SUBJECT: SEPTEMBER 20 CITY COUNCIL MEETING
Two additional items have been added to the agenda for
the September 20, 1977 meeting. The items are
B. Residential Backyards abutting a major road -- Bea Blomquist
and C. Oak Chase Park Dedication -- Jim Frisbee.
Both items are listed under Old Business. A -:copy of a
revised agenda is enclosed for your reference.
As you recall.in reading the Planning Commission minutes of
the August 23, 1977 meeting, Mrs. Blomquist approached the
Planning Commission with a concern about the unsightliness
throughout''..the City of Eagan if platting is to continue
allowing backyards to abut up to major streets which include
collectors and county roads. Bea feels this should be an
important concern on the part of the Planning Commission and
the City Council regarding future platting. Residents normally
store boats, campers, a second car, metal storage buildings
and other items in back yards and therefore, in future years,
Bea is concerned that yards abutting up to collector roads
and county roads throughout the City may affect the aesthetic
importance we are attempting to place on the development of
our community.
Mr. Jim Frisbee is requesting time on the agenda to discuss
and resolve the Oak Chase Park Dedication Problem. Mr.
Arnold Carlson -.-.is also requesting time on the agenda to
request the same matter. As the Park Advisory Committee
minutes indicate, this problem has been reviewed at several
meetings this year by that committee. At the present time
the staff is working on a solution to the problem as directed
by the Park Advisory Committee. It was my understanding
in reading the August 18, 1977 minutes that the staff meet
with Mr. Frisbee and report back at the next regular meeting.
Mr. Frisbee did not appear at the -September 8, 1977 Park
Advisory Committee meeting and therefore the matter was
continued until the October 13, 1977 meeting. I have advised
Mr. Frisbee that the whole matter of Park Dedication was
referred to the Park Advisory Committee and until they work
out a solution to the problem and present the City Council
with a recommendation, there is no action that the City Council
is likely to take on the'matter. Mr'. Frisbee and Mr. Carlson

are not satisfied with that procedure and therefore requested
time to meet with the City Council on Tuesday. To provide
you with some background on what Mr. Frisbee will more than
likely present, I have attempted to summarize the matter
in the following paragraph:
First of all, Mr. Frisbee is recommending that the
City pay the assessments that are pending against
Lot 4, Block 7, Oak Chase.lst Addition which
total'.approximately $5,071. He has stated that he
will assume all the assessments and taxes for the
remaining lots that are proposed for park land.
In addition, Mr: Frisbee has asked that the triangular
lot, which is outlined by the heavy black line,
be sold by the City, which in essence Mr. Frisbee
would be selling a lot to Mr. Carlson and the proceeds
of the sale transaction would come to the City.
Mr. Frisbee has also indicated that 75 ft. of the
park land be sold to Mr. Carlson to allow his driveway
to be relocated at the same distance east of his property.
Due to the complexity of the problem, I have enclosed
a colored map which indicates in pink what the Park
Advisory Committee is proposing to retain as park land
and that colored in green is what Mr. Frisbee and
Mr. Carlson would then end up with if the proposal is
acceptable.
Enclosed for your feference are copies of memorandums from
Police Chief DesLauriers pertaining to the dispatcher replace-
ment and the International Chiefs of Police conference in
Los Angeles. Also enclosed is a copy of the'.budget report
for the month ending August 31, 1977.
A resolution was prepared at your request attempting to clarify
the', -issue of where the stadium is to be located on the
property presently owned by the Dayton -Hudson Company.
The resolution incorporates action that was taken by the City
Council in previous resolutions and also attempts to clarify
the position of the City Council on the entire matter of
the Eagan stadium site proposal. Please review carefully
and add any additions, deletions that you feel are necessary
if this resolution is to be adopted.
