all nenbers voting in favor, it was RSOLVSD that the
minutes of the previous Meeting, held on February 10, 1977,
be approved as read.
RLPOR_ PRO-',,.; COUI?CIL IMETIDG. City Acninistrator
Tor_ Hec.ges reported that the City Council approved a:utility
trailor in the amount of $1:000 for use in the Park, Depart-
ment at the March 1, 1977 regular meeting anf: further that
there was no additional action taken concerning the Park
AOMisory Connittee by the City Council.
CEDAR AVEILME TRAIL. The,City AC:ninistrator reported that
resolutions were sent by the Eagan City Council in support
of the Cedar Avenue Trail Crossin- to the P"etropolitan
Council and the Einnesota State Department of Transportation.
Chairperson Lunusten statee that the remaining funds needed
for the Cedar Avenue trail crossing will have to cone from
the Ninnesota State Legislature. After further discussion on
the matter, and a motion by P,oszak: seconded. by Coates, the

development that has taken place since the nature center
was organized. He state-'. that the nature center is to be
publicizec1 and further explained activities such as providing
snowshoes for children, tree planting, gardens an--'! many other
activities at the nature center. Er. Bloxhan presentee.'•. a
nurber of slides to illustrate how the nature center was
developed and the type of activities that are being planned
for use by the public in future years. IPr. Gardner :filler
appeare,� with four ..embers of the local 4-H organization and
they presented a number of questions to Ur. Bloxham regardin5
the center. "x. Dloxha.Ta thanker? the Park Department for
their coo-neration in providing some materials for the nature
center and also requested that the Park Committee consider
a Huffer area between the city's park lanr: and the Northview
Elenentary Nature Center when the city park lana is developed
in "+iture years.

PARK O?.DI'W,4CD. Discussion was continue & regarding
revisions in the park ordinance. After a continues: dis-
cussion and review of corrections and changes in the pro --
posed ordinance,, the City Administrator was directed to
prepare a letter and send a copy of the ordinance to each
school district which is located in the City of Eagan for
their review. Chairperson Lundsten stated that final review
and adoption of the ordinance would be scheOuled for the ne-r_t
Park Advisory CorAttee meeting pending review by each school
district in the City of Eagan.
11CCARTHY PARK. Chairperson Lundsten reported that ap-
proximately ten acres of lana might be available for acquisi-
tion; which is abutting i>cCarthy Park. She stated that the
acquisition of the additional acres for park land purposes
would allow the City to develop cross-country ski trails an
other types of trails around the entire perimeter of McCarthy
Lake. After a brief discussion on the natter; a ;action by
Coates, seconded by Thursten; all members voting in favor;
City Attorney Iiauce was directed to pursue ten additional acres

ment list of trees to be Provided. by Raze Nursery Inc. has

has not been settle_' to date. Chairperson Luncisten explainer:

to pay approximately $600 in cash toward the replanting of
trees that were damaged in 1976, accept the offer of haze
Nursery to provide $125 worth of dirt an% other planting
materials: approve final inspection of the project by ilr.
Iiugelen of Urban Planning and Design and also that the trees
must be available for pick np by the Lagan Park Department
prior to day 1, 1977.
PRAIRIE RESTOR1TIO17. Lr. Ron Bowen appeared representing
Prairie ^estorations Inc. and gave a slide presentation on
the various prairies that are located in the State of ninnesota
and also illustrated how Eagan could provide for prairie
restoration as a part of its park program within the community.
;'s. Dowen specifically aadresseZ the possibility of restoring
the land around the perimeter of Thomas Lake back to original
prairie lard. After an informative presentation an? some
discussion by members of the Part: Advisory Committee there
was no formal action taken on the matter, however, Chairperson
Lundsten died take the matter of prairie restoration for
Thomas Lake under advisement.
,dILDERTLSS PARI II PARR DEDICATION. The City Administrator
diseusse6 the proposee development of wilAerness Park II
explaining that the developer, '3r. Arnold Carlson is not in
agreement with the proposed trail connecting ?1cCarthy Park
ani Wilderness Run :Dad. Ke further explained that [ir.
Carlson objected to allowing a dedicated park trail through
an area between rear yeard lot lines stating that Mr. Carlson
felt that the lots were not.deep enough to accorodate a trail

and also that the lots are not as sellable with the trail
located in the rear of the lot. The City Administrator
further explained that 11r. Carlson is acquiring land for the
development of Wilderness Park II Addition from Jx. L.i Dunn
and therefore the park dedication for wilderness Park II
shoull be considered in relationship to the total park
Cedication of the Le::inoton South P.U.D. He explained that
Ur. Carlson and Hr. Dunn are proposing that the trail 6tiQ_
inally designed to connect to T?cCarthy Park and Wileerness
Run Road as designed through the !.-Til.lerness Park II A.%iition
be changed and determined as a meandering flexibly trail to
abutt Lexington Avenue on ;._r. Dunn's property and connect

After a lengthy discussion on the proposed trail and other
park lands as pronosee in the Lexington South P.U.D., it was
recommender: that the matter be continued at the next meeting

PP-OPOSP.D PARI: LAUD GIFT. The committee again discussed
the park land proposal presented by Horner Waldorf Corporation
to give the City of Eagan ten acres of land as public Lark,
consisting of Lots 7 through 12, Blackhawl; Acres; west of
Blackhawk Road and east of Highway 13. A report was given
by Coates as to the findings of the Development Corumittee
regarding the suitability of the described property as park
land. Ee stated that the property is isolated from Trunk
Highway 13 and has assessment liabilities of atproxinately

funs?s. Chairperson Lundsten specifically ad,sessec: the
reco-inenaations of the rarministrative Committee which called
for the funding of the Caponi easement in the anount of
;.5,000 and also acquisition of approainately 10 acres of
lana abutting NZcCarthy Park, She is also recommending that
of the sixteen priorities listed' under the park construction
category that .five of those priorities be considere-2 in
1977. The top five priorities are as follows;l.Tennis courts
at Pilot i<nob Part:,. 2, Rahn nark lighter. ball fields;
3. Developnent of Northview athletic field; r, Second set
of tennis courts at Rahn Park, 5. Lic;hte'. tennis court at
Woodhaven Parh. After a discussion on each oZ the priorities
as reconnendeu by the Administrative Cor*nittee,, Chairperson
Lund.sten recommended that the City Planner review the priority
list as state.! and report back with his findings at the
next regular meeting.
