PARK COMMITTEE AGENDA BACKGROUND INFORMATION February 8, 1979 Development Proposals A. Brittany - City Planner Runkle will discuss pre- liminary development plans for an approximately 75 - 80 acre parcel consisting of the N; of the SW; of Section 33, the Michilson property. Small maps are not yet available for inclusion in this packet. Runkle will present possible locations for an all purpose trail be- tween the High Line and Holland Johnson Park for discus- sion relative to this plat. B. Unamed Plat - City Planner Runkle will present an informal review of a proposed plat of approximately 13� acres in Section 22 located in the draw between Skovdale I and II. Neighborhood park reeds for this section may be met by the expansion of Patrick Eagan Park. C. Duckwood II - City Planner Dale Runkle will review the preliminary.plat for Duckwood II. This is the area east of Duckwood I and south of the Deboer park dedi- cation (1971). A 30 foot trail easement between the Deboer park dedication and Duckwood Lake was recommended in 1971 but was not recorded. This trail connection and any other desired internal connections should be reviewed by the Park Committee. Enclosed is a 1971 drawing showing the proposed 30 foot trail on a plat map. City Planner Runkle will look at the topography in this area prior to the Park Committee meeting. Enclosed also is a copy of this preliminary plat and a layout on a topographical map. Note that the trail easement has been reduced to.30 feet on the newest drawings. The Park Committee recommended a 30 foot trail easement from Duckwood I to Duckwood Lake along the north edge of the plat. Park Director Schmidt is.checking with the City Clerk to make sure this easement has been recorded. IV. Park Department A. Preliminary grant approval complex -- See enclosed memo to information on this item. B. Fire Station Site Selection Public Works Committee meeting meeting regarding this matter. Section 9 - athletic City Council for -complete -- See minutes of and Special Park Committee Agenda Background Page Two C. Recreation Report -- The skating season is still underway; the ice at all rinks is in excellent condition, the well site is being very heavily used and the rinks will remain open as long as weather permits. Planning is.underway for an Easter Egg Hunt, spring tennis lessons and resumption of the Teen Center acti- vities at the Rahn building. See attached publicity sheet as prepared by Recreation Programmer Dorothy Peterson for the three school district brochures. D. Eagan Field Use Policy -- A policy to set fees for tournaments and control the use of the four softball diamonds at Northview Park will need to be established. Enclosed is a memo from Recreation Programmer Dorothy Peterson with some suggestions for Park Committee review and comment. E. The new tenants of the Kehne house have asked the City to consider energy saving improvements to the house. See attached memo regarding 2-2-79 meeting. The Park Committee is being asked to make a recommendation as to the future of this building for park use. F. Possible rescheduling of Park Committee meetings G. Trail Use - Ft. Snelling State Park -- At the November 16, 1978 Park Committee meeting letters were directed to be written to the Department of Natural Resources regarding the exclusion of horses and snow- mobiles from Ft. Snelling State Park. Enclosed are three responses from Governor Quie, Joe Alexander (Acting DNR Commissioner), and Don Davison (DNR Parks Director). Metro Region Supervisor Bill Weir and Ft. Snelling manager Don Jueneman have scheduled a meeting with City staff for February 27, 1979 at 10:00 a.m. to discuss the Eagan trail system and possible future tie ins with Ft. Snelling State Park. H. Park Dedication -- No additional information regarding park dedication is available at this time. Park Committee members are asked to comment on the formula which was distributed at the last meeting. Agenda Background Page Three . Old Business City staff will update the Park Committee on final actions relative to a number of.development proposals on which recommendations have recently been made by the Committee. There are problems with Drexel Heights park dedication. City Consulting, Engineer recommended a 15 foot easement across.the rear lot lines in Drexel Heights. This would have tied in with a trail around Fish Lake, which, was previously dedicated in the early 1970's as a part of the Pilot Knob Heights PUD. However, because of the substantial increase in the lake level most of the trail area is now under water. See enclosed report from City Engineer Tom Colbert. ,Unless the City Council, with concurrance of the Minnesota DNR, is able to establish a much lower elevation for Fish Lake, the trail area will be lost and access around Fish Lake will be denied to all Eagan residents including those people living within the Pilot Knob Heights PUD. VII. Request for Outdoor Pool Dave Wallace, a resident of the Cedar Grove area,, wishes to discuss the.need for one or more outdoor pools for use by. City residents. He is attempting to obtain cost information and evidence of community support for such a proposal and is interested in the 'Park Com- mittee.reaction. He would be willing to survey area residents in conjunction with CAA spring registration to obtain more input from the community. Enclosed is a recently revised report showing the anticipated increase in Park Department maintenance responsibilities for 1979. Enclosed are copies of a letter sent to the Council by three young residents of Eagan and the response written by the Park Director which was also distributed to the Council. Snelling State Park Date: 2-27-79 Present: Bill Weir DNR Don Jueneman DNR - City Engineer Bob Rosene Dakota County Planner Alan Moe j Park Director Schmidt Snowmobile Trails Snowmobiles are not comparable with the cross country ski trail area being developed in Ft. Snelling State Park. These are either/or uses for this area. Quiet zone has been established north of Cedar Ave Trail Center and snowmobile etc south of Cedar Ave. The area south of Cedar Ave is not usable at this time due to damage caused by Cedar Ave construction(Cedar Ave maybe done by fall of 81) However snowmobile use of part of the park area could be considered it it provided a connection to the Eagan City trail or from the Eagan City; trail to the Trail Headquarters at Cedar Ave. There are only 2 hard ground areas to work with within Ft. Snelling; along the railroad track and along the river. This limits multiple use. Cross country skiers need loop trails. Snowmobilers refer a ride of 20-25 miles. DNR doesn't believe many snowmobilers are really interested in Ft. Snelling. Have seen about 24 people there this year, stopped 12. If Eagan does designate a snowmobile trail to Ft. Snelling they should be aware of the dangers of large amounts of traffic: coming from the Cedar Trail 9eadquarters and going to the snowmobile trails in Holland Jensen and South to Rosemount etc. This could jeopardize all snowmobiling in Eagan. Snowmobilers can make their way to the Hwy 13 road right of way and probably to the Trail Headquarters without going through park property. If this is possible they could cross railroad tracks at legal crossing at Cedar Ave. If the above is not possible could use part of park but would need a legal crossing of railroad tracks. Ft Snelling owns only west of railroad tracks except North of Lon. Oak Road. The state has problems negotiating railroad crossings