Application Submitted
An application has been submitted for preliminary plat (Wedgewood Lst Addition) which
consists of 75.17 acres and contains 72 single family lots and 5 outlots. This was
previously the Wilderness Paris 4th Addition plat.
Camients
1. The proposed development is part of the Lexington South Planned Development. The
lard use proposed for this development is R-2 01ixed Residential) with a density of
3 to 6 units per acre.
2. The proposed development will have a density of the new developable lard of 2.6
units per acre. O=Unanoe 52 allows 3.6 units per acre.
3. All lots exceed the 85 foot minimum width regPir ent and the 12,000 square foot
requirement for a single family lot.
4. Within the proposed subdivision there are five (5) oitlots. Outlots A, B, E and
F are proposed park dedications according to the Planned Development. Outlot C may
also be dedicated as park. This outlot became larger than the original park dedication
because of the realignment of Wilderness Run Road. Outlot D is the only eutlot proposed
for future development. When this outlot develops, its proposed use would be R-2 (Mixed
Residential) with a density of 3 to 6 units per acre.
5. The proposed plat appears to be well designed. The plat has a curvilinear design
and provides continuity by providing accesses to adjacent properties.
If approved, the plat should be subject to the following conditions:
1. A detailed grading and drainage Plan be approved by the City Engineer.
2. The plat be subject to the convents of the Dakota County Plat Ommission because
Lexington Avenue has now been approved as a County road.
3. All easements be approved by the City Engineer.

The Public Works Department has the following oaments to sake in regards to
the above referenced plat:

Water main and sanitary sewer of sufficient size and depth to service this
proposed plat is presently under contract along Wilderness Run Road.
STREETS
There presently does not exist any street along Lexington Avenue or
Wilderness Run Road rights-of-way. No contract has been awarded for any
street construction as of this date. Improved street access will have to
be provided prior to final plat approval either by the developer or under
the City contract. The Engineering Department has no objections with the
internal design layout of the street system. Staff has recommended and the
developer has responded in providing a 60 foot access for the future develop-
ment of the property to the south of this proposed plat. Wilderness Run
Road and Lexington Avenue will be major collector streets and as such all
lot accesses have been provided to be obtained through the interior street
system.
MADDE AND DRAINAM
The drainage from Block 1 and 2 is proposed to be directed into the pond
located immediately southeast of this plat. This pond is part of the City's
overall master storm water ponding system but does not have the controlled
outlet from it. Additional review will have to be performed to insure
adequate capacity to handle Blocks 1 and 2. Blocks 3, 4, 5 and 6 plan to
split their drainage into the pond located in the middle of this plat and
also to the pond located in the extreme southwest corner of this proposed
plat. 'these will also have to be reviewed further to insure adequate
capacity and outlet control as part of our overall master storm water plan.
EASEMENTS AND R.O.W.
The proposed dedication for right-of-way for Wilderness Run Road, Lexington
Avenue and all interior streets are acceptable as shown. The preliminary
plat has shown the standard drainage and utility easements around the
perimeter of each individual lot. However, additional easements will have
to be obtained centered over the lot lines that contain the prcpo ed storm
sewer outlet. Also, additional drainage easements will have to be dedicated
around the proposed ponds to handle the storm water outlet.

Applications Submitted
1. A request to rezone approximately five (5) acres from A, Agricultural to
R-1, Residential Single District.
2. Preliminary plat approval which consists of approximately 5 acres and will
contain 9 single family lots.
3. A request for a lot width variance. However, since the application has
been submitted, a revised plan has also been submitted and therefore the variance
is not required for the preliminary plat.
Comments.
1. The proposed site is just south of Pin Oak Drive and east of the present
Cedar Avenue. The proposed plat would consist of approximately 5 acres and would
contain 9 single family lots.
2. All lots exceed the 12,000 square foot lot area requirement and all lot
dimensions would exceed the requirement under ordinance 52.
3. The proposed plat would take access from Pin Oak Drive.
4. There is one existing house within the proposed Meade Addition. This house
is located on Lot 8 of the subdivision. The existing house would meet all setback,
requirements for the proposed plat.
5. The proposed Meade Addition would be compatible with the Vienna Woods Addition.
If approved, the plat should be subject to the follaaing conditions:
1. The driveway for the existing house should be realigned to conform with the
new lot lines of the proposed Meade Addition.

3. No direct access should be allowed on to Cedar Avenue.
4. The plat should be reviewed by the Dakota County Plat Commission and

5. The park dedication for the proposed addition should consist of a cash
donation for eight lots aomrding to the correct park dedication policy.

