad. Any regulation governing public nudity, the court held, must be narrowly drafted "for nudity in the proper context may be a form of expression protected by the First Amendment." The Fairmont ordinance, it was noted, was drawn in such a man- ner thatit was related to a section regulating business e s t a b I i s h- ments. Thus, in addition to apply- ing to bars and liquor establish- ments, it also covered all public dancing places and all places sel- ing tobacco. "It woupld apply to a public thea- ter with'd cigarette machine and a discotheque serving only soft drinks," said the opinion by jus- tice Fallon Kelly. This would pro- hibit such places from permitting the performance "of any constitu- tionally protected work that in- volved the prohibited nudity," it added. "Therefore, the ordinance sweeps too broadly ... and the city of,Fairmont must redraft it." As per the Park Committees request Dorothy Peterson has prepared an analysis of the previous years costs for Summer Recreation and is obtaining information on comparative costs from other communities. Please bring the 1977 information you received last month if you wish to discuss this further. Also included are evaluation comments from the leaders for your review. Presentation to Planning Commission A decision should be made as to whether the September meeting would be an appropriate time for representatives of the Park Committee and City staff to appear before the Planning Commission with the Park Dedication Map and to discuss park dedication in general. Stadium Park Copies of the Park Committee and Council resolutions regarding a potential park in conjunction with a possible Eagan Stadium and items of correspondence regarding this matter are enclosed for your review. Dale Runkle has been asked to study the need for an athletic complex in this area. Mr. Parranto may have a representative present requesting resolution of this question. However, it would seem to be premature to address commercial dedication at this time in view of our on going study. Park Dedication Since it is difficult to address complex issues in the committee at large. It is suggested that the matter of reconsideration of all aspects of park dedication be referred to the Development Committee and to City Staff for further review and study and that this sub committee prepare a recommendation for action by the park committee as a whole at the earliest possible time. Oak Chase City staff will be meeting with Jim Frisbee regarding possible alternative park layouts and will report on their progress at the meeting. For Your Information The Metropolitan Council will hold a public hearing on the proposed stadium sites which will be followed by a presentation by the Minnesota State Planning Agency regarding it's role in preparing environmental impact statements on the sites on September 12th at 7:30 P.M. at the Eagan City Hall. All interested and concerned members of the Park Committee are urged to 'attend. City Administrator Hedges met with Mr. JIm McGuffee at the request of the Park Advisory Committee to discuss the plans and specifications for the four parks cited for construction this fall and next spring. Jim McGuffee was in agreement that two pedestrian gates, one with beffels and one locked is most desirable for the Pilot Knob tennis courts. Ile is.also in agreement that removable board gates will provide the best access for maintenance to the new hockey rinks proposed for the Well Site Park location. Mr. McGuffee stated that the Park Department is able to haul water and adequately apply the water to the grass seed which is to be planted next spring at Northview Athletic Field. He is most concerned that the ground be prepared properly stating that the amount of black dirt applied is important and also aeration and fertilization is extremely important to how well the grass is able to grow on the site. lie further stated that if the grounds are prepared properly, the field will be softer and easier to play on which is more desirable for recreation teams. Park Foreman McGuffee further indicated that the Park maintenance crew has the capability of watering the grounds at Northview athletic field every other day and can apply an application of 10,000 gallons per hour from the water tanker truck. Park Director Schmidt, Park Committee chairperson Lundsten and James McGuffee, Park foreman met with John Voss and Keith Gordon to further discuss the specifications for the park construction contract. It was determined that the hockey rink should be lit by 2 poles on each side with 3 lights per pole. Mercury Vapor lites are recommended even though they require 3-10 minutes to warm up because they cost half as much to operate as other fixtures. Additional lighting for the free skate area should also be added. The tennis court will be designed with only one gate and a baffle to serve the two courts. Overhands on backstops were eliminated as we are advised that they are not necessary for softball. Vertical poles in South Oaks park were eliminated because of the difficulty in mowing around them and the possible danger when they are partially buried by snow. A wood perimeter around the. entire area will be