for them- selves Conclusion re Snowmobiles: Ft Snelling could consider snowmobile trail use south of the Seneca plant if needed to get local snowmobilers to Trail headquarters if Eagan has a designated trail leading into the park if the use involved legal crossing of the railroad tracks if permission is obtained from all involved private property owners. Horse Trails Bill Weir is willing to consider horse trails for Ft. Snelling State Park These horse trails will be limited to areas that will support horseback riding: much of the park area contains unstable soil. They will probably be point to point along the east side of the river bank rather loop trails. Bill Weir and Don Jueneman would like to work with (Mike Thomas to do the trail layout. Y 4r V,L Access points will also be needed in €ut-Fee as these trails must be accessible for all users not just local people. Perhaps trail would be developed to , Cedar Ave trail headquarters. DNR has bill before legislature to acquire chemical plant behind Sibley House. This area could also be developed as a parking lot. Questions whether people would trailer in to Cedar Ave and ride to Sibley House and back on same trail. (Would that, be an enjoyable experience?) A Bike Trail will probably also be built in the same corridor (East river bank) Caution - approval for permanent horse trails in the park will have to be obtained through the chain of command at the DNR after all necessary planning and approvals have been accomplished. Caution - Eagan should also be aware of the possibility of traffic from the trail headquarters back to Holland Jensen park. Conclusions Re: Horses Ft. Snelling will allow horses in Ft. Snelling this summer. Will not designate specific trails. Will expect 'riders to use reasonable care to avoid damaging terrain. Will close at first snowfall and open when announced in spring. Will designate specific trails for next season. Eagan should,by next year provide legal trail connections to suitable access points, to be located at Highview Access and field ,road south of Seneca plant. contact railroad and negotiate for trail -crossing of:tracks. Other Info. Trail connection from Lilydale to Ft. Snelling doesn't look too possible. Bike Trails will be developed in Ft. Snelling in the future. DNR talking to Nancy Mahle about trail on 494 bridge when it is built. Bob Rosene feels we should pursue access, from Pilot Knob to this area. This would involve hanging a trail on the bridge over 13 at the Murphy House. This should be pursued. qq • Minnesota River Valley National Wildlife Refuge (and Recreation Area) 2-6-79 -- Meeting with Jim Dustrude - MN DNR, and John Tietz, U.S. Fish &,Wildlife (migratory lands for water fowl) History In 1970, citizens groups chiefly from Burnsville and Bloomington, became concerned about encroachment on river floodway and floodplain. -wanted to protect valley -DNR was contacted because of Ft. Snelling & Mn. Valley Trail -Legislation passed in 1976, Public Law 94466, sponsored in senate by Mondale, supported by Oberstar, Frazer, Hagedorn, etc. -Funding of 14.5 million for acquisition, 6 million for development Lawcon available only for recreation area Only acquisition money now available is for U.S. Fish & Wild- life. -Would purchase refuge areas except for Blackdog and NSP between now and 1983 -From willing sellers only at this time -Fish and Wildlife also has funds,available for some development Some recreational activities are not consistent with the purpose of a wildlife refuge which is to provide migratory lands for birds, in this case chiefly waterfowl. The enabling legislation has been interpreted to include only funding for acquisition of the refuge and not the recreation portions of the total area. Recreation funding may have to come from Lawcon. The following uses or facilities are typically found in a wildlife refuge: -birdwatching -environmental education -hiking trails -auto tour routes (where suitable) -Wildlife observation areas -guided or self -guided tours -hunting where needed to reduce wildlife population (dependant on local regulations and permitted only when would not conflict with adjacent public land use) -boating -canoe launch areas Activities normally not found in a refuge: -developed picnic areas -developed camp grounds -snowmobiles These uses could be allowed on the -horses Minnesota River Valley Trail through: the refuge Comprehensive Plan John and Jim are working jointly on a comprehensive plan Target date for completion is 6-80 -Now looking for consultant to oversee total plan Base line studies being done now -Wildlife inventory (Dr. Duane Warner - U of M) -detailed ongoing vegetative analysis - available in April or May Studies are expanded outside actual boundary lines. Infor- mation could be available to local units. DNR (Jim Dustrude) is holding off planning the trail segment closest to Ft. Snelling until the cooperative plan for the refuge and trail is done. Jim has Kathleen Wallace doing recreational studies and Ray Norgard doing data collection Possible recreation activities -camping, picnicing, boat launches -determined by process of consensus City Could get involved if they wished to -- could buy some of the land that is in private holdings for their own use or could get involved in the planning process. Tex Hawkins will head the interpretive staff.Ed Crozier will manage the refuge. Both are interested in public use so the refuge will be strongly oriented towards outdoor education. Note -- The original Minnesota River Valley Trail Plan did not show horses and snowmobiles all the way to Ft. Snelling -- only south of Cedar Avenue. . Additional meetings will be held in the future. Patrick Eagan Park satisfies the passive park needs. The proposed expansion will provide six additional acres for active park use. In addition the City office center may allow for some active facilities. A more detailed study as to specific path locations in this neigbhorhood is needed. Previous Actions This plat was reviewed informally by the Park Committee at the February S, 1979 meeting. See enclosed minutes. Park Director's Commen This proposal is for 44 townhouse units and one open space lot.' Staff recommendation is for cash for each of the 44 units as the land is not located adjacent to either of the two public properties located within this neighborhood. Additional Comments This application was denied at the February Planning Commission meeting but will appear before the City Council March 6, 1979 therefore a Park Committee recommendation is in order. • CITY OF EAGAN SUBJECT: Rezoning & Preliminary Plat PETITIONER: Paulette Bosela LOCATION: East of Pilot Knob Road - 1 block north of Deerwood Dr. EXISTING ZONING: Residential R-1 PETITIONS Two petitions have been submitted; 0 DATE OF HEARING: February 27, 1979 DATE OF PLANNING REPORT: February 21, 1979 PREPARED BY: John S. Voss, Planning Consultant - a petition for rezoning a 13.24 acre area from Residential R-1 to Residential Town- house R-3. - a preliminary plat in order to subdivide this same 13.24 acre area into 45 lots (44 townhouses plus one common open space lot.) PLANNING CONSIDERATIONS 1. Land Use Guide: The "Eagan Land Use Guide Map" proposes mixed residential for this property of a density ranging from 3 to 6 units per acre. Therefore, the proposed rezoning and development appears to be generally consistent with the Land Use Plan. The adjacent properties, both north and south of the subject site, have been subdivided - Skovdale Additions - and developed with single family homes. Itis - somewhat unusual to propose a townhouse development development between two single family subdivisions, however, if properly developed in terms of preserving much of the natural terrain and tree cover and with proper access, the townhouse development could fit well into the area.. Much would depend upon the design and architecture. 