2. All access should be restricted to the internal cul-de-sac street.

existing on-site system.

The Public Works Department of the City of Eagan has the following comments
to make in regards to consideration of the above referenced plat:
Sanitary sewer and water main of sufficient size and depth to service this
proposed plat is being provided under present contract for the Vienna Woods
Addition which abuts this plat immediately to the west.
Access to this proposed plat is intended to be obtained off Pin Oak Drive
which will be constructed as a part of the Vienna Woods plat. An access
off Nichols Road should not be considered due to the difficultly with the
grade differential and the desire to limit the number of accesses directly
on to Nichols Road. 7 he proposed cul-de-sac is the only feasible way to
develop this remaining unplatted parcel of property.

Although this parcel contains an existing pond to handle its present on-site
drainage, this pond will have to be greatly reduced and/or eliminated through
the development of this proposed plat. Storm sewer of sufficient depth has
been provided with the Vienna Woods plat to handle the drainage of this plat
through positive storm sewer system.

Sufficient right -of -ray should be dedicated to provide for a 40 foot half right-
of-way along Nichols Road and also customary comron lot line drainage and utility
easements will have to be dedicated on the final plat. If it is determined that
the parcel immediately scuth of this proposed plat is to receive its sanitary
sewer and water service from the utilities installed with this plat, additiohal
easements may have to be dedicated to provide for this utility extension.

Independent School District 197, Community Services Department
A program that is an extension of Bob Zevnick's pure sports program is
being implemented by Helen Waldoch of Community Services.
Where: Each elementary school (S)
Staff: 1 Physical Education teacher, 1 Art teacher, 1 Aide (College student)
Cost: $15.00 for 10 week session
Schedule: Two days a.week per site for 2.hours,right after school.
Salary: $6.75/hr. for teachers, $3.50/hr. for aides
Registration: minimum/maximum number of children is 20
Transportation: Parents provide own transportation home
Activities: Structured: will include some special events, at least one
one hogr of art per week and 1 hour of P.E. activities twice
a week.
Independent School District 191
The three Community School Co-ordinators (Community Services Staff) are
about to do the following:
1. Meet with parent groups'from each elementary school to determine
interest in an after school elementary' program.
2. Plan to implement something, not sureiwhat exactly, by the first
week of November that would entail two activity nights per school
per week.
3. Among the unanswered questions are:
a. Numbers of children to try to accomodate.
b. Numbers of staff, salary needed.
c. Amount to charge children or offer free. -
Of major importance possibly is the result to a questionnaire answered
by elementary teachers last spring. The response was very poor in terms of
interest in supervising after school programs.
Independent School District 199 Inver Grove Heights
Beginning the week of October 1 at three locations the Inver Grove
Community Services Department will offer after school activities for elemen-
tary school children.
Feer $3.00
Activities: Arts E crafts, games, special events, music & a party.
Time frame: 2:30-3:45 or 2:50-4:15, depending on dismissal time
Pre -registration necessary
Independent School District 196
Currently have no offerings. In the past Community Services 'ran a
joint,program with the City of Apple Valley at one elementary school that
I am aware of.
I.have placed this item on the September: 20 Advisory Council Agenda.
Three years ago the council discussed this same item, however with virtually
a new advisory council since then I wish to re -open the issue. This is
primarily based on my feeling that the after school programs belong as an
extension of Community Services, the reasons being: More staff, freer
access to facilities, easier access to K-1'2 staff and a highly programmed
registration system.
City of Apple Valley
When I spoke to Margie Walz her plans for fall programs were not complete.
She was unsure of the timing of any elementary programs she might try; she
will do some.
When Margie worked for the City of South St. Paul she offered very
specific classes, primarily for children in grades 1, 2 E 3. She mentioned
a cooking class, knitting,crochet etc. Class size was limited to 10 children,
class fees paid for instructors and material costs. She frequently had senior
citizens for instructors. She would never consider an open gym type of
activity, only specific classes.
City.of Rosemount
In the past the City of Rosemount Park $ Rec. Dept. has offered gymnastics
to 5=10 year olds at Rosemount Middle School on Tues. & Thurs. in the evening
and are doing so again. Randy Oppelt has no plans to implement an after
school program in the elementary schools.
City of Eagan
Withschool districts 191 and 197 planning to implement an elementary
after school program, it leaves the two 196 elementary schools without an
offering of this nature.
The construction problems make neither school available until some time
in November, or perhaps even later.
I would prefer to see Community Services in 196 tackle the program as
the other two school districts are doing. I,am a bit concerned that if
Margie Walz steps in in Apple Valley, the school district will ignore the
need, despite their superior level of staffing.

