L APRIL 29, 1980
A special meeting of the Eagan Advisory Planning Commission was held on
Tuesday, April 29, 1980, at 7:00 p.m. at the Eagan City Hall. Those members
present were Harrison, Hall, Roszak, Krob, Gits, Wilkins, Bohne, and alternate
member Dale Turnham. Also present were City Administrator Hedges, City Planner
Runkle, City Public Works Director Colbert, Consulting Planner John Voss, City
Engineer Bob Rosene and City Attorney Paul Hauge. Chairman Harrison convened
the special meeting and stated that the public hearing had been scheduled
according to published notice in the Dakota County Tribune to consider the
Comprehensive Guide Plan of the City of Eagan. City Administrator Hedges
introduced the topic and stated that public information meetings had been held
in various locations around the City in recent months to explain to 'interested
persons the proposed Comprehensive Plan including the Land Use Plan which is a
part of the program. He introduced John Voss of Urban Planning and Design which
was engaged by the City to prepare the Comprehensive Plan and Mr. Voss reviewed
the history of the project beginning in 1978 when the City Council engaged Urban
Planning to update the Comprehensive Plan according to Minnesota Land Planning
Act of 1976.
A grant application was used to fund the plan process under the Land Planning
Act and major areas of emphasis included planning along freeways, the Park
Development Guide, planning major thoroughfares, utility plans, significance of
the airport, housing programs, subdivision ordinance and planning in the area of
the zoo. Mr. Voss stated that the public hearing record will remain open until
the regular APC'meeting on May 27, 1980 for written input and comments from the
public at that time. On June 24, 1980 the Planning Commission will review the
comments of neighboring communities and school districts who have been put on
notice of the proposed plan. On July 1, it is.expected the City Council will
review the plan and will be requested to accept it but not to act upon it formally.
The plan will then be forwarded to the Metropolitan Council in July and it
is expected the Met Council will review and comment within four (4) months.
Formal adoption of the plan is expected to be made by.the City Council in the
fall of 1980.
Mr. Voss indicated that the Comprehensive Plan is simply a guide to the
future, although the zoning map indicates the actual zoning or uses for specific
land within the City. There are 10 sections included in the Comprehensive Plan
and the proposed Comprehensive Guide Plan Book was distributed to persons
present at the meeting but it was indicated that there may be changes and it is
not the final draft. A number of persons affected were present at the meeting
and had questions about specific portions of the project.
The City Planner, Dale Runkle, reviewed the Capital Improvements Program
and it is proposed that it will cover a five year period and that the program
will be completed by May 27. In addition, he stated that a revision to Subdivision
Ordinance 010 will be presented to the Planning Commission and Council at a
later date as the result of a subcommittee that has been redrafting the ordinance.