2. Site Design: The site plan submitted by the petitioner appears to be well-designed and it respects the terrain features of the site. There are minor problems with certain details, namely; A.. Section 52.06, Subd. 24b of the Zoning Ordinance requires a landscaped buffer where a townhouse development abuts a single family development. Along the very long expanse of driveway (north boundary of property) a landscaped buffer should be required. Landscaping is shown over a portion of this driveway (Scotch Pine) however, this should be more completely developed and a landscaped buffer should be provided along the driveway along the southwest corner of the property leading to Pilot Knob Road. B. The landscape treatment in general and preservation of natural features of the site is very good. However, the landscaping along the entrances to the units and around the individual units should be increased. C. There should be assurance that a second access (public street from the east) will • CITY OF EAGAN Paulette Bosela February 21, 1979 be provided in the reasonably near future to insure that this development will not be served only by an access directly to Pilot Knob Road. This would leave 44 units on a very long, private cul-de-sac. D. It would be desirable to have this site plan drawn to a scale of 1'= 100' with ,more dimensions so that it could be more easily interpreted. 3. Preliminary Plat The petitioner has not submitted a preliminary plat which totally satisfies the minimum requirements of Eagan's Subdivision Ordinance 410. Much of the information required on the preliminary plat is contained on the "Plot Plan" submitted with the petition, however, a separate document titled "Preliminary Plat" detailing dimensions, proposed grades, proposed utility plans and similar information, as required, should be submitted before final action is taken on a. preliminary plat. This was communica- ted to the petitioner at the staff meeting and still the City only has a "Plot Plan" drawn on an existing contour map and a landscape plan. 4. If approval is given to a preliminary plat it should be subject to the following; A. All of.the engineering information normally required ,for a preliminary plat under Ordinance n10 shall. be required and approved by the Director of Public Works before a preliminary plat is approved by the City Ccuncil. l 5. Park dedication shall be satisfied as recommended by the Park Committee and approved by the City Council. C. The City shall have reasonable assurance that a second access (from the east) can be provided to the property within the near future before any building permits -are issued. D. A landscape bond in the amount of $1,000 shall be required to be submitted with the initial application for building permits to insure compliance with the land- scape plan. E. Drainage and utility easements shall be granted to the City as required by the Director of Public Works. F. Site development shall be in accordance with the comments made in the Engineer- ing report and concrete curbs as required by the Zoning Ordinance shall be re- quired along the perimeter of all parking areas. G. The preliminary plat shall be approvedby the Dakota County Plat Committee before final action is taken by the City and this shall include dedication of 75' for 1/2 rightrof-way along Pilot Knob Road (County Road q31) and an additional 50' setback for any buildings from the future right-of-way for Pilot Knob Road and the driveway access to. Pi lot Knob shall be approved by Dakota Co. H. A landscaped buffer shall be provided along the boundaries where parking areas or driveways are adjacent to single family residential development. The internal 6 inch water main lateral will be looped and eventually connected to the future extension of water main when the 80 acre.Orr property is developed immediately east of and adjacent to this proposed plat. Sanitary sewer service will be provided by future extension of an.18 inch trunk sanitary sewer main along the east boundaries of this proposed plat. Due to -the elevation of this area, it will require the installation of a lift station as part of this trunk sanitary sewer extension. Before final plat is approved, it should be required that this development petition for the initiation of the trunk sanitary sewer extension project. It is recmmmended,that appropriate access permits will have to be obtained from Dakota County Highway Department for the access onto Pilot Knob Road. Because of the unavailability of sufficient land to dedicate the necessary 60 foot right-of-way for a public street dedication, it is my understanding that the developer intends to propose this as a private maintenance street system. The road adjacent to the north property line.must have a 10 foot setback to provide for snow storage and a boulevard area from the property line. EASE F.WS/R.O.W. A 10 foot drainage and utility easement should be dedicated adjacent to all proposed future property lines. A 15 7 20 foot drainage and utility easement will be required to be centered over the proposed storm serer outfall alignment for the internal storm sewer detention basin. Drainage and utility easement or blanket letter of agreement mist be obtained by the property owner immediately adjacent to the east property line of this plat for the storm sewer outfall. The instructor provided to us by Journey Sports of Eden Prairie was excellent. Positive comments were received from class members regarding the lesson format and the instructor. Figure Skating Lessons -- Three classes of figure skating lessons were conducted; two for 5-7 year olds, one for 8-11 year olds. A total of 24.children were involved. Instructors were two members of the Rosemount High School Figure Skating team. Classes were conducted on five consecutive Saturdays in January and February. Parents of the children were enthusiastic about the lessons and delighted with the progress their children made, moving from non skaters to work on spiral turns, the Bunny Hop, Shoot the Duck and other exercises in balance and sill. Parents were amazed by how much the children learned. Broomball'for men and Couples Badminton -- These offerings were cancelled due to lack of registrations. Skating Rinks, Warming Houses -- The season began December 23 and ended on February 26. This 9 week season was the longest in recent years. Numbers of skaters were greatest at Rahn Park, the Well Site and Lexington Park. The fewest numbers of skaters were reported'at Highview, Pilot Knob and Cedar Pond. Woodhaven and Carnelian seldom had large numbers of skaters but on the other hand, usually had some skaters present. A limited number of calls challenging the Park Department policy of closing warming houses when the wind chill is -300 or colder were received by the Park office. South St. Paul has a similar policy, however, no other area city closes their rinks during, bitterly cold weather. The Park Department is in the process of surveying other communities regarding their policies for use of City fields for weekend softball tournaments. Dorothy Peterson would be