-Dear Commissioner Kennedy:
The members of the Eagan Park Trails Committee were pleased
to read of the proposed development by the Commissioners of
a County Bike Trail Policy. We understand tris matter will
be discussed at your September 25th meeting and we would like
to share some ideas for your consideration.
1. Development of bike trails along county.roads which are
currently being improved or scheduled such as the already
proposed county bike trails along County Road 31 and
County Road 32.
2. Development of bike trails along county roads as they are
maintained. In many cases this would mean the•laying o`.
an asphalt strip to cover the shoulder of the road for
use as a bike trail.
3. Development of bike trails along county roads other than
those listed as regional bikeways, especially those roads
which lead to schools or concentrated areas of employment.
1-.e have had several inquiries from employees at D1ue Cross
and Univac about development of bike trails on County Road
26 and County Road 23 for transportation to and from work.
4. Development of bike trails on county roads where increasingly
heavy traffic is making those routes uns.3fe for bikes.
With the current emphasis onenergy conservation, it seems
probable that there will be increasing use of bikes for
transportation and recreation. On the local level, we will
continue to work to develop a city bikeway system•on major.
and minor collector streets which will give access both to
and from the county trail system.

Application Submitted
An application has been submitted for preliminary plat (Wedgewood Lst Addition) which
consists of 75.17 acres and contains 72 single family lots and 5 outlots. This was
previously the Wilderness Paris 4th Addition plat.
Camients
1. The proposed development is part of the Lexington South Planned Development. The
lard use proposed for this development is R-2 01ixed Residential) with a density of
3 to 6 units per acre.
2. The proposed development will have a density of the new developable lard of 2.6
units per acre. O=Unanoe 52 allows 3.6 units per acre.
3. All lots exceed the 85 foot minimum width regPir ent and the 12,000 square foot
requirement for a single family lot.
4. Within the proposed subdivision there are five (5) oitlots. Outlots A, B, E and
F are proposed park dedications according to the Planned Development. Outlot C may
also be dedicated as park. This outlot became larger than the original park dedication
because of the realignment of Wilderness Run Road. Outlot D is the only eutlot proposed
for future development. When this outlot develops, its proposed use would be R-2 (Mixed
Residential) with a density of 3 to 6 units per acre.
5. The proposed plat appears to be well designed. The plat has a curvilinear design
and provides continuity by providing accesses to adjacent properties.
If approved, the plat should be subject to the following conditions:
1. A detailed grading and drainage Plan be approved by the City Engineer.
2. The plat be subject to the convents of the Dakota County Plat Ommission because
Lexington Avenue has now been approved as a County road.
3. All easements be approved by the City Engineer.

The Public Works Department has the following oaments to sake in regards to
the above referenced plat:

Water main and sanitary sewer of sufficient size and depth to service this
proposed plat is presently under contract along Wilderness Run Road.
STREETS
There presently does not exist any street along Lexington Avenue or
Wilderness Run Road rights-of-way. No contract has been awarded for any
street construction as of this date. Improved street access will have to
be provided prior to final plat approval either by the developer or under
the City contract. The Engineering Department has no objections with the
internal design layout of the street system. Staff has recommended and the
developer has responded in providing a 60 foot access for the future develop-
ment of the property to the south of this proposed plat. Wilderness Run
Road and Lexington Avenue will be major collector streets and as such all
lot accesses have been provided to be obtained through the interior street
system.
MADDE AND DRAINAM
The drainage from Block 1 and 2 is proposed to be directed into the pond
located immediately southeast of this plat. This pond is part of the City's
overall master storm water ponding system but does not have the controlled
outlet from it. Additional review will have to be performed to insure
adequate capacity to handle Blocks 1 and 2. Blocks 3, 4, 5 and 6 plan to
split their drainage into the pond located in the middle of this plat and
also to the pond located in the extreme southwest corner of this proposed
plat. 'these will also have to be reviewed further to insure adequate
capacity and outlet control as part of our overall master storm water plan.
EASEMENTS AND R.O.W.
The proposed dedication for right-of-way for Wilderness Run Road, Lexington
Avenue and all interior streets are acceptable as shown. The preliminary
plat has shown the standard drainage and utility easements around the
perimeter of each individual lot. However, additional easements will have
to be obtained centered over the lot lines that contain the prcpo ed storm
sewer outlet. Also, additional drainage easements will have to be dedicated
around the proposed ponds to handle the storm water outlet.

