06/10/1980 - City Council Special0 m„ MINUTES OF A SPECIAL MEETING OF THE EAGAN ADVISORY PLANNING COMMISSION i . EAGAN, MINNESOTA JUNE 10, 1980 A special meeting of the Eagan Advisory Planning Commission was held on Tuesday, June 10, 1980, at 7:00 p.m. at the Eagan City Hall. Those members present were Hall, Krob, Gits, Wilkins, Bohne. Also present were Mayor Blomquist, Councilmembers Smith, Wachter,_ Egan, Consultant Planner Voss, City Planner Runkle. Vice Chairman Hall convened the special meeting to review all written comments and make revisions to the Utility Section, Land Use Section, Transportation Section and Implementation and Ordinance Section of the Eagan Comprehensive Guide Plan. The first item discussed was Section V, Utility Section, of the Comprehensive Guide Plan. These revisions included: 1. Bob Rosene will prepare a 1990 Sewage Flow Estimate based on population projections in the Comprehensive Plan. 2. The City of Eagan will commit to updating the Master Sanrtary Sewer and Municipal Water plans after the Comprehensive Plan has been adopted. 3. The City will consult with Dakota County and the Minnesota Zoological Carden Board to determine any future needs for the extension of sanitary sewer or water service from Eagan to the Zoological Garden or Lebanon Hills Park. 4. Sanitary sewer or water trunk extensions expected within the next five (5) years will be shown in the Capital Improvement Section of the Comprehensive Plan. 5. A response will be made to paragraph 10 contained in the 208 area wide Water Quality Management Plan adopted by the Metropolitan Council related to development and management of on-site septic systems. 6. An additional paragraph will be added to the Utility Section indicating that Egan may have a large number of units developed during the 1980's than anticipated in the Comprehensive Plan, because adjacent communities are not developing at the rate previously expected. Therefore, Eagan may absorb additional units. Gits moved and Bohne seconded the motion to approve revisions to the Utility Section of the Eagan Comprehensive Plan; all members voted in favor. The second item of discussion was revisions to Section IV, Land' Use Section, of the Eagan Comprehensive Guide Plan. Revisions related to the modification of the Planned Urbanization map on page IV -7 to be revised by adding substantially to the areas where development could occur between the years 1980 to 1985 and 1985 .to 1990. The second revision related to referencing Section X, paragraph H, in.Section IV, Land Use Section. r. Advisory Planning Commission Minutes June 10, 1980 Page Two Hall 'moved and Krob seconded the motion to accept revisions of Section IV, the Land Use Section of the Eagan Comprehensive Guide Plan, all members voted in favor. The third item discussed related to Section VI, the Transportation Section, of .the Eagan Comprehensive Guide Plan. Mayor Blomquist brough forth the concern of how to resolve the problem with Four Oaks Road,.located in Section 9. Hall stated that at the May 27, 1980 Advisory Planning Commission meeting, the Planning Commission moved to delete the section of Four Oaks Road between Coachman Road and Pilot Knob .road, through the Univac property. Therefore, no changes or actions would be needed on Section VI, the Transportation Section, at the June 10,.1980 meeting. The last revision discussed related to Section X, the Implementation and Ordinance Section of the Eagan Comprehensive Guide Plan. Vice Chairman Hall had concerns about the proposed schedule for implementing the Comprehensive Plan and questioned the possibility if the dates set forth were obtainable. Voss reviewed the- schedule and said Staff were working on all—items and that it would be no problem obtaining the dates set forth in Section X, paragraph I, Implementation Schedule. Section X, paragraph I, the Implementation Schedule is included as an exhibit to the minutes of the June 10, 1980 Special Advisory Planning Commmission meeting. The second revision to the Implementation Section dealt with a new paragraph, Section 10, paragraph H, which is proposed to be added to the Comprehensive Plan and will detail the relationship between the Comprehensive Plan and the zoning that exists in the City. This paragraph also explains the City's attitude toward areas where a conflict may, exist between Comprehensive Plan proposals and zoning. Paragraph H is also included as part of the minutes of the June 10, 1980 Special Advisory Planning Commission Meeting. Gits moved to accept Section X, paragraphs H and I, to be incor— porated into the Comprehensive Plan and also that Section X cross reference Section IV, the Land Use Section of the Comprehensive Plan. Wilkins seconded, all members voted in.favor. Runkle reviewed the responses from adjacent communities and School Districts 196, 191, and 197. Runkle stated the only cities which have not yet responded were Sunfish Lake and the City of Mendota Heights. All other cities had responded favorably to the Eagan Comprehensive Guide Plan. Representatives from Blue Cross Blue Shield commented on their' reactions to the Eagan Compre— hensive, Guide Plan. Representatives stated that they had no negative comments regarding the Comprehensive Plan; however, they wanted to state that the Eagan Comprehensive Plan is only a guide for development and that the land 'uses around the Blue Cross Blue Shield property may tend to be modified slightly when actual development plans have been completed for their property. Relationship Between Comprehensive guide Plan & Zoning In the implementation of the Eagan Comprehensive Guide Plan, the City does not expect to initiate a rezoning of all of the areas where a con— flict may exist between Comprehensive Plan Land Use proposals and existing zoning. There may be isolated instatces where a rezoning may be initiated by the City to resolve a land use conflict that is currently adversely affecting land values. These would be the exception rather than the norm. The City of Eagan has executed several Planned Development Agreements over the past several years. There are many instances where the Planned Developments show higher densities or more extensive commercial develop— ment than that proposed under the Comprehensive Guide Plan. These are not necessarily considered conflicts between zoning and the Comprehensive Plan; rather, they are viewed as current trends and and expression of development patterns that the City expects to occur. Time has shown that some of the Planned Developments proposals may be unrealistic in terms of density and rate of development. However, the development is permitted to occur as specified in the Planned Development Agreements. Adjustments may occur as the final development plans for the various P.lanned Developments are approved by the City. This is expected to continue to be the pattern and the Comprehensive Plan should not be interpreted to mean that the City is going to undertake revisions of these numerous Planned Development Agreements. In any instance, the Eagan Comprehensive Guide Plan should be viewed as a guide as described herein .and in other Sections of this Comprehensive Plan. It is expected to be utilized by the Planning Com— mission during the next decade as .a guide and their deliberations with property owners and developers and in' planning for municipal services to accommodate the projected growth. e� 4 I.