happy to work with the Park.Committee to establish policy for tournament use of Northview Park. r MINUTES OF A REGULAR MEETING OF THE ADVISORY PARK COMMITTEE EAGAN, MINNESOTA FEBRUARY 8, 1979 A regular meeting of the Eagan Advisory Park Committee was held on February 8, 1979 at the City Hall. Those present were Chairperson Lundsten, Thomas, Martin, Loken, Thursten, Coates, Carroll and Lucke. Also present were City Planner Dale Runkle, Park Director Barb Schmidt, Director of Public Works Tom Colbert and City Administrator Tom Hedges. Absent were Committee Members Hagen and Radl. MINUTES. In a motion by Coates, seconded Thursten, all members voting in favor, the minutes of the December 21, 1978 Advisory Park Committee meeting were approved. ADOPTION OF THE AGENDA. In a motion by Coates, seconded by Thursten, all members voting in favor, it was RESOLVED that the February 8, 1979 agenda be approved as presented with one addition; that a brief discussion be allowed regarding tax forfeiture lots and lot splits as recommended for discussion by Chairperson Lundsten. ADMINISTRATOR'S REPORT City Administrator Hedges introduced the new Advisory Park Committee members who were appointed by the City Council at the February 6, 1979 City Council meeting. The new members are Mr. Dick Carroll, Mr. Arnold Lucke and Mrs. Sharon Radl. He also noted that Mr. Mike Thomas was. reappointed to a three year term by the City Council. The City Administrator reported on action that was taken by the City Council which included 1) Author- ization for the City Attorney to proceed with negotiations to acquire two parcels of property to expand Patrick Eagan Park, 2) Authorization for the Mayor and City Clerk to sign a project agreement to receive a'grant in the amount of $32,000 * Committee Page Two �. 2-8-79 which is 40% of the total construction cost for Phase I of the Rahn Thomas Trail, 3) Authorization to Consulting Engineer Bob Rosene to prepare plans and specifications for the Rahn Thomas Trail project, 4) Authorization for the Mayor and City Clerk to submit an application to the Minnesota State Planning Agency for a grant in the amount of $92,250 which represents 75% funding for acquisition of approximately eight acres of park land in Section 9, and, 5) Authorization to purchase three items of equipment for the Park Department including a Groundmaster 72, a tractor from Corcoran's, and a 3/4 ton pickup from Osburn- Fasula Dodqe. BRITTANY ESTATES. City Planner Runkle and Park Director Schmidt outlined a proposed development plan for Brittany Estates located in Section 33. Park Director Schmidt reviewed plans for a trailway that would connect the NSP high line easement with Brittany Estates. She outlined the entire trail as running from the NSP high line easement south to Cliff Road within the Williams Brother pipeline easement and then proceeding along the west lot line of Beacon Hills, turning south on the south interceptor trunk sewer main easement and then turning west along a section line and the rear lot lines of Brittany Estates and then intersecting with Johnny Cake Ridge Road at its termination. This would allow for the trailway to connect the Rahn Thomas Trail through the high line ease- ment with Dakota County park land by meandering.through several residential areas. The staff explained that there were many alternatives studied, however, this alternative lends itself best to the topography of the area. The Park Committee members were concerned that surrounding developments should tie into the trail and this appeared to be the best plan to satisfy that purpose. There was con- siderable discussion by the Park Committee regarding the width of the trail giving consideration to all types of uses such as horseback riding, snowmobiling, cross country skiing, bicycling and hiking. Generally the trail width was • • Park Committee Page Three 2-8-79 determined to be 50-75 feet. After further discussion on the proposed trail- way: and Brittany Estates Addition, a motion was made by Coates, seconded by Thomas, all membersvoting in favor, to amend the Park and Open Space Map to include a trailway connecting the high line easement (Rahn Thomas Trail) with Dakota County park land by meandering south from the high line easement to Cliff Road within the Williams Brother pipeline easement then proceeding along the south interceptor trunk sewer main and turning west to adjoin a section line and a rear lot line of Brittany Estates eventually terminating at Johnny Cake Ridge Road and providing access to Dakota County Park. The motion also includes an area designated in Section 33 to be included on the Park and Open Space Map as a 15 acre proposed park land development. A second motion was introduced by Thomas, seconded Coates, all members voting in favor, that park land consideration for Brittany Estates include dedication of the trailway as proposed along the northwest lot lines of the proposed plat and that the remainder of the park land dedication be a cash donation and further that the staff pursue all related items pertaining to the park land dedication requirements. SECTION 22 BOSELLA TOWNHOUSE PROJECT. City Planner Runkle presented the Bosella Townhouse project which'was proposed for Section 22 and further discussed potential trail connections to the proposed plat. After a review of the town- house project concept as it relates to park land in that neighborhood study, there was no action taken on the proposed plat and the staff was directed to present more detailed plans as the townhouse project development plans proceed in the future. DUCKWOOD 2ND ADDITION. City Planner Runkle explained in detail the Duckwood 2nd Addition proposed plat. He further indicated that park land dedication for the Duckwood 2nd Addition -was satisfied as a part of the Duckwood 1st Addition agreement for that entire area. After discussing a trail connection for 0 0 Park Committee Page Four 2-8-79 Duckwood 2nd Addition a. motion was made by Thursten, seconded by Loken, that the City Council require a 30 foot trail easement for Duckwood 2nd Addition and that the staff work with the developer to connect O'Leary Lake with the existing park land dedication. FIRE STATION SELECTION PROGRESS REPORT. Chairperson Lundsten reviewed the minutes of a special meeting of the Eagan Park Committee held on February 1, 1979 which was held for the purpose of developing a priority of the three pro- posed fire station sites as requested by the Public Works Committee to be studied by the Advisory Park Committee. Chairperson Lundsten outlined the advantages and disadvantages of each of the three sites which include 1) Power co-op site, 2) Well -site, and, 3) Thomas Lake Park. She stated that those members who were in attendance at the special meeting studied all the advantages and disadvantages closely and concluded that the three sites should be given a priority as follows: 1) Power Co-op site, 2) Well Site, and, 3) Thomas Lake Park. Park Committee member Coates again reaffirmed his position that the Thomas Lake site was his first priority, then the co-op site followed by the Well site. After further discussion on the matter and in a motion by Thursten, seconded by Loken, all members voting in favor, the minutes of the special meeting of the Advisory Park Committee held on February 1, 1979 were approved. KEHNE HOUSE. Park Director Schmidt reported on a recent tour of the Kehne House for the prupose of determining a future use for the building as it relates