installed. Benches and balance beams will be installed by the park department. The City of Eagan has been notified that the Tennis Court Application for Pilot Knob Park has been ranked number 20 out of 81 applications. Forty seven applications were ranked for funding purposes and although there will not be enough money for all 47 Eagan is quite certain of funding. Some problems regarding lighting have been raised by some of the neighbors. Those present were Chairman Everson, Beck, Roszak, Thurston, Lundsten, Coates, Martin and Cooper. Also present were Barbara Schmidt, Park Director; and City Administrator Tom Hedges. MINUTES Upon motion by Lundsten, seconded Cooper, all, members voting in favor, it was RESOLVED that the minutes of the previous meeting; be approved with the correction, that the Parranto dedication of Park land should be an addition to Burr Oak Park so that said park land is contiguous to the new development planned in Eagan and Inver Grove Heights entitled, "South Delaware Hills". ORGANIZATIONAL ITEMS. A discussion was held concerning a possible change in the reular meeting date of the Park Committee. There was some discussion regarding the second Tuesday of each month, however, it was determined that the meeting be continued on the second Thursday of each month, due to various conflictions on other possible dates. Chairman Dale Everson announced his resignation as a member of the Advisory Park -Committee. Mr. Everson stated that due to his business conflictions; it was no longer possible to continue as a Park Committee member. The com- mittee expressed their thanks for his many years of dedicated service to Eagan and also a disappointment with his decision 1 ► • • 1-13--77 because of the leadership that he displayed over the last six and one --half years. Those present were Chairman Everson, Beck, Roszak, Thurston, Lundsten, Coates, Martin and Cooper. Also present were Barbara Schmidt, Park Director; and City Administrator Tom Hedges. MINUTES Upon motion by Lundsten, seconded Cooper, all members voting in favor, it was RESOLVED that the minutes of the previous meeting; be approved with the correction, that the Parranto dedication of Park land should be an addition to Burr Oak Park so that said park land is contiguous to the new development planned in Eagan and Inver Grove Heights entitled, "South Delaware Hills'. ORGANIZATIONAL ITEMS. A discussion was held concerning a possible change in the regular meeting date of the Park Committee. There was some discussion regarding the second Tuesday of each month, however, it was determined that the meeting be continued on the second Thursday of each month, due to various conflictions on other possible dates. Chairman Dale Everson announced his resignation as a member of the Advisory Park Committee. Mr. Everson stated that due to his business conflictions; it was no longer possible to continue as a Park Committee member. Mr•. Parranto will dedicate the arca shown on the enclosed map to satisfy the nark dedication r•equir•ements for South Delaware Rills. The exact acreage has not been calculated at this time: it is probably .in excess of the general. 10% require- ment but it is a reasonable dedication since it consists entirely of pass :•e nPea. Active nark will be provided in the area dedicated to Inver Nrove Heights. At the southwest corner of the plat land sough of the pipeline will be included in the nark to give access to property to the south and to increase the amount of active park land (Note Thigh ':•tater mark). This will consist of a minimum of 250 feel; or a maximum of 300 feet to bo de- ter•m.ined by the surveyor doing the final layout. The trail shoran on the south end o;• the plat is a crater drainage way Note pond area above Lot 0, Block 8 and below Lot 18, Block A and provision will be made by the developer to increase the width of the trail at that point so that 20 feet will be available beyond the water line. Generally we have taken the position that it's advisable to dedicate both park land and trails by separate document. In the case of park land, thereisno provision under state law that it be dedicated by plat, but the difficulty that arises is that if it's labeled "Park Land" and the dedication language specifi- cally provides that'it is to be used for park purposes, the City technically .would have great difficulty in changing its use in the future. The problem ,may arise in the event that the City would want to convert it to some other unre- lated use, such as construction of a utility building, use for construction of a well, or the possibility of sale to a private developer. We would, therefore, recommend that park land dedication be labeled a numbered lot or outlot in the plat.and that a Warranty Deed, together with an abstract, be required from the developer and the, owner before conveyance to the City. This should be done be- fore approval of the final plats y the City Council. 