Park Dedication for the Wedgewood plat in accordance with discussion
held at the last Committee meeting: The developer has indicated. .
agreement with the recommendation by signing a copy of the letter
from the'Park Director and returning it to the City. This matter
is in order for consideration by the Committee and recommendation to
the City Council..
IV. Park Department Business
1. A rough draft of the winter recreation programs and the
rink location and schedules is attached for committee review and
comment. This information will be included in a City -Newsletter
to be mailed in mid-December.
2. Para Committee members whose terms expire as of December
include Myrel Lundsten, Neil Coates and Carolyn Thurston. Committee
members wishing to be reconsidered for appointment are requested
to indicate their wishes to the City Council by letter.
VII. New Business
A. An,Eagan resident, Steve Morris, who is also
Rosemount Area Hockey Association, has requested to be

"The Morning After" is an extremely brief report of the action that
was taken by the.Eagan City Council in a regular meeting held on
November 7, 1979. There are no facts, presented in this report;
however, the action taken by the City Council on each of the agenda
items and each of the other business items'is reflected.
pl.t 1. G.O. Improvement Bonds for $1,825,000 improvement bonds and
6,c $382,000 Fire Station were approved to the low bidder, Dain Bosworth,
Inc./First Bank of St. Paul.
g.1. 2. Mr. Jerry Adam was approved and sworn in as District Fire Chief.
,.,a 3. Funds in the amount of $3,600 were approved for payment to the
0o%volunteer rescue squad personnel for calls in 1979.
4. Consideration to install radiant heat in the old.portion of -
Fire Station #1 in the amount of $6,000 was approved.
The resignation of Robin Clarey as a police dispatcher was
accepted and the Chief of Police was directed to fill the vacancy.

9. Mr. Greg Rome was approved for temporary employment not to exceed

S.o.Son Blacktopping for the Rahn Park Tennis Court construction, base bid,

At the November 1, 1979 Park Committee meeting, park dedication
for the Wedgewood Addition was discussed. Your representative,
Rod Hardy, was present at the meeting. City staff was directed
to work out an agreement with you regarding park dedication in this
area and report back to the Park Committee at their December 6,
1979 meeting.
City staff has developed the following recommendation:
Park dedication in the Wedgewood area of the Lexington Park PUD
is to be satisfied as follows:
1. Retain Outlots A and F as park dedication,
2. Eliminate Outlot B as park dedication and draw lot lines
into the pond,
3. Retain Outlot C as park dedication,
4. Reduce Outlot E to a small triangle in the southeast
corner of the Outlot.
In addition, and in lieu of the parkland previously committed to be
dedicated under the Lexington South PUD, at the time of final plat
approval:
1. Developer is to provide a letter of credit guaranteeing
the payment of $10,000, one year from the date of final plat approval,
to be placed in an escrow account to be used for park development
in the Wedgewood area.
a. First priority for use of the funds is to develop a

b. In the event that the City determines that construction
of the trail at this location is either not feasible
or undesirable then the funds are to be used for other
park development in the area to benefit the residents
of the Wedgewood Addition.
c. In the event that the funds are not used within five (5)
years from the date that the east side of the lake is
platted as a Dart of a residential development and the
building permits in the related park service area total
100 units, then the cash escrow fund including interest
earned will revert back to the developer.
2. The total acreage amount of the park land previously committed
to be developed will be subtracted from the total park dedication
required for the Lexington South PUD on the official accounting which
is being developed by the City and the developer.
Please call me if you have any questions regarding the recommendation
or if it is necessary for us to discuss this matter further.
I will need your response to the above by Monday, December 3,
in order to place this matter on the December 6, 1979 Park Committee

In reviewing the location of the site, it abuts Beau D' Rue Drive andGoldTrail
and is across from the =mercial shopping center. According to the traffic and
liveability of this site, the area would either be suited for.either a higher
density residential development or a limited business development which would
blend or be aapatible with the residential area to the northeast. Staff. feels
that_the limited business/office would be a ccupatible use with the surrounding
area.
The applicant is proposing to oonvert the existing home into an office and the
only changes that would occuris to bring the building up to the State Code, add
a parking lot which would conform to the square footage of the office and provide

If approved, the plat should be subject to the following oonditions:
1. The building be brought up to State Code prior to o=ipancy of the
building.
2. Utilities shall be brought into the site prior to completion of the
landscaping.
3. The parking area be surfaced and concrete curbing around the perimeter
of the parking lot.
4. The landscape bond of $2,000 be required and not released until one
year after the landscaping has been conpleted.
5. All easements shall be dedicated as requested by the City Engineer.
*Note—at the present time the revised preliminary plat and site plan have
not been received by the City Staff. Staff will review these plans
and have them ready for distribution at the November 27, 1979 APC
meeting.

At the November 1, 1979 Park Committee meeting, park dedication
for the Wedgewood Addition was discussed. Your representative,
Rod Hardy, was present at the meeting. City staff was directed
to work out an agreement with you regarding park dedication in this
area and report back to the Park Committee at their December 6,
1979 meeting.
City staff has developed the following recommendation:
Park dedication in the Wedgewood area of the Lexington Park PUD
is to be satisfied as follows:
1. Retain Outlots A and F as park dedication,
2. Eliminate Outlot B as park dedication and draw lot lines
into the pond,
3. Retain Outlot C as park dedication,
4. Reduce Outlot E to a small triangle in the southeast
corner of the Outlot.
In addition, and in lieu of the parkland previously committed to be
dedicated under the Lexington South PUD, at the time of final plat
approval:
1. Developer is to provide a letter of credit guaranteeing
the payment of $10,000, one year from the date of final plat approval,
to be placed in an escrow account to be used for park development
in the Wedgewood area.

b. In the event that the City determines that construction
of the trail at this location is either not feasible
or undesirable then the funds are to be used for other
park development in the area to benefit the residents
of the Wedgewood Addition.
c. In the event that the funds are not used within five (5)
years from the date that the east side of the lake is
platted as a Dart of a residential development and the
building permits in the related park service area total
100 units, then the cash escrow fund including interest
earned will revert back to the developer.
2. The total acreage amount of the park land previously committed
to be developed will be subtracted from the total park dedication
required for the Lexington South PUD on the official accounting which
is being developed by the City and the developer.

or if it is necessary for us to discuss this matter further.

If approved, the plat should be subject to the following oonditions:
1. The building be brought up to State Code prior to o=ipancy of the
building.
2. Utilities shall be brought into the site prior to completion of the
landscaping.
3. The parking area be surfaced and concrete curbing around the perimeter

4. The landscape bond of $2,000 be required and not released until one

5. All easements shall be dedicated as requested by the City Engineer.