to Patrick Eagan Park. She also informed the Advisory Park Committee that the new tenants of the Kehne house are asking the City of Eagan to consider energy saving improvements to the home. Park Committee Member Martin discussed the potential of using the house for a cross country ski chalet. He further stated that he is concerned about the cost of remodeling the house to meet public Park Committee Page Five 2-8-79 building standards and asked if this was feasible. Park Committee Member Martin and other members of the Advisory Park Committee discussed the remodeling of the house stating that if the facility was used as a public building for park purposes it is advantagous to pursue the use of solar energy. After further discussion on the matter, it was determined that there are no specific plans for the house, however, the Advisory Park Committee is continuing a study for the remodeling repairs of the Kehne house as well as determining future need for that facility. EAGAN FIELD USE POLICY. Park Director Schmidt stated that it will be necessary to establish a policy to set fees for tournaments and control the use of four softball diamonds at Northview Park. The Park Advisory Committee reviewed a memorandum that was prepared by Recreation Programmer Peterson, however, no formal action was taken on the matter. OUTDOOR POOL FACILITY REQUEST -- DAVE WALLACE. Mr. Dave Wallace appeared and stated that he has been in contact with a number of residents in the City and there appears to be a favorable attitude toward pursuing the construction of an outdoor swimming pool to be located in the City of Eagan. Mr. Wallace indicated that he is planning to distribute a petition throughout the Cedar Athletic Association registration to determine whether there is a favorable endorsement. towards an outdoor swimming pool in the City. .Mr. Wallace indicated that once petitions are circulated the establishment of need will be presented to the Advisory Park Committee for consideration and proper review. DREXEL HEIGHTS PARK DEDICATION. Park and Recreation Director Schmidt stated that the Consulting Engineer has recommended a 15 foot easement across the rear lot lines in Drexel Heights which would have tied in with the trail around Fish Lake that was dedicated in the early 1970s -as a part of the Pilot Knob Heights PUD. She further explained that due to a substantial increase in • • Park Committee Page Six 2-8-79 the lake level most trail areas are under water. Chairperson Lundsten and Park Director Schmidt indicated that until a lake level is determined for Fish Lake the Eagan residents who live in the Pilot Knob Heights PUD will not have access as they originally were led to believe around Fish Lake. Public Works Director Colbert explained that the City is making an effort to establish lake levels for all lakes located in the City of Eagan and when a public hearing is to be held to establish a lake level for Fish Lake. The Park Department will be notified so that the Park Committee can provide their input at that public hearing. ELECTION OF OFFICERS. Brittany - City Planner Runkle will discuss pre- liminary development plans for an approximately 75 - 80 acre parcel consisting of the N; of the SW; of Section 33, the Michilson property. Small maps are not yet available for inclusion in this packet. Runkle will present possible locations for an all purpose trail be- tween the High Line and Holland Johnson Park for discus- sion relative to this plat. B. Unamed Plat - City Planner Runkle will present an informal review of a proposed plat of approximately 13� acres in Section 22 located in the draw between Skovdale I and II. Neighborhood park reeds for this section may be met by the expansion of Patrick Eagan Park. C. Duckwood II - City Planner Dale Runkle will review the preliminary.plat for Duckwood II. This is the area east of Duckwood I and south of the Deboer park dedi- cation (1971). A 30 foot trail easement between the Deboer park dedication and Duckwood Lake was recommended in 1971 but was not recorded. This trail connection and any other desired internal connections should be reviewed by the Park Committee. Enclosed is a 1971 drawing showing the proposed 30 foot trail on a plat map. City Planner Runkle will look at the topography in this area prior to the Park Committee meeting. Enclosed also is a copy of this preliminary plat and a layout on a topographical map. Note that the trail easement has been reduced to.30 feet on the newest drawings. The Park Committee recommended a 30 foot trail easement from Duckwood I to Duckwood Lake along the north edge of the plat. Snelling State Park Date: 2-27-79 Present: Bill Weir DNR Don Jueneman DNR - City Engineer Bob Rosene Dakota County Planner Alan Moe j Park Director Schmidt Snowmobile Trails Snowmobiles are not comparable with the cross country ski trail area being developed in Ft. Snelling State Park. These are either/or uses for this area. Quiet zone has been established north of Cedar Ave Trail Center and snowmobile etc south of Cedar Ave. The area south of Cedar Ave is not usable at this time due to damage caused by Cedar Ave construction(Cedar Ave maybe done by fall of 81) However snowmobile use of part of the park area could be considered it it provided a connection to the Eagan City trail or from the Eagan City; trail to the Trail Headquarters at Cedar Ave. There are only 2 hard ground areas to work with within Ft. Snelling; along the railroad track and along the river. This limits multiple use. Cross country skiers need loop trails. Snowmobilers refer a ride of 20-25 miles. DNR doesn't believe many snowmobilers are really interested in Ft. Snelling. Have seen about 24 people there this year, stopped 12. If Eagan does designate a snowmobile trail to Ft. Snelling they should be aware of the dangers of large amounts of traffic: coming from the Cedar Trail 9eadquarters and going to the snowmobile trails in Holland Jensen and South to Rosemount etc. This could jeopardize all snowmobiling in Eagan. Snowmobilers can make their way to the Hwy 13 road right of way and probably to the Trail Headquarters without going through park property. If this is possible they could cross railroad tracks at legal crossing at Cedar Ave. If the above is not possible could use part of park but would need a legal crossing of railroad tracks. Ft Snelling owns only west of railroad tracks except North of Lon. Oak Road. The state has problems negotiating railroad crossings for them- selves Conclusion re Snowmobiles: Ft Snelling could consider snowmobile trail use south of the Seneca plant if needed to get local snowmobilers to Trail headquarters if Eagan has a designated trail leading into the park if the use involved legal crossing of the railroad tracks if permission is obtained from all involved private property owners. Horse Trails Bill Weir is willing to consider horse trails for Ft. Snelling State Park These horse trails will be limited to areas that will support horseback riding: much of the park area contains unstable soil. They will probably be point to point along the east side of the river bank rather loop trails. Bill Weir and Don Jueneman would like to work with (Mike Thomas to do the trail layout. Y 4r V,L Access points will also be needed in €ut-Fee as these trails must be accessible for all users not just local people. Perhaps trail would be developed to , Cedar Ave trail headquarters. DNR has bill before legislature to acquire chemical plant behind Sibley House. This