'As to trails,'you are aware, I'm sure, that thereLla specific.statutory provision under M.S.A.505.02. The language of that section is as follows: "The purpose of an` easement shown on the plat must be clearly stated, and shall be -confined to :only those that deal with public utilities, and such drainage easements as being necessary for the orderly development of the land encompassed within the plat." There is no provision for trail or other easements dedicated by plat. In addition, M.S.A.505.03 indicates that the develpper should submit an abstract and Certificate of Title to the Council of the city for approval prior to the approval of any final plat. Eagan also has a similar requirement under Ordinance . 10. Some developers have voluntarily submitted an abstract or recent title opinion to the City. A correction should be made to the 8-18-77 minutes which show John Voss as being present since he was not in attendance. Presentations by Developers. South Delaware Hills Dick Parranto will discuss a revised plat for South Delaware Hills. It differs from the plat previously seen and commented on by the Park Committee at it's February 10, 1977 meeting in that a 35 acre area has been added west of the previous plat and along TH 49. This area is proposed to be developed with neighborhood business and two family dwellings. The previously designated park area has been expanded to include the area west of the pond. The Planners comment on the new park layout is that it appears well designed and consistent with what was previously requested by the Park Committee. No small scale drawing of the plat is available at this time. A copy of a memo from the Park Director to the Park Committee is enclosed for your review. The Inver Grove Heights portion of this development where an anticipated active park was to be dedicated has been redrawn and the question should be raised as to the status of that park area. Duckwood Pond Ken Applebaum and John Klein will appear with an informal presentation of a proposed plat located approximately in the NE '-a of Section 15. This is part of an area which was considered for platting several years ago but never finalized. However, at that time an 8.07 park dedication was made which was 100 of the total 80 acre parcel. This park area consists of a portion of a pond and some adjacent land. A connection to a larger lake which was also required at that time was not dedicated. Since we have a new policy which covers combination park and ponding areas. I have asked Paul Hauge to advise us as to whether we can expect to add to this park when this area is platted. It is the current contention of the developers that park dedication has been satisfied in the past for this entire parcel. The portion of the 80 acres that Ken Applebaum is proposing to plat does not appear to contain any of the dedicated park area. This matter should be referred to the development committee and a tour of the site should be scheduled in the very near future. Eagan Hills Rod Hardy will be meeting with John Voss and Dale Runkle, hopefully, prior to the meeting to further discuss the Eagan Hills plat and a presentation will be made if any new information is available. Park Director Schmidt is preparing a draft of a resolution regarding dedication credits for trail construction which will be available for review at the meeting. i wul A uau ueeu puuny cuurauIaL v. WOLFE Staff Writer The Minnesota Supreme Court decided "reluctantly" today that the anti -nudity ordinance of the city of Fairmont is unconstitu- tional because it is too broad. Any regulation governing public nudity, the court held, must be narrowly drafted "for nudity in the proper context may be a form of expression protected by the First Amendment." The Fairmont ordinance, it was noted, was drawn in such a man- ner thatit was related to a section regulating business e s t a b I i s h- ments. Thus, in addition to apply- ing to bars and liquor establish- ments, it also covered all public dancing places and all places sel- ing tobacco. "It woupld apply to a public thea- ter with'd cigarette machine and a discotheque serving only soft drinks," said the opinion by jus- tice Fallon Kelly. This would pro- hibit such places from permitting the performance "of any constitu- tionally protected work that in- volved the prohibited nudity," it added. "Therefore, the ordinance sweeps too broadly ... and the city of,Fairmont must redraft it." The case had been instituted by the owner of a 3.2 beer tavern who provided customers with nude dancers, both male and female. MEMO TO: ALL PARK ADVISORY COMMITTEE MEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: SEPTEMBER 19, 1977 SUBJECT: PARK POLICY REVIEW MEETING Please be advised that it was necessary to change the date sect for the Park Policy Review meeting from Thursday, September 29, 1977 to Wednesday September 28, 1977. The time of the meeting is 7:00 P.M. Our consultants,Mr. Voss, Mr. Hauge and Mr. Rosene, were unable to attend the meeting as originally scheduled. If members of the Park Advisory Committee have conflicts for the Wednesday evening as rescheduled, please contact Park Director Barb Schmidt. If enough members are unable to attend that meeting, an alternate date will be picked at our next regular meeting of the Park Advisory Committee. Again, please contact Barb if you are unable to attend. It is important to have good attendance at this meeting. City Administrator Reception of Reports