1. A request to rezone approximately five (5) acres from A, Agricultural to

2. Preliminary plat approval which consists of approximately 5 acres and will
contain 9 single family lots.
3. A request for a lot width variance. However, since the application has
been submitted, a revised plan has also been submitted and therefore the variance
is not required for the preliminary plat.
Comments.
1. The proposed site is just south of Pin Oak Drive and east of the present
Cedar Avenue. The proposed plat would consist of approximately 5 acres and would
contain 9 single family lots.
2. All lots exceed the 12,000 square foot lot area requirement and all lot
dimensions would exceed the requirement under ordinance 52.
3. The proposed plat would take access from Pin Oak Drive.
4. There is one existing house within the proposed Meade Addition. This house
is located on Lot 8 of the subdivision. The existing house would meet all setback,
requirements for the proposed plat.
5. The proposed Meade Addition would be compatible with the Vienna Woods Addition.
If approved, the plat should be subject to the follaaing conditions:
1. The driveway for the existing house should be realigned to conform with the
new lot lines of the proposed Meade Addition.

The Public Works Department of the City of Eagan has the following comments
to make in regards to consideration of the above referenced plat:
Sanitary sewer and water main of sufficient size and depth to service this
proposed plat is being provided under present contract for the Vienna Woods
Addition which abuts this plat immediately to the west.
Access to this proposed plat is intended to be obtained off Pin Oak Drive
which will be constructed as a part of the Vienna Woods plat. An access
off Nichols Road should not be considered due to the difficultly with the
grade differential and the desire to limit the number of accesses directly
on to Nichols Road. 7 he proposed cul-de-sac is the only feasible way to
develop this remaining unplatted parcel of property.

Although this parcel contains an existing pond to handle its present on-site
drainage, this pond will have to be greatly reduced and/or eliminated through
the development of this proposed plat. Storm sewer of sufficient depth has

Sufficient right -of -ray should be dedicated to provide for a 40 foot half right-
of-way along Nichols Road and also customary comron lot line drainage and utility
easements will have to be dedicated on the final plat. If it is determined that
the parcel immediately scuth of this proposed plat is to receive its sanitary
sewer and water service from the utilities installed with this plat, additiohal
easements may have to be dedicated to provide for this utility extension.

A program that is an extension of Bob Zevnick's pure sports program is
being implemented by Helen Waldoch of Community Services.
Where: Each elementary school (S)
Staff: 1 Physical Education teacher, 1 Art teacher, 1 Aide (College student)
Cost: $15.00 for 10 week session
Schedule: Two days a.week per site for 2.hours,right after school.
Salary: $6.75/hr. for teachers, $3.50/hr. for aides
Registration: minimum/maximum number of children is 20
Transportation: Parents provide own transportation home
Activities: Structured: will include some special events, at least one
one hogr of art per week and 1 hour of P.E. activities twice
a week.
Independent School District 191
The three Community School Co-ordinators (Community Services Staff) are
about to do the following:
1. Meet with parent groups'from each elementary school to determine
interest in an after school elementary' program.
2. Plan to implement something, not sureiwhat exactly, by the first
week of November that would entail two activity nights per school
per week.
3. Among the unanswered questions are:
a. Numbers of children to try to accomodate.
b. Numbers of staff, salary needed.
c. Amount to charge children or offer free. -
Of major importance possibly is the result to a questionnaire answered
by elementary teachers last spring. The response was very poor in terms of
interest in supervising after school programs.
Independent School District 199 Inver Grove Heights
Beginning the week of October 1 at three locations the Inver Grove
Community Services Department will offer after school activities for elemen-
tary school children.
Feer $3.00
Activities: Arts E crafts, games, special events, music & a party.
Time frame: 2:30-3:45 or 2:50-4:15, depending on dismissal time
Pre -registration necessary
Independent School District 196
Currently have no offerings. In the past Community Services 'ran a
joint,program with the City of Apple Valley at one elementary school that
I am aware of.
I.have placed this item on the September: 20 Advisory Council Agenda.
Three years ago the council discussed this same item, however with virtually
a new advisory council since then I wish to re -open the issue. This is
primarily based on my feeling that the after school programs belong as an
extension of Community Services, the reasons being: More staff, freer
access to facilities, easier access to K-1'2 staff and a highly programmed
registration system.
City of Apple Valley
When I spoke to Margie Walz her plans for fall programs were not complete.
She was unsure of the timing of any elementary programs she might try; she
will do some.
When Margie worked for the City of South St. Paul she offered very
specific classes, primarily for children in grades 1, 2 E 3. She mentioned
a cooking class, knitting,crochet etc. Class size was limited to 10 children,
class fees paid for instructors and material costs. She frequently had senior
citizens for instructors. She would never consider an open gym type of
activity, only specific classes.
City.of Rosemount
In the past the City of Rosemount Park $ Rec. Dept. has offered gymnastics
to 5=10 year olds at Rosemount Middle School on Tues. & Thurs. in the evening
and are doing so again. Randy Oppelt has no plans to implement an after
school program in the elementary schools.
City of Eagan
Withschool districts 191 and 197 planning to implement an elementary
after school program, it leaves the two 196 elementary schools without an
offering of this nature.
The construction problems make neither school available until some time
in November, or perhaps even later.
I would prefer to see Community Services in 196 tackle the program as
the other two school districts are doing. I,am a bit concerned that if
Margie Walz steps in in Apple Valley, the school district will ignore the
need, despite their superior level of staffing.