area could also be developed as a parking lot. Questions whether people would trailer in to Cedar Ave and ride to Sibley House and back on same trail. (Would that, be an enjoyable experience?) A Bike Trail will probably also be built in the same corridor (East river bank) Caution - approval for permanent horse trails in the park will have to be obtained through the chain of command at the DNR after all necessary planning and approvals have been accomplished. Caution - Eagan should also be aware of the possibility of traffic from the trail headquarters back to Holland Jensen park. Conclusions Re: Horses Ft. Snelling will allow horses in Ft. Snelling this summer. Will not designate specific trails. Will expect 'riders to use reasonable care to avoid damaging terrain. Will close at first snowfall and open when announced in spring. Will designate specific trails for next season. Eagan should,by next year provide legal trail connections to suitable access points, to be located at Highview Access and field ,road south of Seneca plant. contact railroad and negotiate for trail -crossing of:tracks. This would involve hanging a trail on the bridge over 13 at the Murphy House. This should be pursued. qq • Minnesota River Valley National Wildlife Refuge (and Recreation Area) 2-6-79 -- Meeting with Jim Dustrude - MN DNR, and John Tietz, U.S. Fish &,Wildlife (migratory lands for water fowl) History In 1970, citizens groups chiefly from Burnsville and Bloomington, became concerned about encroachment on river floodway and floodplain. -wanted to protect valley -DNR was contacted because of Ft. Snelling & Mn. Valley Trail -Legislation passed in 1976, Public Law 94466, sponsored in senate by Mondale, supported by Oberstar, Frazer, Hagedorn, etc. -Funding of 14.5 million for acquisition, 6 million for development Lawcon available only for recreation area Only acquisition money now available is for U.S. Fish & Wild- life. -Would purchase refuge areas except for Blackdog and NSP between now and 1983 -From willing sellers only at this time -Fish and Wildlife also has funds,available for some development Some recreational activities are not consistent with the purpose of a wildlife refuge which is to provide migratory lands for birds, in this case chiefly waterfowl. The enabling legislation has been interpreted to include only funding for acquisition of the refuge and not the recreation portions of the total area. Recreation funding may have to come from Lawcon. The following uses or facilities are typically found in a wildlife refuge: -birdwatching -environmental education -hiking trails -auto tour routes (where suitable) -Wildlife observation areas -guided or self -guided tours -hunting where needed to reduce wildlife population (dependant on local regulations and permitted only when would not conflict with adjacent public land use) -boating -canoe launch areas Activities normally not found in a refuge: -developed picnic areas -developed camp grounds -snowmobiles These uses could be allowed on the -horses Minnesota River Valley Trail through: the refuge Comprehensive Plan John and Jim are working jointly on a comprehensive plan Target date for completion is 6-80 -Now looking for consultant to oversee total plan Base line studies being done now -Wildlife inventory (Dr. Duane Warner - U of M) -detailed ongoing vegetative analysis - available in April or May Studies are expanded outside actual boundary lines. Infor- mation could be available to local units. DNR (Jim Dustrude) is holding off planning the trail segment closest to Ft. Snelling until the cooperative plan for the refuge and trail is done. Jim has Kathleen Wallace doing recreational studies and Ray Norgard doing data collection Possible recreation activities -camping, picnicing, boat launches -determined by process of consensus City Could get involved if they wished to -- could buy some of the land that is in private holdings for their own use or could get involved in the planning process. Tex Hawkins will head the interpretive staff.Ed Crozier will manage the refuge. Both are interested in public use so the refuge will be strongly oriented towards outdoor education. Note -- The original Minnesota River Valley Trail Plan did not show horses and snowmobiles all the way to Ft. Snelling -- only south of Cedar Avenue. . Additional meetings will be held in the future. Patrick Eagan Park satisfies the passive park needs. The proposed expansion will provide six additional acres for active park use. In addition the City office center may allow for some active facilities. A more detailed study as to specific path locations in this neigbhorhood is needed. Previous Actions This plat was reviewed informally by the Park Committee at the February S, 1979 meeting. See enclosed minutes. Park Director's Commen This proposal is for 44 townhouse units and one open space lot.' Staff recommendation is for cash for each of the 44 units as the land is not located adjacent to either of the two public properties located within this neighborhood. Voss, Planning Consultant - a petition for rezoning a 13.24 acre area from Residential R-1 to Residential Town- house R-3. - a preliminary plat in order to subdivide this same 13.24 acre area into 45 lots (44 townhouses plus one common open space lot.) PLANNING CONSIDERATIONS 1. Land Use Guide: The "Eagan Land Use Guide Map" proposes mixed residential for this property of a density ranging from 3 to 6 units per acre. Therefore, the proposed rezoning and development appears to be generally consistent with the Land Use Plan. The adjacent properties, both north and south of the subject site, have been subdivided - Skovdale Additions - and developed with single family homes. Itis - somewhat unusual to propose a townhouse development development between two single family subdivisions, however, if properly developed in terms of preserving much of the natural terrain and tree cover and with proper access, the townhouse development could fit well into the area.. Much would depend upon the design and architecture. 2. Site Design: The site plan submitted by the petitioner appears to be well-designed and it respects the terrain features of the site. There are minor problems with certain details, namely; A.. Section 52.06, Subd. 24b of the Zoning Ordinance requires a landscaped buffer where a townhouse development abuts a single family development. Along the very long expanse of driveway (north boundary of property) a landscaped buffer should be required. Landscaping is shown over a portion of this driveway (Scotch Pine) however, this should be more completely developed and a landscaped buffer should be provided along the driveway along the southwest corner of the property leading to Pilot Knob Road. B. The landscape treatment in general and preservation of natural features of the site is very good. However, the landscaping along the entrances to the units and around the individual units should be increased. C. This would leave 44 units on a very long, private cul-de-sac. D. It would be desirable to have this site plan drawn to a scale of 1'= 100' with ,more dimensions so that it could be more easily interpreted. 