PARK COMMITTEE AGENDA
BACKGROUND INFORMATION
II. City Administrator Hedges will report on recent City
Council actions relative to the Park Department which includes
the appointment of Thomas Gits to the Park Committee, the
approval to build two new tennis courts at Rahn Park and
to light all four courts. See attached copy of memo to
City Administrator which suggested three alternatives.
The third 'alternative was selected by the City Council.
He will also report on the awarding of bids for the Thomas
Trail construction project and on the Eagan site for a branch
of the Dakota County Library. See -.attached site plan.
III. Development Proposals
A. Annual PUD reviews -- City staff has been reviewing
all Planned Unit Developments with the developers. No
changes regarding park dedication are recommended at this
time. Some changes, however, may soon be forthcoming
relative to plats under the Blackhawk Park and Lexington
South PUDs. Staff and Park Committee members will be better
able to react to any proposed changes when the sketch plans
for the area are available. A list of all current PUDs
with a Land Use breakdown is attached for your information.
B. New Proposals -- Dale Runkle will review two recent
development proposals which are part of existing PUD's
and will not require park committee action. He will also
present two new proposals which will be in final form for
next month's meeting. Development Committee members may
wish to review existing land in the two involved sections.
IV. Park Department Business.
A. 1. All members of the Park Committee are asked to
.set aside some time between the receipt of this packet and
the Park Committee meeting to think about and list some ideas
on the following:
1. Your own personal ideas regarding suggested goals
and policies for the Eagan Park System. (Do this without
looking at the goals and policies in the current guide.)
2. Your suggestions regarding possible revisions,
additions or deletions to'the-goals and policy.,section of
the current guide.
3. Your ideas about specific projects which need to
be undertaken in the near future to provide adequate recreational
facilities.and opportunities for Eagan residents.

Examples of these -would be:
1. Lighted fields at Rahn Park
2. Development for Oak Chase Park
3. Additional development at Northview Park
4. Purchase land for neighborhood/community park for
Section 9 (Cameron, Fox Ridge, Bunker Hills area)

List any need you can think of whether large or small,
general or specific. These items will be considered relative
to the development of a five year capital improvements project.
2. The Trail Subcommittee will discuss a suggested
draft of goals and policies relative to a trails plan and
its implementation.
3. The Trail Subcommittee recommendation on a trail
on Wescott Road is enclosed for your review and approval.
Action Requested: Approval of recommendation to City Council
for trail on south side of Wescott Road.
4. Research has been done on alternate methods of
accepting trail dedication. Dakota County will now allow
the designation of trailway on a plat which will be in
effect similar to City boulevard right-of-way but will
appear on the plat and therefore be a matter of record for
City use. .
5. Bids for Rahn Thomas Phase I trail construction --
Bids have been received and the project should be awarded
at the May 2, 1979 City Council meeting. The low bid was
in the amount of $49,057.50. The engineer's estimate was
for $66,000 for construction. Due to this extremely favorable
bid, the City has approximately $15,000 in excess trail funds
under a 908 grant combined Lawcon and State grant.
The grant contract can be amended to include additional
trail construction which meets the same general criteria as
the original grant proposal. Examples would be a trail
through the native prairie area in Thomas Lake Park and/or
a.trail through Evergreen Park providing it connected.to the
main trail. Possibly both segments could be accomplished.
Additional information will be obtained from City Consulting
Engineer Bob Rosene regarding these proposals.
IV. -B. Recreation
1. A proposed field use policy is 'enclosed for your
review and approval.
Action Requested: Approval of Field Use Policy.

2. A report on the first annual City of Eagan Easter
Egg Hunt is enclosed for your review and comment.
V. Special Meetings
A. The next meeting of the Trail Subcommittee should
be scheduled and should include discussion of recommended
trail widths, the trail plan relative to the Park Develop-
ment Guide, and other pending projects.
Action Requested: Set next meeting date for Trail
Subcommittee.
B. Park Committee members are reminded of the next
Comprehensive Plan meeting, May 8,1979, which is scheduled
to complete the Park Guide Section.
C. Chairperson Lundsten, Park Committee Member Martin
and Park Director Schmidt met with the Wilderness Run Home-
owner's Association relative to the overall park system and
suggested improvements for Oak Chase Park - a report will be
presented for discussion of the suggestions submitted by
representatives of the Homeowners Association Park Committee.
D. Park Committee Member Thurston and Park Director
Schmidt met with residents of the South Oaks neighborhood
regarding play equipment and other improvements for South
Oaks Park. Equipment selected included'2 backhoe diggers,
and a satellite climber which have been ordered. In addition,
the Park Department crew recently reclaimed a swing, slide
and climber unit from a Howard Johnson motel which is programmed
for installation at South Oaks. Residents have also requesteed
one small soccer goal to be installed on the play field area.
VI. Old Business
Duckwood II - City staff willrecommend to the Park
Committee the suggested form for the trail dedication in
Duckwood II.