The members of the Eagan Park Trails Committee were pleased
to read of the proposed development by the Commissioners of
a County Bike Trail Policy. We understand tris matter will
be discussed at your September 25th meeting and we would like
to share some ideas for your consideration.
1. Development of bike trails along county.roads which are
currently being improved or scheduled such as the already
proposed county bike trails along County Road 31 and
County Road 32.
2. Development of bike trails along county roads as they are
maintained. In many cases this would mean the•laying o`.
an asphalt strip to cover the shoulder of the road for
use as a bike trail.
3. Development of bike trails along county roads other than
those listed as regional bikeways, especially those roads
which lead to schools or concentrated areas of employment.
1-.e have had several inquiries from employees at D1ue Cross
and Univac about development of bike trails on County Road
26 and County Road 23 for transportation to and from work.
4. Development of bike trails on county roads where increasingly
heavy traffic is making those routes uns.3fe for bikes.
With the current emphasis onenergy conservation, it seems
probable that there will be increasing use of bikes for
transportation and recreation. On the local level, we will
continue to work to develop a city bikeway system•on major.
and minor collector streets which will give access both to
and from the county trail system.

The Public Works Department has the following oaments to sake in regards to
the above referenced plat:

Water main and sanitary sewer of sufficient size and depth to service this
proposed plat is presently under contract along Wilderness Run Road.
STREETS
There presently does not exist any street along Lexington Avenue or
Wilderness Run Road rights-of-way. No contract has been awarded for any
street construction as of this date. Improved street access will have to
be provided prior to final plat approval either by the developer or under
the City contract. The Engineering Department has no objections with the
internal design layout of the street system. Staff has recommended and the
developer has responded in providing a 60 foot access for the future develop-
ment of the property to the south of this proposed plat. Wilderness Run
Road and Lexington Avenue will be major collector streets and as such all
lot accesses have been provided to be obtained through the interior street
system.
MADDE AND DRAINAM
The drainage from Block 1 and 2 is proposed to be directed into the pond
located immediately southeast of this plat. This pond is part of the City's
overall master storm water ponding system but does not have the controlled
outlet from it. Additional review will have to be performed to insure
adequate capacity to handle Blocks 1 and 2. Blocks 3, 4, 5 and 6 plan to
split their drainage into the pond located in the middle of this plat and
also to the pond located in the extreme southwest corner of this proposed
plat. 'these will also have to be reviewed further to insure adequate
capacity and outlet control as part of our overall master storm water plan.
EASEMENTS AND R.O.W.
The proposed dedication for right-of-way for Wilderness Run Road, Lexington
Avenue and all interior streets are acceptable as shown. The preliminary
plat has shown the standard drainage and utility easements around the
perimeter of each individual lot. However, additional easements will have
to be obtained centered over the lot lines that contain the prcpo ed storm
sewer outlet. Also, additional drainage easements will have to be dedicated
around the proposed ponds to handle the storm water outlet.

3. A request for a lot width variance. However, since the application has
been submitted, a revised plan has also been submitted and therefore the variance

Comments.
1. The proposed site is just south of Pin Oak Drive and east of the present
Cedar Avenue. The proposed plat would consist of approximately 5 acres and would
contain 9 single family lots.
2. All lots exceed the 12,000 square foot lot area requirement and all lot
dimensions would exceed the requirement under ordinance 52.
3. The proposed plat would take access from Pin Oak Drive.
4. There is one existing house within the proposed Meade Addition. This house
is located on Lot 8 of the subdivision. The existing house would meet all setback,
requirements for the proposed plat.
5. The proposed Meade Addition would be compatible with the Vienna Woods Addition.
If approved, the plat should be subject to the follaaing conditions:
1. The driveway for the existing house should be realigned to conform with the
new lot lines of the proposed Meade Addition.

