Other All City Council Members were noticed by the City Administrator on Monday., December 10,1979. ity strator- 0 MEMO TO: HONORABLE MAYOR AND CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: DECEMBER 10, 1979 SUBJECT: NEGOTIATIONS/PUBLIC WORKS — LOCAL 320 Since the last special City Council meeting was held on November 29, 1979, I have met with the Business Agent representing Local 320 on two '(2) dif- ferent occasions. The following is a summary of. negotiations to date be- tween the City and the union. The union was originally requesting 12% for 1980, the equivalent of cost- of=living and a 56% plus.' 80% above 5% for ,1981. The 1981 settlement could cost the City approximately 12% plus if double digit inflation continues. At the 11-29-79 City Council meeting, the general concensus of the Council was to offer a 7-8% increase, which keeps in line with the Presidential guidelines. After 'reviewing the negotiations to date in detail and having contacted several other cities in the metropolitan area to discuss proposed settlements the following is offered as a possible settlement for a two (2) year con- tract with the Public ,Works bargaining unit. The following language changes are recommended for consideration (these changes were tentatively agreed upon by the City Council at the 11-29-79 meeting): 12.1 - Allow a seven (7) minute variance at the beginning and end .of a shift. If an employe is late by eight (8) minutes or more, fifteen minutes is deducted. If an employee is employed eight (8) minutes after the shift ends, an overtime payment for fifteen (15) minutes is authorized. 17.4 - Severance Pay: payment to all permanent employes who have completed five (5) years of service with the City shall be enti- tled to 50% of the unused sick leave as severance pay upon re- tirement, resi nation with and standing or if they become dis- abled so they . msut terminate t eir employment. (Resignation _ with good standing was added.) The wage rates for 1980 and 1981 are recommended as follows: 1979 1980 1981 I. Probationary Period (0-6 months) $ - TF3 $1,70 $1—,16-0 2: 6 months - 1 year 1,106 1,217 1,320 3. 1 year - 2 years 1,189 1,308 1,419 4. 2 years plus 1,248 1,373, 1,490 The increase is ten (10) percent for 1980. The increase is eight and one half (8J) percent for 1981. Negotiations Memo December 10, 1979 Page•Two The clothing allowance for 1980 is $75.00 and for 1981 $80.00. A pay scale for the equivalent of heavy equipment operators and mechanics will be effective July 1, 1980 at a rate of pay not to exceed $ .10 per hour higher than the wage defined in- step 4 of Article 17.1 wages. This rate would then be adjusted to $ .15 per hour higher than the wage defined in Step 4 of Article. 17.1 wages to be effective March 1, 1981. Most metropolitan communities are considering settlements between 9-10.5% for 1980 with Public Works bargaining units. The City of Eagan is paying Public Works maintenance employees less than the average in the Twin Cities area by approximately $ .20 per hour for general maintenance and up to $1.00 per hour for heavy equipment. This proposal will slightly improve the wage rates for the general maintenance and offer a moral and incentive boost for employees performing with heavy equipment.