3. Preliminary Plat The petitioner has not submitted a preliminary plat which totally satisfies the minimum requirements of Eagan's Subdivision Ordinance 410. Much of the information required on the preliminary plat is contained on the "Plot Plan" submitted with the petition, however, a separate document titled "Preliminary Plat" detailing dimensions, proposed grades, proposed utility plans and similar information, as required, should be submitted before final action is taken on a. preliminary plat. This was communica- ted to the petitioner at the staff meeting and still the City only has a "Plot Plan" drawn on an existing contour map and a landscape plan. 4. If approval is given to a preliminary plat it should be subject to the following; A. All of.the engineering information normally required ,for a preliminary plat under Ordinance n10 shall. be required and approved by the Director of Public Works before a preliminary plat is approved by the City Ccuncil. l 5. Park dedication shall be satisfied as recommended by the Park Committee and approved by the City Council. C. The City shall have reasonable assurance that a second access (from the east) can be provided to the property within the near future before any building permits -are issued. D. A landscape bond in the amount of $1,000 shall be required to be submitted with the initial application for building permits to insure compliance with the land- scape plan. E. Drainage and utility easements shall be granted to the City as required by the Director of Public Works. F. Site development shall be in accordance with the comments made in the Engineer- ing report and concrete curbs as required by the Zoning Ordinance shall be re- quired along the perimeter of all parking areas. G. The preliminary plat shall be approvedby the Dakota County Plat Committee before final action is taken by the City and this shall include dedication of 75' for 1/2 rightrof-way along Pilot Knob Road (County Road q31) and an additional 50' setback for any buildings from the future right-of-way for Pilot Knob Road and the driveway access to. The internal 6 inch water main lateral will be looped and eventually connected to the future extension of water main when the 80 acre.Orr property is developed immediately east of and adjacent to this proposed plat. Sanitary sewer service will be provided by future extension of an.18 inch trunk sanitary sewer main along the east boundaries of this proposed plat. Due to -the elevation of this area, it will require the installation of a lift station as part of this trunk sanitary sewer extension. MEMO TO: PARK COMMITTEE FROM: RECREATION PROGRAMMER PETERSON DATE.: MARCH 2, 1979 SUBJECT: RECREATION REPORT Cross Country Ski Lessons -- Sixteen adults and one child took advantage of the cross country ski lesson offering. The instructor provided to us by Journey Sports of Eden Prairie was excellent. Positive comments were received from class members regarding the lesson format and the instructor. Figure Skating Lessons -- Three classes of figure skating lessons were conducted; two for 5-7 year olds, one for 8-11 year olds. A total of 24.children were involved. Instructors were two members of the Rosemount High School Figure Skating team. Classes were conducted on five consecutive Saturdays in January and February. Parents of the children were enthusiastic about the lessons and delighted with the progress their children made, moving from non skaters to work on spiral turns, the Bunny Hop, Shoot the Duck and other exercises in balance and sill. Parents were amazed by how much the children learned. Broomball'for men and Couples Badminton -- These offerings were cancelled due to lack of registrations. Skating Rinks, Warming Houses -- The season began December 23 and ended on February 26. This 9 week season was the longest in recent years. Numbers of skaters were greatest at Rahn Park, the Well Site and Lexington Park. The fewest numbers of skaters were reported'at Highview, Pilot Knob and Cedar Pond. Woodhaven and Carnelian seldom had large numbers of skaters but on the other hand, usually had some skaters present. A limited number of calls challenging the Park Department policy of closing warming houses when the wind chill is -300 or colder were received by the Park office. South St. Paul has a similar policy, however, no other area city closes their rinks during, bitterly cold weather. The Park Department is in the process of surveying other communities regarding their policies for use of City fields for weekend softball tournaments. Dorothy Peterson would be happy to work with the Park.Committee to establish policy for tournament use of Northview Park. r MINUTES OF A REGULAR MEETING OF THE ADVISORY PARK COMMITTEE EAGAN, MINNESOTA FEBRUARY 8, 1979 A regular meeting of the Eagan Advisory Park Committee was held on February 8, 1979 at the City Hall. Those present were Chairperson Lundsten, Thomas, Martin, Loken, Thursten, Coates, Carroll and Lucke. Also present were City Planner Dale Runkle, Park Director Barb Schmidt, Director of Public Works Tom Colbert and City Administrator Tom Hedges. Absent were Committee Members Hagen and Radl. MINUTES. In a motion by Coates, seconded Thursten, all members voting in favor, the minutes of the December 21, 1978 Advisory Park Committee meeting were approved. ADOPTION OF THE AGENDA. In a motion by Coates, seconded by Thursten, all members voting in favor, it was RESOLVED that the February 8, 1979 agenda be approved as presented with one addition; that a brief discussion be allowed regarding tax forfeiture lots and lot splits as recommended for discussion by Chairperson Lundsten. ADMINISTRATOR'S REPORT City Administrator Hedges introduced the new Advisory Park Committee members who were appointed by the City Council at the February 6, 1979 City Council meeting. The new members are Mr. Dick Carroll, Mr. Arnold Lucke and Mrs. Sharon Radl. He also noted that Mr. Mike Thomas was. reappointed to a three year term by the City Council. The City Administrator reported on action that was taken by the City Council which included 1) Author- ization for the City Attorney to proceed with negotiations to acquire two parcels of property to expand Patrick Eagan Park, 2) Authorization for the Mayor and City Clerk to sign a project agreement to receive a'grant in the amount of $32,000 * Committee Page Two �. 2-8-79 which is 40% of the total construction cost for Phase I of the Rahn Thomas Trail, 3) Authorization to Consulting Engineer Bob Rosene to prepare plans and specifications for the Rahn Thomas Trail project, 4) Authorization for the Mayor and City Clerk to submit an application to the Minnesota State Planning Agency for a grant in the amount of $92,250 which represents 75% funding for acquisition of approximately eight acres of park land in Section 9, and, 5) Authorization to purchase three items of equipment for the Park Department including a Groundmaster 72, a tractor from Corcoran's, and a 3/4 ton pickup from Osburn- Fasula Dodqe. BRITTANY ESTATES. City Planner Runkle and Park Director Schmidt outlined a proposed development plan for Brittany Estates located in Section 33. Park Director Schmidt reviewed plans for a trailway that would connect the NSP high line easement with Brittany Estates. She outlined the entire trail as running from the NSP high line easement south to Cliff Road within the Williams Brother pipeline easement and then proceeding along the west lot line of Beacon Hills, turning south on the south interceptor trunk sewer main easement and then turning west along a section line and the rear lot lines of Brittany Estates and then intersecting with Johnny Cake Ridge Road at its termination. This would allow for the trailway to connect the Rahn Thomas Trail through the high line ease- ment with Dakota County