Access to this proposed plat is intended to be obtained off Pin Oak Drive
which will be constructed as a part of the Vienna Woods plat. An access
off Nichols Road should not be considered due to the difficultly with the
grade differential and the desire to limit the number of accesses directly
on to Nichols Road. 7 he proposed cul-de-sac is the only feasible way to
develop this remaining unplatted parcel of property.

Sufficient right -of -ray should be dedicated to provide for a 40 foot half right-

sewer and water service from the utilities installed with this plat, additiohal
easements may have to be dedicated to provide for this utility extension.

A program that is an extension of Bob Zevnick's pure sports program is
being implemented by Helen Waldoch of Community Services.
Where: Each elementary school (S)
Staff: 1 Physical Education teacher, 1 Art teacher, 1 Aide (College student)
Cost: $15.00 for 10 week session
Schedule: Two days a.week per site for 2.hours,right after school.
Salary: $6.75/hr. for teachers, $3.50/hr. for aides
Registration: minimum/maximum number of children is 20
Transportation: Parents provide own transportation home
Activities: Structured: will include some special events, at least one
one hogr of art per week and 1 hour of P.E. activities twice
a week.
Independent School District 191
The three Community School Co-ordinators (Community Services Staff) are
about to do the following:
1. Meet with parent groups'from each elementary school to determine
interest in an after school elementary' program.
2. Plan to implement something, not sureiwhat exactly, by the first
week of November that would entail two activity nights per school
per week.
3. Among the unanswered questions are:
a. Numbers of children to try to accomodate.
b. Numbers of staff, salary needed.
c. Amount to charge children or offer free. -
Of major importance possibly is the result to a questionnaire answered
by elementary teachers last spring. The response was very poor in terms of
interest in supervising after school programs.
Independent School District 199 Inver Grove Heights
Beginning the week of October 1 at three locations the Inver Grove
Community Services Department will offer after school activities for elemen-
tary school children.
Feer $3.00
Activities: Arts E crafts, games, special events, music & a party.
Time frame: 2:30-3:45 or 2:50-4:15, depending on dismissal time
Pre -registration necessary
Independent School District 196
Currently have no offerings. In the past Community Services 'ran a
joint,program with the City of Apple Valley at one elementary school that
I am aware of.
I.have placed this item on the September: 20 Advisory Council Agenda.
Three years ago the council discussed this same item, however with virtually
a new advisory council since then I wish to re -open the issue. This is
primarily based on my feeling that the after school programs belong as an
extension of Community Services, the reasons being: More staff, freer
access to facilities, easier access to K-1'2 staff and a highly programmed
registration system.
City of Apple Valley
When I spoke to Margie Walz her plans for fall programs were not complete.
She was unsure of the timing of any elementary programs she might try; she
will do some.
When Margie worked for the City of South St. Paul she offered very
specific classes, primarily for children in grades 1, 2 E 3. She mentioned
a cooking class, knitting,crochet etc. Class size was limited to 10 children,
class fees paid for instructors and material costs. She frequently had senior
citizens for instructors. She would never consider an open gym type of
activity, only specific classes.
City.of Rosemount
In the past the City of Rosemount Park $ Rec. Dept. has offered gymnastics
to 5=10 year olds at Rosemount Middle School on Tues. & Thurs. in the evening
and are doing so again. Randy Oppelt has no plans to implement an after
school program in the elementary schools.
City of Eagan
Withschool districts 191 and 197 planning to implement an elementary
after school program, it leaves the two 196 elementary schools without an
offering of this nature.
The construction problems make neither school available until some time
in November, or perhaps even later.
I would prefer to see Community Services in 196 tackle the program as
the other two school districts are doing. I,am a bit concerned that if
Margie Walz steps in in Apple Valley, the school district will ignore the
need, despite their superior level of staffing.