Tom Hedges will report on the Council Meeting at which a. joint powers agreement between the City and Ind. School Dist. 197 is being considered along with a resolution applying for bocce ball sets. He will also review the County Road 31 hearing. Budget Copies of the work drafts of the Park Department and Tree Conservation Budgets for 1978 are enclosed for your information. There will be further discussion on the budget at the meeting. As per the Park Committees request Dorothy Peterson has prepared an analysis of the previous years costs for Summer Recreation and is obtaining information on comparative costs from other communities. Please bring the 1977 information you received last month if you wish to discuss this further. Also included are evaluation comments from the leaders for your review. Presentation to Planning Commission A decision should be made as to whether the September meeting would be an appropriate time for representatives of the Park Committee and City staff to appear before the Planning Commission with the Park Dedication Map and to discuss park dedication in general. Stadium Park Copies of the Park Committee and Council resolutions regarding a potential park in conjunction with a possible Eagan Stadium and items of correspondence regarding this matter are enclosed for your review. Dale Runkle has been asked to study the need for an athletic complex in this area. Mr. Parranto may have a representative present requesting resolution of this question. However, it would seem to be premature to address commercial dedication at this time in view of our on going study. Park Dedication Since it is difficult to address complex issues in the committee at large. It is suggested that the matter of reconsideration of all aspects of park dedication be referred to the Development Committee and to City Staff for further review and study and that this sub committee prepare a recommendation for action by the park committee as a whole at the earliest possible time. Oak Chase City staff will be meeting with Jim Frisbee regarding possible alternative park layouts and will report on their progress at the meeting. For Your Information The Metropolitan Council will hold a public hearing on the proposed stadium sites which will be followed by a presentation by the Minnesota State Planning Agency regarding it's role in preparing environmental impact statements on the sites on September 12th at 7:30 P.M. at the Eagan City Hall. All interested and concerned members of the Park Committee are urged to 'attend. City Administrator Hedges met with Mr. JIm McGuffee at the request of the Park Advisory Committee to discuss the plans and specifications for the four parks cited for construction this fall and next spring. Jim McGuffee was in agreement that two pedestrian gates, one with beffels and one locked is most desirable for the Pilot Knob tennis courts. Ile is.also in agreement that removable board gates will provide the best access for maintenance to the new hockey rinks proposed for the Well Site Park location. Mr. McGuffee stated that the Park Department is able to haul water and adequately apply the water to the grass seed which is to be planted next spring at Northview Athletic Field. He is most concerned that the ground be prepared properly stating that the amount of black dirt applied is important and also aeration and fertilization is extremely important to how well the grass is able to grow on the site. lie further stated that if the grounds are prepared properly, the field will be softer and easier to play on which is more desirable for recreation teams. Park Foreman McGuffee further indicated that the Park maintenance crew has the capability of watering the grounds at Northview athletic field every other day and can apply an application of 10,000 gallons per hour from the water tanker truck. Park Director Schmidt, Park Committee chairperson Lundsten and James McGuffee, Park foreman met with John Voss and Keith Gordon to further discuss the specifications for the park construction contract. It was determined that the hockey rink should be lit by 2 poles on each side with 3 lights per pole. Mercury Vapor lites are recommended even though they require 3-10 minutes to warm up because they cost half as much to operate as other fixtures. Additional lighting for the free skate area should also be added. The tennis court will be designed with only one gate and a baffle to serve the two courts. Overhands on backstops were eliminated as we are advised that they are not necessary for softball. Vertical poles in South Oaks park were eliminated because of the difficulty in mowing around them and the possible danger when they are partially buried by snow. A wood perimeter around the. entire area will be installed. Benches and balance beams will be installed by the park department. The City of Eagan has been notified that the Tennis Court Application for Pilot Knob Park has been ranked number 20 out of 81 applications. Forty seven applications were ranked for funding purposes and although there will not be enough money for all 47 Eagan is quite certain of funding. Some problems regarding lighting have been raised by some of the neighbors.