park land by meandering.through several residential areas. The staff explained that there were many alternatives studied, however, this alternative lends itself best to the topography of the area. The Park Committee members were concerned that surrounding developments should tie into the trail and this appeared to be the best plan to satisfy that purpose. There was con- siderable discussion by the Park Committee regarding the width of the trail giving consideration to all types of uses such as horseback riding, snowmobiling, cross country skiing, bicycling and hiking. Generally the trail width was • • Park Committee Page Three 2-8-79 determined to be 50-75 feet. After further discussion on the proposed trail- way: and Brittany Estates Addition, a motion was made by Coates, seconded by Thomas, all membersvoting in favor, to amend the Park and Open Space Map to include a trailway connecting the high line easement (Rahn Thomas Trail) with Dakota County park land by meandering south from the high line easement to Cliff Road within the Williams Brother pipeline easement then proceeding along the south interceptor trunk sewer main and turning west to adjoin a section line and a rear lot line of Brittany Estates eventually terminating at Johnny Cake Ridge Road and providing access to Dakota County Park. The motion also includes an area designated in Section 33 to be included on the Park and Open Space Map as a 15 acre proposed park land development. A second motion was introduced by Thomas, seconded Coates, all members voting in favor, that park land consideration for Brittany Estates include dedication of the trailway as proposed along the northwest lot lines of the proposed plat and that the remainder of the park land dedication be a cash donation and further that the staff pursue all related items pertaining to the park land dedication requirements. SECTION 22 BOSELLA TOWNHOUSE PROJECT. City Planner Runkle presented the Bosella Townhouse project which'was proposed for Section 22 and further discussed potential trail connections to the proposed plat. After a review of the town- house project concept as it relates to park land in that neighborhood study, there was no action taken on the proposed plat and the staff was directed to present more detailed plans as the townhouse project development plans proceed in the future. DUCKWOOD 2ND ADDITION. City Planner Runkle explained in detail the Duckwood 2nd Addition proposed plat. He further indicated that park land dedication for the Duckwood 2nd Addition -was satisfied as a part of the Duckwood 1st Addition agreement for that entire area. After discussing a trail connection for 0 0 Park Committee Page Four 2-8-79 Duckwood 2nd Addition a. motion was made by Thursten, seconded by Loken, that the City Council require a 30 foot trail easement for Duckwood 2nd Addition and that the staff work with the developer to connect O'Leary Lake with the existing park land dedication. FIRE STATION SELECTION PROGRESS REPORT. Chairperson Lundsten reviewed the minutes of a special meeting of the Eagan Park Committee held on February 1, 1979 which was held for the purpose of developing a priority of the three pro- posed fire station sites as requested by the Public Works Committee to be studied by the Advisory Park Committee. Chairperson Lundsten outlined the advantages and disadvantages of each of the three sites which include 1) Power co-op site, 2) Well -site, and, 3) Thomas Lake Park. She stated that those members who were in attendance at the special meeting studied all the advantages and disadvantages closely and concluded that the three sites should be given a priority as follows: 1) Power Co-op site, 2) Well Site, and, 3) Thomas Lake Park. Park Committee member Coates again reaffirmed his position that the Thomas Lake site was his first priority, then the co-op site followed by the Well site. After further discussion on the matter and in a motion by Thursten, seconded by Loken, all members voting in favor, the minutes of the special meeting of the Advisory Park Committee held on February 1, 1979 were approved. KEHNE HOUSE. Park Director Schmidt reported on a recent tour of the Kehne House for the prupose of determining a future use for the building as it relates to Patrick Eagan Park. She also informed the Advisory Park Committee that the new tenants of the Kehne house are asking the City of Eagan to consider energy saving improvements to the home. Park Committee Member Martin discussed the potential of using the house for a cross country ski chalet. He further stated that he is concerned about the cost of remodeling the house to meet public Park Committee Page Five 2-8-79 building standards and asked if this was feasible. Park Committee Member Martin and other members of the Advisory Park Committee discussed the remodeling of the house stating that if the facility was used as a public building for park purposes it is advantagous to pursue the use of solar energy. After further discussion on the matter, it was determined that there are no specific plans for the house, however, the Advisory Park Committee is continuing a study for the remodeling repairs of the Kehne house as well as determining future need for that facility. EAGAN FIELD USE POLICY. Park Director Schmidt stated that it will be necessary to establish a policy to set fees for tournaments and control the use of four softball diamonds at Northview Park. The Park Advisory Committee reviewed a memorandum that was prepared by Recreation Programmer Peterson, however, no formal action was taken on the matter. OUTDOOR POOL FACILITY REQUEST -- DAVE WALLACE. Mr. Dave Wallace appeared and stated that he has been in contact with a number of residents in the City and there appears to be a favorable attitude toward pursuing the construction of an outdoor swimming pool to be located in the City of Eagan. Mr. Wallace indicated that he is planning to distribute a petition throughout the Cedar Athletic Association registration to determine whether there is a favorable endorsement. towards an outdoor swimming pool in the City. .Mr. Wallace indicated that once petitions are circulated the establishment of need will be presented to the Advisory Park Committee for consideration and proper review. DREXEL HEIGHTS PARK DEDICATION. Park and Recreation Director Schmidt stated that the Consulting Engineer has recommended a 15 foot easement across the rear lot lines in Drexel Heights which would have tied in with the trail around Fish Lake that was dedicated in the early 1970s -as a part of the Pilot Knob Heights PUD. She further explained that due to a substantial increase in • • Park Committee Page Six 2-8-79 the lake level most trail areas are under water. Chairperson Lundsten and Park Director Schmidt indicated that until a lake level is determined for Fish Lake the Eagan residents who live in the Pilot Knob Heights PUD will not have access as they originally were led to believe around Fish Lake. Public Works Director Colbert explained that the City is making an effort to establish lake levels for all lakes located in the City of Eagan and when a public hearing is to be held to establish a lake level for Fish Lake. The Park Department will be notified so that the Park Committee can provide their input at that public hearing. ELECTION OF OFFICERS. The following officers were elected to serve the Advisory Park Committee during 1979: Chairperson, Myrel Lundsten; Vice - Chairperson, Neil Coates; Secretary, Jean Loken.