The members of the Eagan Park Trails Committee were pleased
to read of the proposed development by the Commissioners of
a County Bike Trail Policy. We understand tris matter will
be discussed at your September 25th meeting and we would like
to share some ideas for your consideration.
1. Development of bike trails along county.roads which are
currently being improved or scheduled such as the already
proposed county bike trails along County Road 31 and
County Road 32.
2. Development of bike trails along county roads as they are
maintained. In many cases this would mean the•laying o`.
an asphalt strip to cover the shoulder of the road for
use as a bike trail.
3. Development of bike trails along county roads other than
those listed as regional bikeways, especially those roads
which lead to schools or concentrated areas of employment.
1-.e have had several inquiries from employees at D1ue Cross
and Univac about development of bike trails on County Road
26 and County Road 23 for transportation to and from work.
4. Development of bike trails on county roads where increasingly
heavy traffic is making those routes uns.3fe for bikes.
With the current emphasis onenergy conservation, it seems
probable that there will be increasing use of bikes for
transportation and recreation. On the local level, we will
continue to work to develop a city bikeway system•on major.
and minor collector streets which will give access both to
and from the county trail system.

The Public Works Department has the following oaments to sake in regards to
the above referenced plat:

Water main and sanitary sewer of sufficient size and depth to service this
proposed plat is presently under contract along Wilderness Run Road.
STREETS
There presently does not exist any street along Lexington Avenue or
Wilderness Run Road rights-of-way. No contract has been awarded for any
street construction as of this date. Improved street access will have to
be provided prior to final plat approval either by the developer or under
the City contract. The Engineering Department has no objections with the
internal design layout of the street system. Staff has recommended and the
developer has responded in providing a 60 foot access for the future develop-
ment of the property to the south of this proposed plat. Wilderness Run
Road and Lexington Avenue will be major collector streets and as such all
lot accesses have been provided to be obtained through the interior street
system.
MADDE AND DRAINAM
The drainage from Block 1 and 2 is proposed to be directed into the pond
located immediately southeast of this plat. This pond is part of the City's
overall master storm water ponding system but does not have the controlled
outlet from it. Additional review will have to be performed to insure
adequate capacity to handle Blocks 1 and 2. Blocks 3, 4, 5 and 6 plan to
split their drainage into the pond located in the middle of this plat and
also to the pond located in the extreme southwest corner of this proposed
plat. 'these will also have to be reviewed further to insure adequate
capacity and outlet control as part of our overall master storm water plan.
EASEMENTS AND R.O.W.
The proposed dedication for right-of-way for Wilderness Run Road, Lexington
Avenue and all interior streets are acceptable as shown. The preliminary
plat has shown the standard drainage and utility easements around the
perimeter of each individual lot. However, additional easements will have
to be obtained centered over the lot lines that contain the prcpo ed storm
sewer outlet. Also, additional drainage easements will have to be dedicated
around the proposed ponds to handle the storm water outlet.

Applications Submitted
1. A request to rezone approximately five (5) acres from A, Agricultural to
R-1, Residential Single District.
2. Preliminary plat approval which consists of approximately 5 acres and will
contain 9 single family lots.
3. A request for a lot width variance. However, since the application has
been submitted, a revised plan has also been submitted and therefore the variance
is not required for the preliminary plat.
Comments.
1. The proposed site is just south of Pin Oak Drive and east of the present
Cedar Avenue. The proposed plat would consist of approximately 5 acres and would
contain 9 single family lots.
2. All lots exceed the 12,000 square foot lot area requirement and all lot
dimensions would exceed the requirement under ordinance 52.
3. The proposed plat would take access from Pin Oak Drive.
4. There is one existing house within the proposed Meade Addition. This house
is located on Lot 8 of the subdivision. The existing house would meet all setback,
requirements for the proposed plat.
5. The proposed Meade Addition would be compatible with the Vienna Woods Addition.
If approved, the plat should be subject to the follaaing conditions:
1. The driveway for the existing house should be realigned to conform with the
new lot lines of the proposed Meade Addition.

to make in regards to consideration of the above referenced plat:
Sanitary sewer and water main of sufficient size and depth to service this

Addition which abuts this plat immediately to the west.
Access to this proposed plat is intended to be obtained off Pin Oak Drive
which will be constructed as a part of the Vienna Woods plat. An access
off Nichols Road should not be considered due to the difficultly with the
grade differential and the desire to limit the number of accesses directly
on to Nichols Road. 7 he proposed cul-de-sac is the only feasible way to
develop this remaining unplatted parcel of property.

Although this parcel contains an existing pond to handle its present on-site
drainage, this pond will have to be greatly reduced and/or eliminated through
the development of this proposed plat. Storm sewer of sufficient depth has

Sufficient right -of -ray should be dedicated to provide for a 40 foot half right-
of-way along Nichols Road and also customary comron lot line drainage and utility
easements will have to be dedicated on the final plat. If it is determined that
the parcel immediately scuth of this proposed plat is to receive its sanitary
sewer and water service from the utilities installed with this plat, additiohal
easements may have to be dedicated to provide for this utility extension.