SPERRY UNIVAC
A letter addressed to the City Council of April 24, 1980, from Mr. Russel
Headley of Sperry Univac was reviewed by the Planning Commission Chairman and
Mr. Headley was present and made comments concerning the letter. Attached to
the letter was a concept plan indicating Univac's desire that the approximate
22.5 undeveloped acres adjacent to the southwest corner of the Univac Park not
be shown as R b D. It was understood that the Park Committee may have some
interest in the property. Mr. Headley indicated that the ultimate square foot-
age of the Univac facilities potentially is about three times the existing
space and that Univac opposes an extension easterly at Four Oaks Road near the
Univac property. He indicated that the primary.intention of Univac is that
employees exit on to Yankee Doodle and Pilot Knob Roads with I -35E as the main
artery.
TIMBERLINE ASSOCIATION PETITION
A petition signed by numerous residents in Timberline Addition opposing
the Four Oaks Road extension easterly to Pilot Knob Road was submitted to the
APC. A number of residents from that area were present and had questions con-
cerning the Planning Commission's intention regarding the location of the road.
The petition indicated the road was not necessary, is premature, and violates
the interest of the Timberline residents and also Univac. In addition, the
petition indicated that the residents were opposed to multiple residential at
the northwest corner of the Univac land.
JAMES HORNE -- KINGSW60D ADDITION
Mr. and Mrs. James Horne appeared and expressed their concerns about the
R-2 designation on the land use plan for the Horne -Kingswood Property on Pilot
Knob Road. Mr.'Horne stated that it is a noisy area and that other development
proposed and built in.the area would justify the easterly area along Pilot Knob
for business or office with small offices to the west. He requested a minimum
density of R-3 and some R-4 designation with some commercial areas within the 40
acre parcel owned by the Hornes.
TRUCK ROUTES
There were questions concerning the need for study and additional information
regarding truck routes within the City. Mr. Voss recommended that a separate
study.be directed by.the APC or the City Council and further discussion will take
place at the APC meeting on May 27.
After considerable discussion, Roszak moved, and Hall seconded the motion,
to continue the public hearing until May 27, 1980, at 7 p.m. at the City Hall
at which time the Planning.Commission will consider any additional written or
oral comments made by interested persons prior to action upon the Comprehensive
Plan; further that the members of the public be thanked for their comments and
recommendations and urged all others with an interest to make comments prior to
the May 27 meeting. All voted in favor. It was noted that copies of the Eagan
Comprehensive Plan may be checked out at the Eagan City Hall between the hours
of 8:00 a.m. and 4:30 p.m. each dat but that they be returned by the May 27
meeting.

A special meeting of the Eagan City Council was held at 7 p.m. on
Tuesday, April 29, 1980, at the Eagan City Hall. Present were Mayor Blomquist

met with officials of District 119 of the Mn/DOT concerning the proposed
/ median on Highway 1155 near the access to Contract Beverages. Representatives

Smith, seconded Egan, it was RESOLVED that the City Council be on record
recommending to Mn/DOT and to the Federal Highway Administration that e- one of
the two alternate plans submitted to the Council by Mn/DOT indicating a median
break on Highway 1155 be substituted in lieu of the original plan indicating
access only to Contract Beverages with a frontage road on the south side of
Highway 1155. All members voted in favor.
CONSOLIDATED STREET FINANCING FUND
At 9 p.m. the Council then met with staf[members and dicussed the
consolidated Street.Financing Fund that had been reviewed by the Council at an

Councilmember Parranto recommended greater 'emphasis on street.maintenance
and use of the Major Street Fund with diversion of the funds from the proposed

He recommended that there be an analysis of all new street improvements but that
maintenance proposa'�be reviewed intially. There were strong objections from
some Councilmembers concerning the $100 per lot assessment for maintenance
because of'ppootential increase in unit costs and the recommendation that developers

The income projectsions for the various sources/ r street improvements were
reviewed and there was considerable' discussion co cerning.proposed maintenance
of streets in the C3.ty:'A letter from Bonestroo and Rosene's,:office dated
April 14, 1980 concerning'major street' construction programs and another letter
of April 29 1980, concerning Cedar�Grdve area street restoration, were dish -/Q =
cussed at length. The recommendation made by the staff was that 20%.o�iRrenaRcr Sn
vedyd costs be funded from assessments and %
from the major street fund.
Councilmember Parranto recommended greater 'emphasis on street.maintenance
and use of the Major Street Fund with diversion of the funds from the proposed
Major Street Construction^s� to keep up with annual maintenance requirements.
He recommended that there be an analysis of all new street improvements but that
maintenance proposa'�be reviewed intially. There were strong objections from
some Councilmembers concerning the $100 per lot assessment for maintenance
because of'ppootential increase in unit costs and the recommendation that developers

It was noted that $70,000 was budgeted for seal coating in 1980 and
the City Engineer stated that approximately $200,000 per year would be required
to maintain the existing streets on a five year seal coat program. There was
further discussion concerning the possibility of assessing the benefitted ho