A program that is an extension of Bob Zevnick's pure sports program is
being implemented by Helen Waldoch of Community Services.
Where: Each elementary school (S)
Staff: 1 Physical Education teacher, 1 Art teacher, 1 Aide (College student)
Cost: $15.00 for 10 week session
Schedule: Two days a.week per site for 2.hours,right after school.
Salary: $6.75/hr. for teachers, $3.50/hr. for aides
Registration: minimum/maximum number of children is 20
Transportation: Parents provide own transportation home
Activities: Structured: will include some special events, at least one
one hogr of art per week and 1 hour of P.E. activities twice
a week.
Independent School District 191
The three Community School Co-ordinators (Community Services Staff) are
about to do the following:
1. Meet with parent groups'from each elementary school to determine
interest in an after school elementary' program.
2. Plan to implement something, not sureiwhat exactly, by the first
week of November that would entail two activity nights per school
per week.
3. Among the unanswered questions are:
a. Numbers of children to try to accomodate.
b. Numbers of staff, salary needed.
c. Amount to charge children or offer free. -
Of major importance possibly is the result to a questionnaire answered
by elementary teachers last spring. The response was very poor in terms of
interest in supervising after school programs.
Independent School District 199 Inver Grove Heights
Beginning the week of October 1 at three locations the Inver Grove
Community Services Department will offer after school activities for elemen-
tary school children.
Feer $3.00
Activities: Arts E crafts, games, special events, music & a party.
Time frame: 2:30-3:45 or 2:50-4:15, depending on dismissal time
Pre -registration necessary
Independent School District 196
Currently have no offerings. In the past Community Services 'ran a
joint,program with the City of Apple Valley at one elementary school that
I am aware of.
I.have placed this item on the September: 20 Advisory Council Agenda.
Three years ago the council discussed this same item, however with virtually
a new advisory council since then I wish to re -open the issue. This is
primarily based on my feeling that the after school programs belong as an
extension of Community Services, the reasons being: More staff, freer
access to facilities, easier access to K-1'2 staff and a highly programmed
registration system.
City of Apple Valley
When I spoke to Margie Walz her plans for fall programs were not complete.
She was unsure of the timing of any elementary programs she might try; she
will do some.
When Margie worked for the City of South St. Paul she offered very
specific classes, primarily for children in grades 1, 2 E 3. She mentioned
a cooking class, knitting,crochet etc. Class size was limited to 10 children,
class fees paid for instructors and material costs. She frequently had senior
citizens for instructors. She would never consider an open gym type of
activity, only specific classes.
City.of Rosemount
In the past the City of Rosemount Park $ Rec. Dept. has offered gymnastics
to 5=10 year olds at Rosemount Middle School on Tues. & Thurs. in the evening
and are doing so again. Randy Oppelt has no plans to implement an after
school program in the elementary schools.
City of Eagan
Withschool districts 191 and 197 planning to implement an elementary
after school program, it leaves the two 196 elementary schools without an
offering of this nature.
The construction problems make neither school available until some time
in November, or perhaps even later.
I would prefer to see Community Services in 196 tackle the program as
the other two school districts are doing. I,am a bit concerned that if
Margie Walz steps in in Apple Valley, the school district will ignore the
need, despite their superior level of staffing.

The members of the Eagan Park Trails Committee were pleased
to read of the proposed development by the Commissioners of
a County Bike Trail Policy. We understand tris matter will
be discussed at your September 25th meeting and we would like
to share some ideas for your consideration.
1. Development of bike trails along county.roads which are
currently being improved or scheduled such as the already
proposed county bike trails along County Road 31 and
County Road 32.
2. Development of bike trails along county roads as they are
maintained. In many cases this would mean the•laying o`.
an asphalt strip to cover the shoulder of the road for
use as a bike trail.
3. Development of bike trails along county roads other than
those listed as regional bikeways, especially those roads
which lead to schools or concentrated areas of employment.
1-.e have had several inquiries from employees at D1ue Cross
and Univac about development of bike trails on County Road
26 and County Road 23 for transportation to and from work.
4. Development of bike trails on county roads where increasingly
heavy traffic is making those routes uns.3fe for bikes.
With the current emphasis onenergy conservation, it seems
probable that there will be increasing use of bikes for
transportation and recreation. On the local level, we will
continue to work to develop a city bikeway system•on major.
and minor collector streets which will give access both to
and from the county trail system.
